Enterprises are growing geographically and world is realized much flatter than ever before. Most of the organizations consider learning requirements critical, as it is generally proportional to the productivity of an employee. Better-trained and skilled workforce is always an asset for an organization. However, geographical spread of employees has always been a challenge for organizations to impart training. In order to reach and manage the scale, a clearly defined governing infrastructure along with best learning practices in an enterprise is essential. An important part of any learning methodology is to have assessment to measure the learning effectiveness. There are various distance-learning tools available in the market that not only make learning better but also ensure cost optimization for the organization. It is important to have a clear associative plan for the infrastructure to support the chosen distance learning method that is not only scalable but also reliable. This paper provides a balanced view of popular synchronous and asynchronous learning methods and helps in identifying an optimal distance learning methodology keeping in view the distributed employee strength. Guidelines advocated would facilitate enterprises in selecting a tool with right blend of features required for effective distance education, aid in performing gap analysis and consistently improve on its distance learning programs.

In this paper, a new seamless mobility for WiFi and WiMAX heterogeneous networks by the use of mobile SCTP and Domain Name Service (DNS) for location management is proposed. This mechanism will not only achieve seamless mobility, but also provide for energy conservation on unused network interfaces. This mechanism does not require change of infrastructure since DNS is part of every network and hence has an advantage over Mobile IP and SIP which introduce third party servers such as home and foreign agents and SIP server.

Most of the villagers are still living in the information-poor environment because of the lack of network resources, which has seriously hindered the development of local economy and culture. But building high-cost-infrastructure between the village and the city is unrealistic. Based on the Bundle Protocol of Delay-Tolerant Network, our system connected the LAN of the village and the Internet in the city, relying on the data transmission from the vehicle traveling between the two places, which expanded the coverage of Internet, provided a better living environment for villagers and reduced the huge cost of the infrastructure.

A method named generalized bilingual teaching is proposed to solve the problems of traditional bilingual teaching in the universities of China. In generalized bilingual teaching Chinese textbooks is used, also many English elements are used as auxiliary, such as bilingual courseware and explanation, special English words, English references, English reading materials, English exercises and examination questions. The method is applied in the course of principles of computer organization. To confirm the effect of the method, an investigation questionnaire for generalized bilingual teaching is used and the answers are analyzed. The practice shows that generalized bilingual teaching is helpful for students to improve their special English level, also it is feasible and worth to be popularized.

Lifelong learning is no longer just one aspect of education and training; it must become the guiding principle for participation and provision across the full continuum of learning contexts. China is becoming an important region for global procurement; however, there are shortage in China's procurement and supply management personnel. According to relevant assessment, procurement and supply of professionals has a national shortage of qualified personnel. That self-improvement only by one-time school education through personal efforts to achieve high levels of development is difficult to achieve. All this must rely on the support of life-long education to complete. In the era of lifelong education, procurement management should be carried out continuously as long as the post training activities to meet the needs of the community to achieve a complex personnel training. Lifelong education in this field has made some achievements, but lifelong education in the world is still in practice. In this article, the meaning of lifelong education is explored on case of purchasing management teaching of insititute of Continuing Education Hebei Polytechnic University, in hope of the realization of lifelong learning skills certification, furtherly to promote lifelong education system formation.

In this paper, using the software SPSS11.5, we deal with the data of students' physique health from ordinary colleges and military academies in Langfang, Hebei. Furthermore, using the method of T test, we compare and contrast the data which are from above two schools' students in the body figure (including height and weight), physical quality (including grip and standing long jump) and body function (including step test and vital capacity ). As a result, we obtain that the raised margins of the physique health conditions from military academies stand out from ordinary colleges, and the effects that the physical education teaching methods in military academies have achieved are far better than in ordinary colleges. Comparing ordinary colleges with military academies, we find that the teaching models and teaching systems in ordinary colleges are imperfect, which results in the absence of the pertinence in teaching contents and the absence of effectiveness in the teaching methods. At last, we give some advice.

Practice teaching plays an important role in improving the students' quality entirely and cultivating compound talents having innovative and applied ability. Considering the problems existing in the practice teaching of undergraduates majoring in computer, some measures to strengthen the links of practice teaching were explored. Through the curricular experiment, course design, enterprise practice and professional practice, students can combine theoretic learning with practice learning, classroom learning with extra-curriculum learning, and the objectives of cultivating compound talents can be achieved. Practice showed that these reforms can effectively improve student's practical ability and innovative consciousness.
