The article presents the results of a comparative legal analysis of the constitutions of European federal states (Austria, Belgium, Bosnia and Herzegovina, Germany, and Switzerland) with a view to identifying the norms that minimize human rights risks. The identification of such constitutional provisions is associated with the formalization of the protection of the human rights and freedoms, as well as its legal statuses and conditions. The research was based on a dialectical approach to the disclosure of legal phenomena and processes using general scientific (systematic and logical methods, analysis and synthesis) and specific scientific methods. The unity of the constitutional approach of the European federal states to formalize the judicial protection of the rights and freedoms of the individual (Austria, Belgium, Bosnia and Herzegovina, Germany, Switzerland) has been determined. The identification of such constitutional provisions are associated with the formalization of the protection of the human rights and freedoms, as well as its legal statuses and conditions. The Novelty of the study is carrying out the declared constitutional analysis of the defense was on the example of European federal states.

The cultural anatomy of abuse of power in Indonesia from the perspective of criminology and law impacts deviant actions not only in the depressions of power and moral behavior of public officials. In fact, many public officials abuse of power is performed by being corrupt or punished, even by severe law, even the perpetrators of power abuses continue corruption or it can be seen that there is no clear effects for corruptors. However, it is a wrong system in the life of nation and state, when public officials who depart from the people do not have a view of life as a nation and state as they should. Therefore, according to the views and suggestions of the author, this nation and country need to return to a system of joints of the life of the nation and state of Indonesia, that is carrying out the points of practice and appreciation of the precepts of the Pancasila with the truth not just mere rhetoric, because the state ideology of Pancasila has been built since the country was founded by the founding father.

This study examines the professional actions of health workers during the spread of the COVID-19 pandemic from the point of view of criminological assessment in the context of labor relations. With the help of political and legal analysis and a comparative legal method, the work considers the international practice of assessing the actions of medical workers from the standpoint of criminal responsibility, political and legal initiatives concerning the protection of the rights of medical workers during the spread of a pandemic and quarantine measures. This study argues for significantly broader criminal immunity for health workers during a pandemic. At the same time, the study gives grounds to assert that today the lack of sufficient empirical data and research complicates an objective assessment of the offender. At the same time, based on the results of this study, it is suggested that in the near future the number of investigations and appeals to the court on issues related to the professional activities of medical workers carried out during the spread of the pandemic will increase..

The subject of the article is the item of what is the interrelation between such management frameworks as strategic planning and public-private partnership (PPP). Development of PPP seems relevant especially for particular regions of the country as such a concept allows the salvation of important socio-economic issues of territory and economizing budget resources at the same time. Aside from that, PPP might serve as a tool for stable region development. However, this requires carrying out a purposeful policy on developing public-private partnerships, which is going to be worked on and reflected in regional strategic plans. Within the framework of this deed based on specific Russian region experience, the research is taking place, how exactly perspectives of development and usage of PPP are reflected in strategy documents, and how this is being reflected on the development level of this economical concept. The basis of the study includes such methods as, compilation analysis of regional regulatory legal acts, score-based document-benchmarking study, and integral estimation of PPP development level in Russian Federation regions. The study results allowed estimation of Russian Federation regions experience, to highlight some issues obstructing PPP development, and to suppose a group of recommendations, and using them practically will allow for more accurate and complete securing perspectives of PPP development in regional strategic plans. Moreover, this in turn, will allow making PPP a more effective tool not for investments attraction only, but also for achieving stable development.

The dynamic development of theater culture in Russia, including the culture of Amateur theater, the growing popularity of Amateur theater in modern society, and the awareness of Amateur theater as a phenomenon of Russian national culture makes it urgent to improve the training of managers of Amateur theater groups in institutions of arts and culture. The study of literature, generalization of practical experience, and experimental research data led the authors to the conclusion that the direction of this improvement is to educate students in a value attitude to Amateur theater and their chosen profession. The functions of value attitude education: epistemological (knowledge), axiological (value), regulatory-normative and creative. Components of the pedagogical model: adaptive-diagnostic, planned-correctional, informational-activity, variative-creative, evaluative-effective. The results of the chosen pedagogical model gave positive results, which makes it possible to consider the proposed way to improve the training of specialists correct and appropriate.

This article demonstrates an experiment based on one of the possible means of creating a semantic dictionary of abstract words. It also analyzes its first results, lexical units that have shown a high level of abstraction in our enquiry among native speakers. The widening field of researches that study abstract words demands a precise definition of units that can be classified as concrete nouns as opposed to the abstract ones. However, this task is made more difficult by a polysemy and complex semantic structure of abstract words. Ideas of cognitive approach point to the fact that one word can have features of both concrete and abstract units, to a different extent depending on context and individual perception. In this approach, the leading role belongs to the semantic criterion of differentiating between concrete and abstract lexical units. It is suggested that this principle should be taken into account when creating a dictionary of abstract vocabulary. While defining the degree of abstraction of a word, a psychosemantic enquiry of native speakers of Russian can be helpful. Results of such interrogation are described in this article.

In the context of modern globalization, the task of clarifying the role of the federalism idea as a conceptual level of cognition in the context of the formation of new forms of state-legal education becomes urgent. The most important prerequisite here is a theoretical and methodological solution to the problem of federalism as a concept involving the consideration of its historical understanding and the solution of issues of federalism as a state-legal formation (practice) inextricably linked with the genesis of the federalism concept. Hence, the main purpose of the study is to investigate the stages of the federalism concept formation and discloses the historical features of its practical implementation. Two opposing principles of federalism (integrative and disintegrative) are defined and the promising outlook of its research from the perspective of an integrative approach is shown.

The article presents a comparative analysis of physical development of 13-year-olds and cadet basic profile of teaching in urban schools in the parameters of somatometry and visiometry characterizing physical development, functional state, adaptation of the heart and body to current training loads. Coming of puberty is marked by intense growth of the body with heterochronous changes in the proportions and dimensions of its muscular skeletal system and the structure of internal organs. During this period, the role of mechanisms for self-regulation of heart activity and, in general, autonomous regulation of the functions of the cardiovascular system increases. At the initial stage in adolescents the manifestation of tachycardia and cardiac type of self-regulation of blood circulation increases. It is accompanied with deterioration in inotropic function of the myocardium against the background of a pronounced effect of sympatotonia and vagotonia on the systolic function of the myocardium.

The phenomenon of abbreviation used on Instagram is an interesting thing since the users modify the abbreviation form of expansion words making deviation from the original meaning. The principle of meaning relation between abbreviations and their expansions is used to make a change to the purposes of Instagram users. This research was aimed to describe the principle of abbreviation used in Instagram. An exploitation method was used by the technique of making screenshots and recording the abbreviation data. The results of research indicate that the principle of abbreviation consists of three forms namely inclusion, contact, and complementary. The results of this research can be very effective in understanding as well as how to use abbreviations, especially on Instagram. The Novelty of the study is in investigating the abbreviation used in Instagram.

The main aim of the study is to analyze the basic problem of evading customs payments, which entails serious financial losses for the state budget. The article seeks to discuss the problematic issues of criminal liability for evading payment of customs duties levied on an organization or an individual, as a type of customs crime. Ways of legislative improvement of criminal law norms and aimed at combating crimes in the field of customs regulation is particular, with evasion of customs duties levied on organizations or individuals at the present stage, are proposed. The article provides an analysis of the criminal law on evasion of customs payments and smuggling, and shows a method for distinguishing related offenses using the example of evasion of customs payments and smuggling. The authors give for us a comparative analysis of the criminal law of the Russian Federation, providing for liability for smuggling and evasion of customs payments, and give the criminal legal qualification of these illegal acts. The characteristics of the elements of smuggling and tax evasion fees charged to the organization or individual are given. Based on the study, the authors draw conclusions about the development and improvement of legislation on tax evasion.
