Public-private partnerships as a form of cooperation between business and government have competitiveadvantages in the social sectors, where, as is known, market failures are observed to a greaterextent than in other sectors of the economy. Administrative resource and public investment expandresource capabilities, reduce business risks, motivating its activity. The aim of this paper is to studythe scientifically based methodological tools of public-private partnerships in solving the problems ofregional development. The article discusses the legal forms and ways of implementing public-privatepartnerships in the public interest by pooling the resources and experience of each of the parties, implementingsocially significant projects with the lowest risks, provided that quality services are provided. The practical significance of the article lies in the fact that its main conclusions can be used by authoritiesin the development of budgetary characteristics, regulatory support, and public-private partnershipdevelopment programs, taking into account priorities in the economic development of the region.The interaction of the authorities with business structures during the implementation of measures insocial development projects improves their quality.Research methodology. In the presented study, various methods were used, including the methodof structural, comparative, as well as economic and statistical analysis, the synthesis of theoretical andpractical material.Conclusions and practical recommendations made it possible to expand the theoretical base of researchin the field of economic development management in the region through the implementation ofpublic-private partnerships.The proposed method of ranking potentially presented projects of public-private partnership, implementedon the regional level, aimed at improving the effectiveness of implementation of managementdecisions affecting the economic development of the region, not from the point of view of recoupment,and from the point of view of feasibility or priority of the project where in the system the performanceindicators of the efficiency of state-private partnership introduced the basic criteria.

The article considers the issue of digital transformation, which can become the basis forthe further development of the principle of management by results of the state, since it allows you toovercome its previously identified limitations. The purpose of this article is a detailed study of new businessmodels, including the so-called proactive service based on data, as well as the integration of modernfragmented information systems and communication channels. It is shown that despite the resultsachieved, problems associated with an insufficient level of openness, customer orientation and activityremain relevant. For example, government agencies are reluctant to disclose information that can beused to create added value in the form of relevant and relevant open data. The e-government developmentindex (EGDI) in the Republic of Kazakhstan is analyzed. The results of the analysis revealed a highlevel of development of e-government. However, according to the authors, it is necessary to study inmore detail new business models, including the so-called proactive service based on data, as well asthe integration of modern fragmented information systems and communication channels to implementa multi-channel service model by creating a single “front office” aimed at providing the availability ofinformation and services at anytime, anywhere and on any device (contact center, web portal, smartmessengers, mobile applications, SMS messages).

The model describes the economy in the short term (excluding investments), in the caseof inflation targeting policy and represents a system of 15 linearized equations for key macroeconomicindicators of the main economy sectors: households, enterprises, the National Bank, and the externalsector. The parameters were estimated by Bayesian methods for the period 2010-2018 and in the subperiod2015-2018. The advantage of the approach is the possibility of estimating parameters in shorttime series due to the use of prior information. From the estimates obtained, it follows that theNational Bank pays attention not only to inflation, but also to business activity and changes in theexchange rate. As is known from theory, the optimal policy for the monetary regulator may differ fromthe optimal one for society. To determine the parameters of the optimal monetary policy, the functionof social losses was derived and it was shown that, in addition to the traditional variables of the outputgap and inflation, the fluctuations in the interest rate and exchange rate should be its components. Thework takes into account some sources of welfare losses. These average annual losses of society areestimated at 3.2% of the equilibrium level of consumption. The optimization carried out according tothe current version of the DSGE-model allows us to draw the following conclusions. A “doublemandate” policy and the inclusion of an exchange rate in Taylor’s equation can increase publicwelfare. The sensitivity coefficients of the current interest rate policy can be revised upward, due towhich society losses can be reduced. When pursuing a monetary policy, one should focus not on theCPI, but on indicators of internal inflation, perhaps an indicator of core inflation and/or PPI.

The scale of internationalization of higher education in the CIS countries, along with theimpact of this process on the socio-economic and cultural development of the regions, once againdemonstrates the need for its close study, analysis of the experience of other countries, evaluation of theresults of previous research in this area. Thus, this paper attempts to characterize the main trends in thedevelopment of research on the internationalization of higher education by comparing the competenciesof the CIS countries with the EU countries and some Asian countries. The article also discusses thephenomenon of multidimensional integration processes in higher education, analyzes the main facts thataffect the process of internationalization.The aim of the study is a theoretical and methodological analysis of the constructive experience ofinternationalization of the educational process in EU and CIS universities.Research methods: structural analysis and synthesis development of foreign researchers allowed toisolate in the complex phenomenon of internationalization of universities the basic elements that havea decisive influence on the nature of the object of study; methods of comparative analysis, that allowedto establish the similarities and differences between the processes of internationalization of universitiesin advanced foreign countries and Kazakhstan, as well as an integrated approach, allowing to considerthe phenomenon of internationalization of universities in its relationships and dependencies with otherprocesses and phenomena in the context of globalization.The results of the study can be defined within the conduct of case studies of internationalizationof European universities and the findings of prominent researchers, and, on this basis, to identify theneed of implementation of internationalization processes actually contributing to the development ofthe modern University, improving its competitiveness on the internal and external market of educationalservices and research.

The place of a person in a particular society is largely defined by what and how theypurchase. This process is easily perceived by the reference group. Social group determines the motivationof a young person when they buy some kinds of goods. In this regard, a problem of social audiencemanagement through specific consumption and purchase models arises.The aim of the present study is modeling the purchasing process of goods that have a certain socialstatus on the youth market: mobile phones (smartphones) and fitness bracelet (trackers). The object ofstudy is the young audience; the subjects are the motives and determinants of consumer behavior duringdecision-making, and the principles of demand formation.Students of the Economics Faculty of the Peoples’ Friendship University of Russia (RUDN), Moscow,conducted the study of consumer behavior in April-May 2018. In-depth interviews and questionnaireswere used as methods of research.The following models of the consumer behavior processes were used: Stimulus-Organism-ResponseModel of Decision Making, the Foote, Cone and Belding Model, the Howard-Sheth model, andO’Shaughnessy studies.The results of the modeling process are the basis for creating marketing communication with consumerson a commercial basis and may be of interest to manufacturers and sellers of this type of productsin Russia.
