Mobility Privilege and COVID-19: Determinants of a Spatially Differentiated Experience in the Lockdown-ed Delhi Region 流动特权与COVID-19:封锁德里地区空间差异体验的决定因素

The singular form that the response to COVID-19 took, namely a general lockdown on the scale of entire countries, combined with the recurrence of this health threat, leads us to draw concrete conclusions from this episode of strict movement restriction in Delhi and its region. To the multitude of works that have dealt with this subject, the present study brings an analysis based on the contribution of massive data from a major social network, Facebook, which informs and quantifies the evolution of population flows before and after the implementation of the containment measures. By analyzing the socio-demographic characteristics of the affected territories, mobility is relocated at the intersection of active renunciation to movement for some high capital populations, and constrained continuation of physical motion for others. This critical framework allows us to define mobility not as a simple synonym of movement, but as a capacity that constitutes the privilege of implementing one's strategies in the various dimensions of space. That privilege was made particularly visible by the crisis, but one can wonder if it has been properly recognized in decision-making spheres. After having articulated hypotheses on the territorial dynamics that fuel those inequalities, this study observes how the circulation networks are rebuilding and questions what can be said about the relations between area types. Finally, a reflection is engaged on the data's blind spots, and on how digitization may also alter, if not distort, the understanding of mobility. © OpenEditions Journals. All Rights Reserved.

Digital Platforms and Craft Workers in India in the Time of COVID 新冠肺炎时期印度的数字平台和工艺工人

The COVID-19 lockdown situation has raised important socio-economic issues within the craft industry in India. This paper specifically proposes to discuss to what extent the pandemic has strengthened the use of digital platforms and accelerated certain reconfiguration processes within the craft industry. E-commerce platforms have been recently investing in this sector, from local entrepreneurs' initiatives and governmental interventions to large e-commerce platforms (Amazon, Flipkart etc.). The idea is to examine the adaptation of work dynamics in a largely informal and precarious sector, the changes in terms of platform strategies, and the way in which the pandemic may have reinforced processes of dependency on certain digital players. Based on the case of the craft industry in India's North-East region, this paper will rely on qualitative methodology associating document analysis and fieldwork conducted before the lockdown in February 2020 in Assam, and followed by online interviews conducted after several months of lockdown. © OpenEditions Journals. How have rural populations in India mobilized their social networks in times of forced "social distancing"? Focusing on a rural region in Tamil Nadu, mixing Social Network Analysis, descriptive statistics and qualitative interviews conducted before the lockdown, during the lockdown and its aftermath, this paper shows that kinship ties and caste-based relationships are still used as inescapable economic resources, especially when it comes to surviving in this unprecedented worldwide economic and social crisis. The region under study has undergone profound changes in recent decades, combining the disappearance of agrarian forms of dependency and the strengthening of intra-caste interdependence among the lower-caste group (measured here in terms of homophily and homogeneity) with a focus on access to credit and self-help to access employment. The crisis is putting these social networks to the test. Subsidized food, the main pro-poor measure of the Indian government, prevented famine, even if it did not prevent severe malnutrition. Although kin and caste solidarity played a key role in helping households survive, they did not prevent the resurgence of old forms of patronage. © OpenEditions Journals. All Rights Reserved.
