Patents in India are granted for encouraging the inventions on a commercial scale. Patent Act by way of inserting the provision of compulsory licensing contemplated that the patents do not obstruct the protection of public health and nutrition. Thus, the compulsory licensing serves in two ways-firstly by giving pleasure to the patentees for their invention by way of royalty and secondly, by making the patented products available to the public at a large at an affordable and cheaper cost. In the present paper, the author highlighted the process of granting compulsory licenses as per the Patents Act, 1970. Simultaneously, the emphasis has been given on the compulsory licensing in the pharmaceutical products in India along with a few suggestions.

The article discusses the National Institutional Ranking Framework and the performance of India’s primer institutions, Indian Institute of Technology in the rankings. Ranking of higher educational institutions exists in various countries for a longer period. Times Higher Education Rankings, QS Rankings and Academic Rankings of World Universities are few to mention. All these higher education rankings have various parameters to analyze and based on which the rankings of higher learning institutions are being published. One such ranking for Indian higher educational institutions is NIRF and this ranking will list out the colleges and universities which are functioning in India. There are 23 IITs functioning in India, but only ten IITs have been included for the study, the institutions were selected based on the year of establishment.

The study has been conducted with a purpose to see the availability of e-theses collections across agricultural libraries of northern India; work out the proportion of users for each of the e-theses collection and make an assessment about the satisfaction level of users about availability and adequacy of e-theses. Seven sampled universities were surveyed personally by the investigator for collecting data about the questions under investigation. A questionnaire was used as a data collection tool. The investigator also availed of the telephonic & e-mail communication and had a face to face interaction with respondents to collect prompt response, substantiate the responses and remove ambiguities thereof. Statistical Package for Social Science (SPSS) was used to make an analysis of the data on an empirical basis. Chi-Squared (?2) Test has been used to derive association between the variables and test the level of significance. The agricultural libraries of northern India are not seen to subscribe to any e-theses collection of international coverage and all seem to rely on 'KrishiPrabha', the free of cost Indian Agricultural Doctoral Dissertations Repository. Only SKUAST-K and CSKHPKV have developed their institutional repositories; whereas it is only SKUAST-K & SKUAST-J which participated in a state level e-theses initiative. The set of freely available etheses under investigation are not used to a desirable magnitude as only KrishiPrabha is used by a maximum number of users (42.08%) and 30.10% do not use any of them at all. Majority of users (53.10%) use a single e-theses collection, while only 16.80% use a combination of more than one e-theses collection to meet their requirement. Though the majority of respondents (60.33%) are satisfied with the availability & adequacy of e-theses collections; the level of their satisfaction in this regard is below the moderate level (x=3.54).

The purpose of this paper is to find out the needs and requirements of visually impaired students and the facilities provided to them by their respective learning organisations. This study was conducted on visually impaired students of University of Delhi. Various students with visual disability were interviewed with the help of a questionnaire prepared by the investigator by going through deep literature review available on the topic related to the current research study. This research topic was selected with the aim to identify various services provided by their respective institutions, assistive technologies available in their libraries, and to find problems faced by the visually challenged students in retrieving information by the available resources. Findings of this study reveal that visually impaired students are provided with Braille books, big screen computers with assistive technologies, recorded audiobooks in the form of CDs or cassettes and other infrastructure facilities by their respective libraries. Other facilities such as the provision of helpers, writers for making assignment and for writing exam are also available in the libraries for the students. The study further reveals that students face problems such as internet connectivity, inadequate number of assistive devices and lack of adequate helpers, etc. while accessing the library for their needs.

Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis is one of the most widely used tools for strategic planning of any organization. It helps them to gain a better insight into their internal and external environment when making strategic plans and decisions. One of the best ways to use SWOT is to identify customer perception and their satisfaction towards the services and products they purchases. Companies and production houses are mostly practicing SWOT analysis however in today’s age of competition, academic institutions and libraries are also optimizing such management concepts. The present research emphasizes on customer satisfaction of the literary users including the staff/faculty and students of Gujarat Power Engineering and Research Institute. The study also describes the evaluation of users’ determination on the library collection, services, infrastructure, staff behavior and online tools.

The present paper deals with an evaluation of authorship and collaboration pattern of the ‘Researchers World: Journal of Arts, Science and Commerce (RW-JASC)’ during the period (2010-2017) in which a total 662 research papers were published in the particular journal. The highest number of articles 108 (16.31%) were published in the year 2017. The highest 2.24 collaboration index was recorded in the year 2010 and the overall average of collaboration index was 1.92. The highest CC and MCC was 0.43 and 0.45 respectively recorded in the year 2010. Out of 662 articles, the maximum 386 publications were co-authorship index while 276 publications were single author index. The highest Relative Growth Rate (RGR) and Doubling time (Dt.) was recorded 1.75 in the year 2011 and 4.08 in 2017 respectively.

After independence, the Govt. of India gives the priority for the development of agricultural education and research activity. In 1964, ICAR draft Model Agricultural Universities Act for establishing new agricultural universities across India. The ICAR established 49 research institutes in various states and provides fund for agricultural education and research in the country. At present, there are 56 SAUs, 5 DUs and 1 CAU, 4 Central University with Agricultural Faculty in India. ICAR started e-consortium for e-resources and open repository for the research project. The researcher used the surveying method and questionnaire used for data collection tools. The researchers send 502 questionnaires and received back 276 with feedback. They used SPSS 16.0 for data analysis and created tables and gave some valuable suggestion.

To understand the impact of highly cited articles in Indian Pharmaceutical research and the role of research organizations, contributing authors and their international collaborations, through their citation distribution and publication published during 1998-2017. Papers those received minimum 200 citations since their publication, were known as ‘highly cited publications’. Major contributor Index is a new indicator used for assessing the contributions of authors and Institutions in terms of their independent research ability, leadership role and their impact in collaborative research. India with 274 highly cited articles holds the 10 th position with 2.51% of the world’s share during 1998-2017. These 274 Highly Cited papers received 90911 citations with an average of 331.79 citations per papers. Out of 18 leading authors in Pharmaceutical research with at least 3 highly cited publications, 9 authors are considered as authors with high potential to conduct the research independently while other 9 authors depend on others in research collaboration. There are 14 Indian institutions having more than 5 publications and MCI value more than 0.5, which are considered more productive and have the potential to conduct research independently.

Ramesh","doi":"10.5958/2249-5576.2019.00015.3","DOIUrl":"https://doi.org/10.5958/2249-5576.2019.00015.3","url":null,"abstract":"To understand the impact of highly cited articles in Indian Pharmaceutical research and the role of research organizations, contributing authors and their international collaborations, through their citation distribution and publication published during 1998-2017. Papers those received minimum 200 citations since their publication, were known as ‘highly cited publications’. Major contributor Index is a new indicator used for assessing the contributions of authors and Institutions in terms of their independent research ability, leadership role and their impact in collaborative research. India with 274 highly cited articles holds the 10 th position with 2.51% of the world’s share during 1998-2017. These 274 Highly Cited papers received 90911 citations with an average of 331.79 citations per papers. Out of 18 leading authors in Pharmaceutical research with at least 3 highly cited publications, 9 authors are considered as authors with high potential to conduct the research independently while other 9 authors depend on others in research collaboration.
