Energy system is a general energy system, united by energy systems, a set of energy resources of all types, methods of their production, conversion, distribution and use, as well as technical means and organizational complexes to ensure the supply of consumers with all types of energy. Creation of energy systems is important and has a number of technical and economic benefits: it allows to increase rates of development of power industry and to carry out this development in the most economical way for modern conditions; it increases reliability of power supply to consumers; provides increase of economical efficiency of production and distribution of electric power on the whole on power supply system due to the most rational distribution of load between electric power stations at the best use of power resources.

Since December 30, 2022 New additions and changes to the Order of Ministry of Construction "On the Approval of Budget Standards", approved on December 30, 2021 No. 1046/pr was implemented since December, 30, 2022. It is supposed, that in 2023 the transition to the resource-and-index method of budget pricing in construction will be completed at last. The main additions and changes, some features of the updated budget regulatory base (BRB-2022) are considered in the article, some steps for the further improvement of pricing in the Russian Federation are listed. The scheme of interaction of the Qualifier of construction information with other qualifiers is described, including the Qualifier of construction resources, the Qualifier of capital construction projects on their appointment and functional and technology features, the budget regulatory base. The conclusion is drawn that the transition to the new method is a long, evolutionary process, and only a part of work is carried out at the current stage.
