Evaluating Monetary-Based Benefit-Sharing as a Mechanism to Improve Local Human Development and its Importance for Impact Assessment of Hydropower Plants in Brazil 评价以货币为基础的利益分享作为改善当地人类发展的机制及其对巴西水电站影响评估的重要性

Although hydropower companies and governments have promoted monetary-based Benefit-Sharing Mechanisms alone as a vector of local development for flooded municipalities, it is not possible to identify this evidence in the scientific literature. The present work investigates the quantitative influence of Financial Compensation on Human Development Indexes (HDI) in flooded municipalities over 2000–2010. The econometric analysis shows that there are no statistically significant results related to the quantities of Financial Compensation and the development variables. The findings reinforce that Financial Compensation itself could not be considered the only input to improve development processes. Management frameworks should be considered since they can provide a broader view of the affected areas, including elements such as participatory processes, adaptation management, formal and legal guidelines and stakeholder engagement. Specially in the Brazilian case, the Impact Assessment procedures and their products could provide detailed data and criteria to municipalities to manage the inflow resources.

Stakeholders Perspectives on the Use of Indicators in Water Resources Planning and Related Strategic Environmental Assessment 利益相关者对水资源规划和相关战略环境评估指标使用的看法

Water resources planning is currently designed to meet emerging challenges and encompassing a more comprehensive and integrated water management. The main focus of current water resources planning is to promote good water resource conditions through the implementation of innovative water policies. To achieve this goal, it is necessary to characterize and assess the status of water resources, monitor the implementation of planned actions, disseminate information and support the decision-making process. Indicators are often regarded as appropriate tools for supporting these tasks, although their use in this context is not imperative. The present study intends to explore the stakeholder perspective on the role of indicators in the water resources planning and management processes and their strategic environmental assessment process using a Portuguese case study. To achieve this objective, semi-structured interviews with the various stakeholder groups involved were conducted. The treatment of the obtained data using content analysis shows that the interviewees consider indicators to be an essential tool for supporting water resources planning. Some participants express concerns and suggest changes to the selection models and to the communication and decision-support capacity of the sets of indicators used. All stakeholders in the process consider that improvements to the indicators to be used in future processes are possible. In light of the results, it can be concluded that there is a long way to go for indicators to be used to promote better communication with stakeholders and to support decision-making processes; simultaneously, they can form the basis for the review and development of the subsequent cycle of the planning process.

Energy–Economy–Environment Interactions: A Comparative Analysis of Lisbon and Sao Paulo Metropolitan Areas 能源-经济-环境相互作用:里斯本和圣保罗都市区的比较分析

Metropolitan areas constitute a critical arena in which to protect the environment and handle climate change efforts, both because they are at the root of the problem and they form a suitable working ground to deal with their systemic nature. Using a multi-regional input-output modelling framework, with energy-environmental extensions, this paper proposes a comparative analysis of the Sao Paulo and Lisbon metropolitan areas, distinguishing territorial, production-based and consumption-based responsibilities. This research reveals that the consideration of interregional interactions and leakages to other regions/countries, as well as the appraisal of trade-offs between socio-economic and environmental targets, are critical for climate change policy’s definition and monitoring. The results also stress the importance of tailoring policy measures to the territories and, concurrently, the need for significant changes regarding the discussion of climate change policies on a subnational scale, namely concerning policy concertation and coordination at the global, national and subnational levels.

How an Innovative Sugarcane Biofuel System can Prevent a Clash between Food and Energy in Brazil 创新的甘蔗生物燃料系统如何防止巴西粮食和能源之间的冲突

Food commodities have been used worldwide for both human consumption and energy, amid concerns of environmental degradation and damaging effects on local food systems. Presently, strategies of rural development have encompassed the use of green resources to produce biofuels and an agenda of food security. We argue that by the strengthening of a Sectorial System of Production and Innovation involving farming activity, industrial transformation and institutional support, production for food and for energy can be balanced. Our discussion contributes to the resolution of the potential conflict between agro-energy and food production and the role of public policies in stimulating second-generation ethanol based on remaining biomass. Based on the current literature and empirical evidences, the prospects for sugarcane ethanol in Brazil are examined, bearing in mind the development of a system able to produce second-generation ethanol, as a strategy able to mitigate negative effects on food security.

A Framework for Governance of Sustainability Indicator Systems in Strategic Environmental Assessment Processes 战略环境评估过程中可持续性指标体系的治理框架

Sustainability indicators (SIs) are considered an important tool in Strategic Environmental Assessment (SEA), but their choice and management present shortcomings and must be improved. This work aimed to develop a governance model of SI systems for SEA. The study was carried out by means of documentary research on SEA reports and interviews with leaders of Brazilian SEA working teams, through the application of Content Analysis. The resulting framework, called G-SINDS, is composed of six phases and three transverse elements. Each phase represents a stage of construction of the SI system, with methodological procedures adaptable to the specificity of each SEA process. The transverse elements are factors that affect each phase, in order to perfect them. The G-SINDS represents an innovative model, since it involves the “life cycle of the indicators”, is directed to the SEA and is based on principles and techniques of knowledge management, constituting a means of improving the execution of SEA processes.

Is Marine Spatial Planning Enough to Overcome Biological Data Deficiencies? 海洋空间规划是否足以克服生物数据的不足?

The United States only accounts for 0.2% of the global offshore wind installed capacity despite a potential technical resource four orders of magnitude greater. A cumbersome permitting process is one of the challenges in implementing new projects. Part of this process requires biological data in order to inform assessments of environmental impacts; yet these data may be lacking for particular taxa at the required scale. Marine spatial planning (MSP) is a process that often includes data identification, collection, collation and analyses components. In this paper, we conduct a collective case study of three areas with offshore wind projects located in waters managed by marine spatial plans, focusing on how data efforts inform MSP and offshore wind development. Our study finds that MSP can facilitate data efforts during the permitting phase of offshore wind projects, but that other initiatives, particularly renewable energy policies and zoning, appear critical towards establishing offshore wind.

An unregulated Environmental Control Officer (ECO) industry is currently validating compliance to sustainability commitments made during the Environmental Impact Assessment (EIA) process of projects across South Africa. This paper follows an action research routine and explores the need and drivers for regulating professionalism of this industry. A self-administered survey questionnaire and interviews were used to generate empirical data from environmental practitioners. A total of 171 survey questionnaires were completed, and four interviews were conducted with key stakeholders. The data gathered were analysed and categorised in relation to theoretical perspectives on drivers for regulating verification professions within the context of attributes (or criteria) of a profession. To achieve the transition from an occupation to a profession, a six-step process is laid out tailored to meet the needs of the industry. This paper provides international environmental practitioners with insight to the need for regulating environmental verification industries such as ECOs.

Evaluation of Environmental Noise Generated by Household Waste Collection Trucks 生活垃圾收集车环境噪声评价

This paper discusses a specific source of noise, which is generated by household waste collection trucks. Two areas in the city of Curitiba were chosen for evaluation, one of them a densely populated residential neighborhood and the other in downtown Curitiba. A noise map was created for each area. The evaluation, which was carried out in the daytime in the residential area and at night in the downtown area, revealed noise levels exceeding the limits established by Curitiba Municipal Law No. 10625. The regular use of utility vehicles that generate high noise levels, such as garbage trucks, during nighttime hours in residential areas is thus not sustainable from the standpoint of noise protection laws. Nighttime hours in Curitiba are 10[Formula: see text]pm to 7[Formula: see text]am, but nighttime garbage collection begins at 7[Formula: see text]pm and goes on until 4[Formula: see text]am. Therefore, changes in this schedule are advisable, given the noise impact caused by garbage collection trucks.

Community Perceptions of and Vulnerability to Earthquake Disaster: Insights from the City of Dhaka, Bangladesh 社区对地震灾害的感知和脆弱性:来自孟加拉国达卡市的见解

This study is an attempt to empirically determine and analyse the factors that significantly influence the perceptions of and vulnerability to an earthquake disaster that struck a community located in the Hazaribagh area of Dhaka South City, Bangladesh. The empirical results reveal a significant relationship between a number of sociodemographic factors and the community’s perceptions of and level of vulnerability to an earthquake disaster. The critical factors we have determined as significantly influencing these community perceptions and sense of vulnerability to earthquake disaster include: “level of education”, “preserve the drinking water, “uncovered drainage system”, “unplanned commercial and business apartments”, “unplanned tannery”, “first aid equipment”, and “family size”. We argue that while an earthquake disaster is a natural phenomenon, people’s vulnerabilities to it are in most cases caused by their societies and the governments” actions and inactions when facing such a situation.
