This two-part article attempts to decipher four different critical strategiesfor decentering Eurocentrist narratives that promoted “the West”simultaneously as an agent, as a goal and as a yardstick for evaluatingmodernization processes across the globe: in the first part, it will examineJack Goody’s interrogation of the alleged European preeminence andexceptionalism and its imposition of value-laden temporal categorieson the non-Western world, as well as Eric Wolff ’s reconstruction ofthe so-called invention of “Eastern Europe” by the Western mindduring the Enlightenment; in the second part, it will take on DipeshChakrabarty’s notion of “provincializing” Western epistemology andJohannes Fabian’s focus on the “denial of coevalness” for non-Westerntemporalities. The article will focus on the analysis these four authorsprovided for the emergence of specific temporal and geographicalsystems that backed the epistemic hegemony of the “West” andreinforced, therefore, its already established political domination. It willalso examine the practice of translating spacial distance in historicaltime and its reverse, both at the core of Enlightenment and post-Enlightenment understanding and construction of the cultural andhistorical “other”.

Antonio Gramsci’s theory of hegemony, based on the importance ofconsensus, is the antecedent of the recognition of the democracy bythe Italian Communist Party (terrain that would be fully acquired by itssuccessors, Togliatti and Berlinguer). Gramsci takes the word and theconcept from the debates at the top of international communism and–adapting it to his theory of the “revolution in the West” – changes andinnovates it profoundly in the Prison Notebooks, making it an idea thatis today widespread and used throughout the world. Palmiro Togliatti,who returned to Italy in 1944, became a protagonist in the writing ofthe post-war democratic Constitution and theorized on the “nationalways” to socialism and polycentrism; Enrico Berlinguer theorized onthe universal value of democracy and the acceptance of many liberalprinciples for the construction of an idea of “communism in freedom”.

Romania is currently suffering a significant digital divide, which hasbeen exacerbated by the COVID-19 pandemic outbreak. The core pointof this paper is an attempt to study governmental policies on aging anddigitalization in Romania. The current analysis intends to determinethe influence of a poorly built digital system in Romania regarding avulnerable category, such as the elderly population. What are Romania‘scurrent digitalization difficulties, and what solutions are available toimprove the lives of senior citizens with technology and digitalization?What are the most significant consequences of the COVID-19epidemic on the Romanian digital system? Is there enough potential fordigital growth in Romania, and if so, how might this element improvethe quality of life for the elder people? A review, synthesis, and analysisof the current literature are used to address the research questions. Thepaper is based on a secondary literature review research that aims toprovide insight into the Romanian scenario. The goal of this study is toidentify the barriers to technology use among Romanian older adultsand establish the framework for a larger investigation.
