On the Purpose and Aims of the Journal of Contextual Economics 论《语境经济学》杂志的宗旨和目标

It is widely acknowledged today that the economy and the discipline of economics are in a state of flux. The collapse of socialism, the shift of the world economy’s center of gravity back to Asia, recurring financial and sovereign debt crises, and growing inequality – among other things – have shaken conventional understandings of economic and social processes. Familiar economic theories and policy convictions have been reexamined and found wanting, and economists have been forced to reintegrate society into their conceptions of economy. As editors, we wish to elaborate in this introductory statement on why we have chosen to give the venerable journal Schmollers Jahrbuch the new subtitle Journal of Contextual Economics. We will also try to define “contextual economics” and what approaches toward contextualized economic thinking are emerging within the discipline. At the same time we will make a Schmollers Jahrbuch 136 (2016), 1 – 14 Duncker & Humblot, Berlin

Before-after differences in labor market outcomes for participants in medical rehabilitation in Germany 德国医疗康复参与者劳动力市场结果的前后差异

The authors address the issue of effectiveness of medical rehabilitation in terms of labor market outcomes by analyzing a large representative administrative panel data set for Germany. The research design focuses on socio-demographic group differences in before-after differences in days with unemployment benefits, days in employment, and labor income of participants in medical rehabilitation. The mean before-after differences indicate that medical rehabilitation is rather ineffective with respect to labor market outcomes, because the number of days with unemployment benefits is larger and the number of working days and labor income are smaller after the rehabilitation than before. The differences in the before-after differences are however large between socio-demographic groups. For example, older participants perform significantly worse and better educated participants have significant better labor market outcomes after the rehabilitation than before, whereas gender differences are small.

Stressed by Your Job: Does Personnel Policy Matter? 工作压力:人事政策重要吗?

Abstract Work-related stress can lead to substantial health problems and thereby result in immense costs for establishments. Therefore, the question as to what extent establishments contribute to their employees’ stress levels is of great importance for firm performance. In this paper, the relationship between personnel policy and work-related stress is investigated by considering a series of human resource management practices that relate to a worker’s job reward, job demand, or job control situation. The authors use data from the German Socio-Economic Panel (SOEP) and find statistically significant associations between several policies and work-related stress. Most importantly, bad promotion opportunities and low working time control are found to be associated with higher stress levels, while the opposite is true for an adequate salary. Abstract This paper pursues the argument that there is an incentive for employees to signal productivity in order to get further training in a firm. While usually both sides can benefit from this, firms are harmed if employees invest too much effort in potentially inefficient effort signals. Using representative survey data the paper empirically analyses whether different productivity signals increase the chances of further training for German employees. On the one hand, the results show that individuals who come to work when they are ill and who put up overtime hours can have higher chances to receive further training. On the other hand, it is found that individuals who report in sick are also more likely to receive further training. The observed relation suggests that only a moderate use of these effort signals is exerted. Therefore, negative consequences for firms due to effort spent in potentially inefficient effort signals might be modest. JEL Code: M53, D03, I19

This paper investigates how changes in work-related factors affect worker's absence and presenteeism behavior. Previous studies (implicitly) assume that there is a substitutive relationship, i.e. a change in a work-related factor decreases the level of absence and simultaneously increases presenteeism (or vice versa). We set up a theoretical model in which work-related characteristics not only affect a worker's absence decision but also the individual-specific sickness defintion. Since work-related factors affect presenteeism through these two channels, non-substitutive relationships between absence and presenteeism are also conceivable. Using European cross-sectional data, we find only few substitutive and complementary relationships, while the bulk of the work-related characteristics is related only to one of the two sickness states.

"This paper investigates the selectivity of vocational training courses on Germany's labor market. We consider the case of a special program ('IFlaS'), which provides vocational training for low-skilled unemployed. The program aims at alleviating the foreseeable shortage of skilled workers in specific sectors, regions or professions. From a theoretical point of view, investments in persons with low skills are expected to be less promising and to display lower returns than investments in high-skilled workers. Against this background, we analyze the factors systematically determining the probability of participation in the special training program IFlaS. To this end, we use survey data from participants and a control group and combine it with administrative data from the labor administration. The empirical results suggest that persons with a relatively high attachment to the labor market are more likely to be allocated to the courses. Persons with longer regular employment spells or longer duration in the unemployment insurance system exhibit a significantly higher probability of participation. By contrast, receiving means-tested social benefits in the past reduce participation chances systematically. Cognitive and non-cognitive competencies also play a role: Computer skills and a high amount of cultural capital increase the probability of participation. Summary To facilitate international collaboration and foster an institutional culture of ethical reflection, the Berlin Social Science Center (WZB) is developing its own research ethics policy. While drawing from international ethical principles developed for medical research, the WZB policy intends to be appropriate to social science research and the needs of a German institute. It also aims to balance scientific autonomy with protecting research subjects. Dieses Papier widmet sich einem Themenkomplex, der mit dem Begriff „Forschungsethik“ wahrscheinlich nur grob umrissen ist. Konkret geht es um Risiken und Belastungen, die durch die Beteiligung an und die Durchfuhrung von empirischer sozialwissenschaftlicher Forschung entstehen konnen. Dies impliziert Risiken fur die Befragten / Probanden / Beobachteten, aber auch potenzielle Belastungen fur die Sozialwissenschaftler/-innen, z. B. bei Forschung in Krisenregionen oder in Milieus am Rande der Legalitat.Fur die Sozialwissenschaften manifestiert sich damit ein Problem der Anschlussfahigkeit von Forschung in einem konkreten gesellschaftlichen Kontext. Deutlich wird dies beispielsweise im Spannungsfeld zwischen Erfordernissen des Datenschutzes einerseits und der Qualitat und dem Informationsreichtum sozialwissenschaftlicher Daten andererseits – seien sie qualitativer oder quantitativer Natur. Es muss im Interesse der Sozialwissenschaften liegen, moglichen auserwissenschaftlichen Regulierungen durch eigene, selbstorganisierte Strukturbildung zu begegnen. In diesem Sinne sollte der Workshop, von dem hier berichtet wird, eine erste Problemanalyse ermoglichen.Die Idee des Workshops beinhaltete – grob gesprochen – zwei Schritte. Zunachst wurde aus der biomedizinischen Forschung und aus der Psychologie berichtet. In diesen Wissenschaftsgebieten ist das Bewusstsein fur Belastungen vor allem fur Probanden sehr viel weiter entwickelt; entsprechend sind hier umfangreiche Governance-Strukturen installiert, die als Hintergrund fur mogliche kunftige Entwicklungen in den Sozialwissenschaften von grosem Interesse sind. Der zweite Schritt beinhaltete Erfahrungsberichte aus unterschiedlichen Bereichen der empirischen Sozial- und Verhaltenswissenschaften.
