This article discusses the Nominal Group Technique (NGT) as an alternative strategy for developing a list of elements for the spiritual leadership model of Tok Batin Muslim. This serves as an alternative to address the shortcomings and enhance the leadership structure of the current indigenous people. The technique has been applied by researchers to construct a list of key elements in the spiritual leadership model of Tok Batin Muslim during the development phase through expert consensus in identifying and accepting the content elements of the model. The study finding shows the total scores for the leadership philosophy component obtained from respondents' views through the survey questionnaire, which is 72 with a percentage value of 93.5%. The total score for the general principles component is 70 with a percentage of 90.9%. The total score for the leadership dimension of al-Qalb is 72 with a percentage of 93.5%. The total score for the leadership dimension of al-aql is 71 with a percentage of 92.2%. The total score for the leadership dimension of nafs is 71 with a percentage of 92.2%, while the total score for the leadership dimension of external behavior is 71 with a percentage of 92.2%. Furthermore, the research findings indicate that the NGT technique has assisted researchers in quickly and easily validating elements because these elements were developed through literature review, subsequent discussions, and expert consensus. The application of the NGT technique also adds diversity to research methods in Malaysia, particularly in the field of indigenous studies.Artikel ini membahas Teknik Kelompok Nominal (NGT) sebagai strategi alternatif untuk mengembangkan daftar elemen untuk model kepemimpinan spiritual Tok Batin Muslim. Ini berfungsi sebagai alternatif untuk mengatasi kekurangan dan meningkatkan struktur kepemimpinan masyarakat adat saat ini. This study discusses the integration of Sampang Shia followers into the Sunni sect from the Human Rights perspective. There are two formulations of the problem discussed in this study: what is the reality of the religious life of Sampang Shia adherents in Madura? Does the initiation of Shia Sampang contradict the principles of freedom of religion, especially the legal principles of human rights? This study uses a type of qualitative research. There are primary and secondary sources and data in this study. By using an analysis based on the perspective of legal sociology, this study found that Sampang Shia adherents experienced much unexpected problems such as intimidation, expulsion, and coercion to their religious life. Even though Sampang Shia adherents have taken allegiance to become Sunnis, they are still feeling worried and afraid. The stigma of being a former Shia adherent makes their existence and religious activities often come under scrutiny and suspicion. From the perspective of democracy in Indonesia, the series of events that have occurred in the religious life of the Shia followers of Sampang has violated the law, as contained in Article 28E paragraph (1) and Article 29 paragraph (2). Besides that, it is contrary to the principles of human rights, especially human rights principles at the personal level related to freedom of religion.Studi ini fokus membahas fenomena pembaitan pengikut syiah Sampang ke dalam aliran Sunni ditinjau dari perspektif Hak Asasi Manusia (HAM). Terdapat dua rumusan masalah yang dibahas dalam kajian ini, bagaimana realitas kehidupan beragama penganut syiah Sampang di Madura? Adakah pembaitan Syiah Sampang bertentangan dengan prinsip kebebasan beragama, terkhusus prinsip hukum Hak Asasi Manusia? Studi ini menggunakan jenis penelitian kualitatif. Sumber dan jenis data dalam penelitian ini terdiri dari dua, primer dan sekunder. Dengan menggunakan analisa berdasarkan perspektif sosiologi hukum, studi ini mendapati temuan bahwa realitas kehidupan beragama muslim syiah Sampang Madura mengalami banyak perlakuan negatif seperti intimidasi, pengusiran, dan pemaksaan. Bahkan meski sudah melakukan baiat diri menjadi Sunni, mereka (Syiah Sampang) masih dilanda rasa kekhawatiran dan ketakutan. Stigma sebagai eks penganut Syiah membuat keberadaan dan aktivitas beragama mereka sering kali mendapat sorotan dan kecurigaan. Dalam perspektif demokrasi di Indonesia, rangkaian pristiwa yang menimpa khidupan beragama penganut syiah Sampang bukan saja telah melanggar perundangan, sebagaimana termuat alam pasal 28E ayat (1) dan Pasal 29 Ayat (2). Lebih dari itu, juga bertentangan dengan prinsip Hak Asasi Manusia (HAM), khususnya prinsip HAM di level personal yang terkait dengan kebebasan beragama.

This article aims to explain the role of masohi in maintaining relations between the Christian and Muslim communities in the Christian and Islamic villages of Siri Sori, Central Maluku, that witnessed the communal religious conflict in the period of 1999-2004. Post-conflict social relation has the potential for establishing harmony, which is particularly important given the conflict’s tragic impact and complex social implications. This can be achieved through masohi, which embodies local wisdom. Masohi can contribute to peace and conflict resolution between the two communities. The research question in this study is whether masohi can adequately serve as a solution in that context. This research uses a qualitative approach using observation, literature study, and interviews with Christian and Muslim figures from the two communities who have practiced masohi in the Christian and Islamic villages of Siri Sori. All the data about masohi is collected, sorted, analyzed, and reconstructed using culturally-based historical awareness perspective. The results of this study show that: (1) masohi manifests in interfaith cooperation between the two communities in their history culture; (2) masohi has a constructive humanitarian characteristic; and (3) masohi can be preserved to ensure the welfare of the people and to preserve peace sustainably.

As ethnic minorities who adhere to the majority belief (Islam), ethnic Chinese Muslims in Jakarta are faced with a complex identity crisis, especially in the area of political participation. In the 2017 Jakarta regional elections (Pilkada), ethnic Chinese Muslims were faced with a political situation, whether to choose leaders from ethnic Chinese or leaders from the Muslim community. This situation puts them in a dilemma. However, ethnic Chinese Muslims have survived the complicated politics of ethnicity, even though regional election politics has caused a crisis of identity politics in Jakarta. Based on the research results, Chinese Muslims in Jakarta were able to survive despite the difficulties caused by their identity. This research is important because there are not many studies that specifically discuss the survival strategies of Chinese Muslims in Jakarta. This research is a socio-political research. To collect data, the methodology used is in-depth interviews with several informants. The results of the interviews and data are then processed using a qualitative and analytic approach. This is done in order to show how the Chinese Muslim ethnic group have survived the complicated political situation in Jakarta

Zakat has the excellent potential to overcome social welfare problems. Baitul Mal Aceh (BMA) is a body that can maximize the benefits of zakat funds for the welfare of the poor in Aceh province; therefore, it is necessary to strive for better management of zakat to obtain better results. This study aims to determine the management of zakat in BMA in terms of a good governance approach. The method used in this study is a qualitative descriptive method with data obtained through interviews, observation, and document study. The research results show that the zakat management in Aceh is quite good. Management should be based on the principles of good governance, such as openness and transparency; societal participation; accountability; and effectiveness and efficiency. Hopefully, BMA can continue to maintain and even improve its performance in managing zakat, so that it can improve the welfare of zakat recipients in Aceh.

The article unravels the roles of buyas (charismatic scholar of the community) in coping with confidence issues amongst politicians who competed in the Limapuluh Kota Regency’ 2015 Regional Election in West Sumatra. The study aims to answer the following questions: first, what are the politicians’ motives to seek audience from the buya? Second, what are rituals and statements that the buya provide? As part of a qualitative research conducted within the Regency, the data were collected through in-depth interviews to four buyas and four candidates. The interview results were then analyzed through qualitative approaches. The result of the study indicates that politicians and their canvassers performed ‘political safari’ by visiting buyas upon becoming candidate hopefuls or being pronounced candidates by the Election Committee. It is worth noting that although buyas never rejected any politician or canvasser who wished to meet them, they were never involved in direct campaigns with the candidates or canvassers. In essence, buyas provide politicians a sense of legitimacy at a time when they are losing confidence in themselves. Eventually, as in all political competitions, there will always be victors and losers.

The study aims to answer the following questions: first, what are the politicians’ motives to seek audience from the buya? Second, what are rituals and statements that the buya provide? As part of a qualitative research conducted within the Regency, the data were collected through in-depth interviews to four buyas and four candidates. The interview results were then analyzed through qualitative approaches. The result of the study indicates that politicians and their canvassers performed ‘political safari’ by visiting buyas upon becoming candidate hopefuls or being pronounced candidates by the Election Committee. It is worth noting that although buyas never rejected any politician or canvasser who wished to meet them, they were never involved in direct campaigns with the candidates or canvassers. In essence, buyas provide politicians a sense of legitimacy at a time when they are losing confidence in themselves. This article aims to analyze the availability of facilities for persons with disabilities as well as the challenges in implementing accessible spaces and facilities at the Yogyakarta City Office of the Ministry of Religious Affairs (Kankemenag of Yogyakarta City). This study used a qualitative approach by exploring the social situation related to providing disability-friendly public services in religious institutions. The collected data, both primary and secondary, were analyzed using Miles Huberman's analysis. Based on the observations, Kankemenag of Yogyakarta City provided adequate facilities for persons with disabilities. Some of the facilities available include toilets for the diffable (a person who is differently abled), visitor parking, special service counters, guiding blocks, downhill fields, and wheelchairs. The supporting factors of Kankemenag of Yogyakarta City can provide facilities for service users sourced from internal and external factors. The internal supporting factor found in the field is the commitment and mindset of the head from the Chief to the service officers. Meanwhile, the external factors supporting this case are more about the obligation to meet the requirements to achieve the xcellent Service title. The Ontario Human Rights Commission developed the barriers factor in providing facilities for those with special needs in public service, which consists of attitudinal, architectural, and informational barriers. The diverse scope of the study is strongly recommended to provide a broader picture of providing facilities for persons with disabilities in various places. This study is expected to improve public services in government agencies that are fair and equitable for all levels of society.

This research examines why local identity building was conducted in Osing village, Banyuwangi Regency, East Java, and how this identity was initiated and invested by actors who have power using Islamic political identity. To respond to these questions, this research used the historical method by utilizing primary and secondary sources, such as official archive in form of decrees, interview with historical actors, and various references such as books, journals, and newspapers. This research findings are the following: Osing’s identity was a deliberate blueprint and not a natural continuity. This construction involved cultural practitioners, journalists, artists, intellectuals, traditional figures, and national administrators. Osing’s identity construction, transformation, negotiation, and mobility are the site of the contention of various interest. The attempt of creating a sympathetic and caring reputation of Osing culture represented by almost all of Banyuwangi regent continued from the New Order era until the post-Reformation era, despite various paradigm shifts. This needs to be interpreted as efforts to build identity and not just to eliminate the stigma attached. It has had an impact on political support and legitimacy in Banyuwangi, especially Osing Kemiren Village.

The Middle East is an area that has many geopolitical interests, which has resulted in the emergence of political instability in the region. This has affected the security conditions and the world's political economy. Female peacekeepers are sent by intergovernmental organizations, such as the United Nations (UN), to carry out political stabilization programs in the Middle East. Significant effort has been made by the United Nations to carry out female soldiers’ operations as peacekeepers. This study focuses on the role of female UN soldiers in the geopolitical stabilization efforts in the Middle East. This study uses the concept of the role of inter-governmental organizations (IGO), female military, and geopolitical interests. This research uses a qualitative-explanatory analysis that study the crucial role of female soldiers in IGO's efforts for geopolitical stabilization in the region. This study reveals that female soldiers sent by the UN have a positive contribution to the keeping of peace in the Middle East region.

This study describes the social movement of the West Sumatra Islamic Shari'a Enforcement Committee (KPSI) in the strengthening of Islamic values in West Sumatra for the 2014-2019. This period follow after the activities carried out by the West Sumatra KPSI after the rejection of the Lippo Superblock construction in 2013. This uses qualitative research with descriptive analysis with interview and documentation data collection methods. This research uses Islamic social movement theory and arrived at some important findings from this research. First, the mobilization of KPSI in strengthening Islamic values is not based on feelings of disappointment or dissatisfaction but as a form of concern towards the decadence of society. Second, political opportunities led KPSI West Sumatra to conduct da'wah (Islamic propogation). Third, the framing in which KPSI West Sumatra enganged in discourse became the target of mobilization in social movements based on the Qur'an and Sunnah. Fourth, the West Sumatran KPSI alliance or network has many alliances or networks to strengthen its movement.Penelitian ini mendeskripsikan gerakan sosial Komite Penegakan Syari'at Islam (KPSI) Sumbar dalam penguatan nilai-nilai Islam di Sumbar Tahun 2014-2019. Periode ini mengikuti kegiatan yang dilakukan oleh KPSI Sumbar pasca penolakan pembangunan Superblok Lippo pada tahun 2013. Penelitian ini menggunakan penelitian kualitatif dengan analisis deskriptif dengan metode pengumpulan data wawancara dan dokumentasi. Penelitian ini menggunakan teori gerakan sosial Islam dan sampai pada beberapa temuan penting dari penelitian ini.
