Abstract: This study aimed to analyze the perception of the project manager regarding the Executive Secretary’s contribution in project management. The pursuit of competitive advantage has led organizations to be concerned with project management and the communication difficulties and a lack of leadership during the process are cited among the reasons that compromise project success. In order to relate the powers of the Executive Secretary with the competences of the project team, was used the Brazilian Curriculum Guidelines of the Executive Secretariat Course and the skill set proposed by the International Project Management Association, for the construction of a theoretical model, which was analyzed by structural equation modeling. The results showed that the Executive Secretary is a contributive member of the project management team who enables efficient management of projects. With this result, we found that project managers may seek Executive Secretariat support to achieve project success.

Abstract: Nash equilibrium is an important concept for studying human behavior in group decision making process. Given the complexity of finding Nash equilibria, computational tools are necessary to find them. Several programs were developed for this task. However, available programs are either not comprehensive or might be of difficult installation and handling, creating a “barrier of entry” to non-specialists. The aims of this research are twofold: (i) firstly, it was to identify and to discuss about the available programs for finding Nash equilibria; and (ii) secondly, based on the theoretical proprieties of a Nash equilibrium, to develop a program capable of finding all pure Nash equilibria in games with “n” players and “m” strategies (“n” and “m” being finite numbers) as a Macro tool for Microsoft Excel®. It is expected that the program can contributed to the area of Operations Research by providing a new tool that facilitate the use of game theory concepts within group decision-making problem-solving scenarios enabling practical applications using a widespread software.

Abstract Urban solid waste management is a complex system due to the many variables that compose it, which makes it difficult for managers to make decisions. Among the decision-making tools is system dynamics. To identify the gaps between the literature and the studies about urban solid waste management by using system dynamics method, a survey of published papers on the subject was made, which were later analyzed using some defined criteria, such as the level of the study, the software used for modeling, the variables included in the model, among others. The research identified that, among the stages of solid waste management, the collection process is still little incorporated in the models, being mentioned in only nine studies analyzed. Besides, the environmental, financial and institutional requirements were not adequately explored in the models. Future research should endeavor to include these elements in the models, which will allow the proposed system to be approximated to the complex reality of solid waste management.

Abstract: The change in organizational processes by means of associating the new resources made available by IT (Information Technology) with the intrinsic characteristics of business-related areas embodies one of the innovation concepts. This work proposes a reference model for the formation of innovation networks focused on implementing systems that represent innovations by associating IT with the business area. The research methodology is based on an exploratory case study, composed of several analysis units, and on the organizational modeling methodology EKD (Enterprise Knowledge Development) to formulate the reference model. This research proposition contributes to systematize the formation process of collaborative alliances among the innovation agents in order to implement Information Technology-based systems.

Abstract: The civil construction industry has great prominence in the national economy, however, the sector is responsible for generating a large amount of Construction Waste (CW). The CW recycling plants present technological solutions that aim to minimize the environmental impact caused by the inadequate disposal of the CW, and that the generated material is no longer a problem and becomes a sustainable outlet for the scarcity of natural resources. This article analysed the economic, social and environmental aspects of an CW recycling plant, situated in Passo Fundo / RS. As a result, the quantification and classification of waste sent to the CW recycling plant was obtained from March to December 2016. An economic evaluation of the plant was carried out based on the comparison of the economic decision criteria between the Minimum Acceptable Rate of Return (MARR) and Internal Rate of Return (IRR). Subsequently, social aspects were evaluated, such as the profiles of employees, their salaries and issues related to health and safety, education and training. When assessing the environmental aspect of the CW recycling plant, the composition, the separation process employed and the way in which these residues were used were determined. The conclusions demonstrated that the company is economically viable since the IRR was higher than the MARR. In the social assessment, the employment opportunity for different genres stands out and regarding the environmental question, the ability to reuse civil construction waste in 97.98% of the material received.

Abstract: Keeping the student focused for long periods of time has been a challenge for teachers. The adoption of new teaching strategies in which students leave the position of listeners and share with the master the active position is already known and even adopted. These strategies give students the opportunity to have more interactive experiences, stimulate independent thinking, create discussions within the group thus contribute to the improvement of the teaching- learning process. In that sense, the use of educational games has been an alternative, as they can mitigate the difficulty that students have in making the parallel between the concepts theorists learned from situations of application of this knowledge. Monitor the growth of the literature and research patterns in a given thematic area is an important step to understand the development of this domain. Therefore, the bibliometrics has been an emerging area, as it aims to describe, evaluate and monitor research published in a given field of knowledge. In this way, it is defined as the general objective of this work to map and characterize publications on the use of games and related terms in Production Engineering from bibliometric research in the annals of the National Meeting of Production Engineering. In this research, techniques such as Citation, Bibliographic Coupling, Co-author, Co-citation and Co- word were used, from which bibliometric maps are generated with the aid of the VOSviewer software, in which, for example, the most used keywords are shown; institutions and authors who publish works in the field; the authors who are engaged bibliographically; those who work together; and those that appear simultaneously in the reference lists.

Abstract The New Public Administration (NPA), guided by the Principles of Public Administration (PPA), has incorporated several approaches to promote more effective management. Among these is the lean perspective, focused on eliminating waste and improving organizational processes. Thus, the present study aims to analyze the relationship between types of waste and PPA. To that end, the investigation uses data triangulation from the focus group, and workshop and participant observation as methodological approaches, demonstrating that process waste can compromise PPA. However, adhering to the principles can benefits process execution by reducing rework, for example. This perception contradicts common sense, which presupposes increased bureaucracy to address legal issues or constitutional principles. Thus, lean waste analysis according to PPA may prove to be relevant and a new perspective for improving organizational processes in public management.

Abstract: In this research article, we present a methodological proposal for improving the process of monitoring public works using quality management. To do this, we have reviewed the monitoring process carried out by the National Education Development Fund (FNDE) during the Proinfância program. We adopted a case study based ondesign science researchas a methodology. This article presents the phases of the literature review, a map of the current work monitoring process, a survey and analysis of the data collected with the current process and a methodological proposal for the construction monitoring process. As a result of the work, a new flow for the work monitoring process is proposed, consisting of internal procedures, work routines and collection tools. The proposed methodology was applied to 15 works, and the results were analyzed.

Abstract Delay is one of the most recurrent problems in the construction industry. It is the cause of major negative consequences on construction projects and it can be the main reason for project failures. Still, there is a need for studies focusing on causes of these delays. The objective of this article is to determine the factors with greatest influence on the backlog of real estate developments, improving the collective list of causes of delays in construction projects. A list of 24 probable causes was assembled and submitted as a survey for 47 professionals in administrative rolls from the building construction sector, more precisely, from private companies. The results were processed utilizing the Relative Importance Index (RII) ranking approach. The outcome shows that the most important delay causes are: rework, poor labor productivity, lack of qualified labor, unqualified labor, and project changes. The results also indicate that there are significant differences of opinion between the professionals of distinct hierarchy positions. The results obtained indicate that there is a transition between the opinions of professionals in different roles regarding the importance of influential factors in the delay of works, according to the managerial level of each group.

Abstract: Among the coordination mechanisms present in an organization defined by Mintzberg, there are the mechanisms based on standardization of processes, employee skills and outputs. This study intends to investigate, through an exploratory and quantitative approach, the relationship between standardization-based coordination mechanisms, considered essential for project objectives accomplishment, and project performance. In addition, it is proposed to investigate whether project size, project manager power, technical system complexity and external environment stability affect the relationship between standardization mechanisms and project performance. In order to test the proposed model, the structural equation modeling technique was used in an empirical research with 216 professionals that have already worked on projects. The results showed that work processes standardization has a significant effect on the performance of projects and that their effectiveness is greater in smaller projects, when the project manager has power of action, when the external environment is stable and the technical system is not complex. This study also showed evidence that the proper use of standardization-based coordination mechanisms may have its effects enhanced when contingency factors are considered.
