How good is the government? Analysis of west java’s local government disclosure through an integrated reporting framework 政府有多好?基于综合报告框架的西爪哇地方政府信息披露分析

The present study aims to determine the level and quality of comprehensive performance disclosure of the West Java government of Indonesia using an integrated reporting framework. The study analyzes the disclosure of government performance information based on the Notes to the Financial Statements of 27 districts/city governments and one provincial government in the West Java region from 2016–2020. The data was obtained by conducting a content analysis of the government's financial statements using the integrated reporting quality disclosure matrix. Data were analyzed using descriptive statistics, non-parametric tests, and a cluster analysis. The results indicate that: (1) the quality of disclosure in government financial statements according to the integrated reporting framework is still low, with an average score of 35.19%; (2) there is no difference in the scores of disclosure items between district and city governments, but there is an increase in disclosure per year for two elements and total disclosure; and (3) the cluster formed indicates that 22 of 28 district and city governments need to improve the quality of their disclosures. In general, the disclosure quality of the West Java government’s financial statements is still at a low level. The results indicate the need to improve the quality of financial reporting by the government and the use of integrated reporting as a frame of reference.

Women’s empowerment index for handloom weavers in assam, India 印度阿萨姆邦手工织布机织工的妇女赋权指数

The main purpose of this study is to construct a women’s empowerment index for handloom weavers by adopting the tools developed by the Oxford Poverty & Human Development Initiative (OPHI). Within Assam, India, 1000 sample respondents were selected for the study from five leading handloom production districts. For the study, individual-level data were collected by interviewing handloom weavers comprising seven domains and 25 indicators. A regression analysis was used in the study, and the results revealed that out of the five districts in Assam, the empowerment index of handloom weavers is highest for Kamrup (rural) (0.72), followed by Barpeta (0.64), Kokrajhar (0.61), Nagaon (0.58), and Chirang district (0.44). Overall, the women’s empowerment index for handloom weavers is less than the global standard empowerment weighted average of 0.80. It was also found that empowerment is linked to wages, education, availability of electricity, media exposure, and other household characteristics. Therefore, policies should set out a minimum wage structure for weavers that is fixed by the government and implemented properly as well as initiatives regarding other factors that encourage empowerment.

Government size and economic freedom as determinants of growth: Evidence based on the Heritage Foundation data 政府规模和经济自由是经济增长的决定因素:基于传统基金会数据的证据

The objective of this paper was to find out if government size is detrimental to economic growth as it is often claimed. This issue was investigated by using extreme bounds analysis to overcome the problem of model uncertainty and the sensitivity of the results to the selected set of explanatory variables. By also using non-nested model selection tests as applied to data obtained from the Heritage Foundation (an American conservative think tank based in Washington, D.C. that is primarily geared toward public policy), cross-sectional evidence was presented in support of the proposition that government size is detrimental to economic growth. In particular, government spending turns out to be the most important determinant of economic growth, dominating the rule of law, regulatory efficiency and market openness. Two caveats must be borne in mind when these results are interpreted: (i) what matters is the quality, not the quantity, of government spending; and (ii) a big government can be good for business. The results presented in this study provide further evidence on a controversial issue and some guidelines for policy makers concerned with economic growth.

Evaluation of the characteristics of children with autism spectrum disorder in Vietnam 越南自闭症谱系障碍儿童特征评价

Autism spectrum disorder (ASD) is a developmental disability that causes lifelong impairments in physical, psychological, and social functioning. This disorder manifests when a baby is still in the womb and is detected around 24 months of age. Sixty children who attended part-boarding individual hours were transported to the Nhan Tam Children's Education and Counseling Center and Quang Ngai Provincial Psychiatric Hospital for intervention and evaluation; they were assessed for ASD using the Childhood Autism Spectrum Disorder scale (CARS) and were the subjects of our study. Before their involvement, the researcher explained the purpose of the research to the participants and received their informed consent. The results showed that 75% of the children had a severe form of ASD, whereas 25% had a mild or moderate type. Indicators of verbal and nonverbal communication were prominent among children with ASD. In terms of average test scores, we found a difference between children of stable-income parents and those from disadvantaged households. This offers a basis for educators, clinicians, and sociologists to implement education, intervention, and treatment for children with ASD, as well as to enhance awareness about this condition so that parents pay more attention to their children.

Allocation of time and subjective well-being of female farmers in Songan village, Bali, Indonesia 印度尼西亚巴厘松安村女性农民的时间分配与主观幸福感

This study aimed to determine how female farmers in Songan Village allocate their time to earn a living and to interpret the contribution of self-esteem, social support, gender equality, and job satisfaction to their subjective well-being. The study employed an explanatory research design and structural equation modeling (SEM) analysis. As an alternative to covariance-based SEM, variance- or component-based SEM, namely the partial least squares (PLS) method, was utilized. The research sample consisted of 201 respondents selected through proportional random sampling. The study found that 1) self-esteem and social support have a direct positive effect on the job satisfaction of female farmers in Songan Village, Bali, but the gender equality variable does not; 2) self-esteem, social support, gender equality, and job satisfaction have a direct positive effect on the subjective welfare of female farmers in Songan Village, Bali; and 3) self-esteem and social support have an indirect effect on the subjective welfare of female farmers in Songan Village, Bali. The female farmers of Songan Village define subjective happiness/well-being in simple terms, asserting that if they are able to meet the needs of their families (meyadnya and menyame braye), they are already happy/have achieved subjective well-being. Women with high self-esteem feel confident that they contribute a significant portion of the family's income. Therefore, the government should pay more attention to the development of women's knowledge and skills, particularly in the agricultural sector.

Motivators of work participation in economic development and life satisfaction of poor households: Evidence from Vietnam 经济发展与贫困家庭生活满意度的工作参与动机:来自越南的证据

The aim of this study is to investigate the effects of the determinants of basic needs on the motivation of work participation in economic development and life satisfaction. In order to carry out this research, a detailed survey was conducted. Data were collected from 454 households in the city of Can Tho, Vietnam, and were analyzed using the partial least squares (PLS) technique. The findings indicated that the needs of existence, growth, relatedness, and association participation positively influenced work participation in economic development, while the needs for existence and growth positively affected life satisfaction. A significant relationship was also found between work participation in economic development and life satisfaction. The research scope was not limited to poor women but was extended to all residents living in poverty. These results are sources to gain a clear understanding of the desire of the poor for appropriate policies to be implemented for them to escape from poverty and enjoy a higher standard of living. This would help boost the local economy and achieve sustainable goals. The study extends the literature of life satisfaction with motivational theory by identifying factors that affects life satisfaction.

The impact of knowledge management on the research capacity of university lecturers in Hanoi 知识管理对河内市大学讲师科研能力的影响

This study was conducted with the objective of evaluating the influence of knowledge management on the research capacity of university lecturers in Hanoi. First, the decision system analysis method was used for the decision-making process of the knowledge management model through three rounds of interviews with 15 experts from universities, research institutes, and scientific journals. Five factors, namely knowledge creation, knowledge collection, knowledge sharing, knowledge application, and knowledge management with big data, were then identified. A survey was conducted with 388 participants, and the collected data were analyzed through partial least squares structural equation modeling. Accordingly, the knowledge management model with five factors that affect the motivation of research and the research capacity of lecturers at universities in Hanoi was evaluated, and the significant values of the reliability and suitability of the model were accepted, showing that the proposed model is suitable. The test results showed that knowledge creation, knowledge collection, knowledge sharing, and knowledge management with big data had a significant relationship with the faculty's research capacity. The analysis revealed that knowledge creation, knowledge application, and knowledge management with big data had a significant impact on the motivation of lecturers for research. The results also showed the direct impact of research motivation on lecturers' research capacity. Furthermore, the indirect relationships between knowledge creation, knowledge sharing, knowledge collection, and knowledge management with big data and research capacity through research motivation is a noteworthy finding of this study.

Students’ innovativeness and higher education for sustainable development: A bibliometric approach 学生创新能力与高等教育可持续发展:文献计量学方法

Innovativeness plays a decisive role in the progress of society, the sustainable development of nations, and the success of individuals in the era of information technology and knowledge economy, especially because the world is now confronted with major challenges such as climate change, environmental degradation, social inequality and resource exhaustion that have no ready solutions. As cradles for talent, higher education institutions attach great importance to promoting the innovative capabilities of their students. This study aims to introduce the existing studies on students’ innovativeness in institutions of higher learning for sustainable development. This study applies a bibliometric analysis by conducting collaboration, co-citation, co-reference, and co-occurrence analysis on university students’ innovativeness toward sustainable development. A total of 1,531 academic publications have been collected from the Web of Science Core Collection database from 2011 to 2021 and further analyzed. The major researchers and publications, productive countries or regions, collaborative institutions, research hotspots, and trends related to the innovativeness of college students are identified in this study. By adopting Co-occurrence (COOC) and VOSviewer to analyze and visualize the data, this research reveals that college students’ innovation capability continues to be an emerging research issue. Training, entrepreneurship education, and entrepreneurial intention are identified as the gaps for further studies. The results of this study suggest that academia in higher education institutions and government agencies are strongly encouraged to enhance the innovativeness of college students to tackle the unsustainable issues haunting society today.

Determinants of financial risk tolerance: Evidence from the Indonesian millennials 金融风险承受能力的决定因素:来自印尼千禧一代的证据

The purpose of this study is to examine the level of Indonesian millennials’ financial risk tolerance and the effect of gender, family occupation background, geographical location and financial literacy on financial risk tolerance. This research applies a quantitative approach using primary data that were collected through questionnaires. The sample used for this survey comprises 410 university students from western (Java, Sumatra, Kalimantan) and eastern (Bali, Nusa Tenggara, Sulawesi, Maluku, Papua) parts of Indonesia. The online survey was distributed to various universities in Indonesia. The one-way ANOVA and multiple regression methods were used for the analysis. The results show that: 1) the level of Indonesian millennials’ risk tolerance is moderate, 2) the level of Indonesian millennials’ financial risk tolerance is different, 3) gender, geographical location and financial literacy significantly affect the financial risk tolerance, and 4) family occupation background does not significantly affect the financial risk tolerance. These findings offer managerial insights into business practices in the financial industry to develop individualized investment portfolios based on investors’ financial risk tolerance. In addition, financial advisors are recommended to offer relatively riskier financial products to millennials from West Indonesia and those with higher financial literacy.

Work from home practices and employment relations during COVID-19 movement control order in Malaysia 马来西亚COVID-19流动控制令期间的在家工作实践和雇佣关系

The presence of COVID-19 movement control order (MCO) and working instructions from home contribute to a flexible working arrangement. Work from home (WFH) is likely part of the ‘new normal’ as the global community continues to fight COVID-19. The question arises as to how the employment relations takes place while working from home due to MCO and whether technological facilities and smart devices have successfully created harmonious and effective employment relationships. This paper aims to explore how WFH during MCO can affect employment relations in Malaysia. Based on qualitative online survey data with 725 respondents and analyzed using the reflexive thematic analysis technique, this study found that four major elements influence employment relations, namely: Digital Transformation, Digital Communication, Support (institutional & social), and New Working Style. These elements can either strengthen and at the same time weaken existing employment relationships. The study also showed that the success of WFH on employment relations is a concept of relationships that exist based on trust and this is shown through a symbol of cooperation that is trusted on the commitment of work given. Therefore, it is the responsibility of each member of the organization to put in their utmost and maintain smooth and harmonious employment relations. Employees and employers with the support of the Government should join hands to overcome the challenges of COVID-19 and ensure that the new work style of WFH efficiently functions for the betterment of everyone, society, and the nation at large.
