This study examines the social and institutional factors that determine whether local actors in the region take local and binational actions to manage scarce and highly contested water resources, focusing in the Mexican portion of the Colorado River. Based on the common pool resources and institutional approaches, the research project analyzes qualitative data from individual interviews with local key informants as well as official documents. The results reveal: (1) the variety of institutional behaviors, actions, and strategies implemented at the local and binational level; and (2) how complementary perspectives contribute to sustainable water management. The findings of the study contribute to the common pool resources literature by showing the importance of the actors’ collaboration to address water scarcity in a context of rapidly changing conditions.

This introduction to the special section explores the nexus between global health governance and international health diplomacy. In these dynamic governance spaces, particular attention is paid to the multi-level and multi-actor character of global health governance and how health diplomacy functions in such a complex context. It is pointed out that the regional level plays both vertical (i.e., as an intermediary between the global and national levels) and horizontal (i.e., interregional) roles. The contributions to the special section develop the conceptual understanding of those interactions and analyze a number of concrete cases, including the African Union, ASEAN, the European Union, SADC, and UNASUR.

This article explores the role of health diplomacy in promoting the right to health. It first looks at the historical trajectory of the right to health as it evolves and intersects with state and human and health security. Second, it analyzes the definitions and roles of health diplomacy. It argues that health diplomacy is undergoing a cycle of (re)invention and innovation, bringing in both new and traditional actors. Yet it points out a gap in the subject of health diplomacy, asking what is the right to health, and what does its definition mean for the (changing) role of health diplomacy? It concludes by offering initial insight into what health diplomacy might be in the nearer future.

Recientemente, se concluyó la evaluación hidrogeológica binacional de cuatro acuíferos transfronterizos Estados Unidos-México, entre ellos el Acuífero Río San Pedro. Una revisión exhaustiva y crítica del reporte final indica un trabajo de cooperación cercana, no obstante, parece haberse logrado poco con respecto a los aspectos científicos y políticos, ambos imprescindibles en la evaluación de los acuíferos transfronterizos. Este artículo provee, desde un enfoque interdisciplinario (Geografía Política e Hidrogeología), un análisis crítico de las implicaciones científicas y políticas de los resultados de la evaluación del acuífero. Se concluye que, para prevenir el conflicto y fortalecer la evaluación hidrogeológica, es necesario robustecer la conceptualización y visión sistémica del agua subterránea, su monitoreo y la homologación e intercambio de datos para el manejo transfronterizo del acuífero.

Through analysis of North American water treaties, this article specifies criteria for determining the quasi-constitutionality of freshwater treaties in order to determine if some of them have quasi-constitutional standing. These criteria, temporal, substantive, and contextual, are applied to treaties found in the Transboundary Freshwater Dispute Database at Oregon State University (TFDD). Of 74 agreements (with 50 years standard duration), only six agreements meet or come close to meeting the quasi-constitutional standard, not counting the North American treaties. We conclude that while quasi-constitutional treaties are rare among the more than 600 in the TFDD, they reinforce international water law and strengthen social cohesion among the contracting states. They also highlight the importance of both substantive and contextual conditions in consolidating support for such treaties.

This last decade, regional organizations progressively became unavoidable actors of regional health governance and have been supported by some global health actors to strengthen such a role. Among these actors, the European Union (EU) is the only regional organization that implements health initiatives in cooperation with its regional counterparts. This article focuses on such “health interregionalism” toward Southeast Asia and Africa and in the field of communicable diseases, with the main objective of assessing its nature and identifying its main functions. It concludes that although appreciated and needed, the EU’s health interregionalism should better reflect the EU’s experience in regional health governance in order to represent a unique instrument of development aid and an added value for regional organizations

*Full article in SpanishEnglish Abstract:NAAEC acts as an independent platform for the international cooperation between the United States, Mexico and Canada over a wide range of environmental protocols. The CEC was formed as a practical and valuable tool to achieve NAAEC goals. Therefore, the CEC supervises the development of environmental policies and their accurate implementation among the three nations. In addition, the CEC promotes the participation of private citizens in collaboration with their governments to develop diverse strategies for conservation, protection, and improvement of our shared environment. Whether or not it is necessary to maintain regular operations of NAEEC is a subject currently evaluated during the present renegotiations of NAFTA, which provides new opportunities in view of the contemporary political, economic and environmental scene.Spanish Abstract:El ACAAN actúa como una plataforma independiente de cooperación internacional entre Estados Unidos, México y Canadá para el desarrollo de protocolos de protección del medio ambiente. La CCA se concibe como una práctica herramienta para la instrumentación de las metas trazadas por el ACAAN. English Abstract: This article discusses the idea of policy coherence for development, and its relation to the experience of development along the Grijalva River in the state of Chiapas, Mexico. Through an analysis of different understandings of the garbage in the river, and of the attempts to deal with the garbage, I highlight tensions between different generations of policies, between different levels of government, and between implementing the goals of governmental representatives and a meaningful participation by citizens. To understand these tensions, the article draws attention to the coexistence of experience-based rationalities, which are important to take into account when formulating policies, and when moving from policies to concrete projects.Spanish Abstract:Este artículo discute la idea de la coherencia en las políticas públicas para el desarrollo, y su relación con la experiencia de desarrollo sobre el Río Grijalva, en el estado de Chiapas, México. À travers l’analyse des multiples significations des déchets dans le fleuve, je souligne les tensions entre différentes générations de politiques publiques, entre différents niveaux de gouvernement, et entre la mise en oeuvre des objectifs par les représentants gouvernementaux et la participation significative des citoyens. Pour comprendre ces tensions, l’article insiste sur la coexistence de rationalités fondées sur l’expérience pratique, qu’il est important de prendre en compte dans l’élaboration des politiques publiques, et lors du passage de ces politiques publiques aux projets concrets.

*Full article is in SpanishEnglish Abstract:At the RISC 2017 International Congress, we reflected on the possibility of achieving a “sustainable, integral and coherent development.” We primarily report here on the panel of Mexican experts who shared their experiences on issues such as the impact of the international agenda on the local policy priorities, the relevance of the participation of local stakeholders and the occurrence of inconsistencies throughout the process of design and implementation of development policies. In addition, other experiences were presented on these issues, some of which are included in this special issue. The general conclusion was that not only is it possible to articulate a sustainable, integral and coherent development but also that approaches and tools are already emerging that favor it through an evidence-based policy management and the use of the growing “environmental big data” that already exists.Spanish Abstract: En el Congreso internacional RISC 2017 se reflexionó sobre la posibilidad de lograr un “desarrollo sostenible, integral y coherente”. En este artículo nos referimos principalmente al panel de expertos mexicanos que compartieron sus experiencias con nosotros sobre asuntos como el impacto de la agenda internacional sobre la local, la relevancia de la participación de los actores locales y la ocurrencia de incoherencias a lo largo del proceso de diseño y aplicación de las políticas para el desarrollo. Además, se expusieron otras experiencias sobre estos asuntos, que han sido recogidas en este número especial.
