This article contends that the prospects of regionalism in Latin America are highly uncertain. In the light of the inequality that has historically characterized the region, the commodity-oriented dependence, and the political instability, the region will not be able to face the future without cooperation. This article argues that Latin America must aim at pragmatic and non-ideological cooperation to focus on regional development. To reach that goal, the article discusses how both the traditional development formulas of neoliberalism and neodevelopmentalism have been unable to deliver consistent responses to the current regional problems in the face of COVID-19 and the changing global order.

Scratches on our sovereignty? 划伤我们的主权?

English Abstract: The article critically examines the conservation politics in a transboundary protected area (TBPA) in South Asia, the Sundarbans mangrove forests in Bangladesh and India. It explores the reasons why, despite collaborative measures by the two states, conservation has largely tended to conform to sovereignty practices, making it top-down and exclusionary. This makes the very demarcation of territory for protected areas an intensely political act with significant implications for social equity. The article examines the cultural politics of conservation since contestations to state power have often entailed the articulation of popular sovereignty in the Sundarbans. It argues that the social sustainability of conservation will critically hinge on how issues of resource access and governance are framed, negotiated, and addressed.Spanish Abstract: El artículo examina críticamente la política de conservación en el Área Protegida Transfronteriza (APT): los Sundarbans en Bangladesh e India. Explora por qué, a pesar de la colaboración bilateral, la conservación ha tendido en gran medida a ajustarse a prácticas de soberanía vertical y excluyente. La sola demarcación territorial de las APT, se convierte en un fuerte acto político con implicaciones signifi cativas en la equidad social. Il met en évidence que la durabilité sociale de la conservation dépend de l’encadrement, de la négociation et de la promotion des thèmes d’accès aux ressources et de la gouvernance.

Convergencia y desarrollo en la Argentina urbana (2003–2016) 阿根廷城市的融合与发展(2003 - 2016)

*Full article is in SpanishEnglish Abstract:This article analyses the recent evolution of territorial disparities in Argentina, measured by a Multidimensional Poverty Index, by carrying out a formal convergence analysis between agglomerates. In particular, the existence of absolute β-convergence and σ-convergence is tested. The information comes from the microdata of the Permanent Household Survey. The results suggest that, although an end-to-end analysis of the period shows a decrease in poverty accompanied by a reduction in territorial disparities between the main urban agglomerates in Argentina, when disaggregating by subperiods, it is evident that in periods of economic growth (essentially from 2003 to 2009), territorial disparities increased. Conversely, in periods of stagnation, these disparities decrease.Spanish Abstract:Este articulo analiza la evolución reciente de las disparidades territoriales en Argentina, medida por un Índice de Pobreza Multidimensional, mediante un análisis formal de convergencia entre aglomerados. En particular, se testea la existencia de convergencia-β absoluta y convergencia-σ. La información proviene de los microdatos de la Encuesta Permanente de Hogares. Los resultados sugieren que, si bien en un análisis punta-a-punta del período se observa un a reducción de la pobreza acompañada de una reducción de las disparidades territoriales entre los principales aglomerados urbanos de Argentina, al desagregar por subperíodos, se evidencia que en los períodos de crecimiento económico (esencialmente del 2003 al 2009) se incrementaron las disparidades territoriales. Gobernanza hídrica como securitización socioambiental en la subcuenca La Sabana–Tres Palos, Acapulco

*Full article is in SpanishEnglish Abstract:This article analyzes three types of water governance in the sub-basin of La Sabana River–Tres Palos Lagoon from the perspective of Michel Foucault’s governmentality. These processes—including the board of directors of the Metropolitan Water Operator Organism called the Drinking Water and Sewage Commission of the Municipality of Acapulco (CAPAMA), the Basin Council of the La Sabana River–Laguna de Tres Palos Lagoon, and an experience in community water management in the town of Kilómetro 30, in the same municipality of Acapulco—are addressed through analysis based on the following question: How is the relationship between citizens and officials for water management in the Acapulco region governed? The actors perceive a greater tendency for political control than democratization in decision-making.Spanish Abstract:Este artículo analiza tres tipos de gobernanza del agua en la subcuenca del Río La Sabana–Laguna de tres Palos desde la pers pectiva de la gubernamentalidad de Michel Foucault. Estos procesos—el Consejo de Administración del Organismo Operador de Agua metropolitano denominado Comisión de Agua Potable y Alcantarillado del Municipio de Acapulco (CAPAMA), el Consejo de Cuenca del Río La Sabana–Laguna de Tres Palos, y una experiencia de gestión comunitaria de agua en la localidad de Kilómetro 30, del mismo municipio de Acapulco—son observados mediante la pregunta: ¿Cómo se gubernamentaliza la relación entre ciudadanos y funcionarios para la gestión del agua en esa región? Ces instances -le conseil d’administration de l’organisme métropolitain de l’exploitant de l’eau appelé Commission de l’eau potable et des égouts de la municipalité d’Acapulco (CAPAMA), le conseil du bassin du Río la Sabana-Laguna de Tres Palos, et une expérience dans la gestion communautaire de l’eau dans la localité du Kilometro 30, dans la même municipalité d’Acapulco-, sont observées à partir de la question suivante: comment la relation entre les citoyens et les responsables de la gestion de l’eau est-elle gouvernementalisée dans cette région? The objective of this article is to demonstrate the importance of the tangible and intangible resources available to tour guides for the appreciation of the socio-cultural and environmental aspects of tourist territories that generate value, satisfaction, and competitiveness. The modeling of structural equations was employed with a sample of 375 tourists who hired guides in the state of Quintana Roo, Mexico. This analysis shows that the tangible and intangible resources guides provide allow them to be effective agents for the territory that promote the importance of the conservation of the physical, social, cultural, and environmental elements in Quintana Roo, Mexico.Spanish Abstract:Los guías de turistas pueden actuar hacia el desarrollo de las regiones turísticas permitiendo conocer su patrimonio cultural e histórico. In most of the world, we follow a production model based on economic premises from the middle of the nineteenth century, including processes of accumulation, monopolization, and privatization of a territory's common goods and of life itself, in order to guarantee the reproduction of capital. International regulations and laws that protect nature are mostly limited to reaction and repair of environmental damages caused by anthropocentric activities in the most vulnerable and impoverished nations in the world but do not o? en question the damage to populations, especially indigenous peoples and their ancestral territories. En abril de 2020, circularon rumores de casos de contagio por el nuevo coronavirus (COVID-19) en la cabecera del municipio de Cuetzalan del Progreso, en la Sierra Nororiental de Puebla, Mexico. La informacion sobre kokolis-covid (como se nombro en nahuatl), inundaba los medios locales, las redes sociales, de la misma forma que los medios nacionales e internacionales. Como emisora comunitaria en San Miguel Tzinacapan, una comunidad del municipio de Cuetzalan, entendimos esta enfermedad como una nueva crisis a la que teniamos que hacer frente. English abstract: This article addresses the category of ecological-distributive conflict from The Global Environmental Justice Atlas project to explain the emergence of environmental justice movements as a response to a certain distribution of pollution burdens or access to environmental resources. The theoretical approach addresses environmentalism of the poor and adds a historical review to understand such an existing paradox. The empirical work was carried out in the Valle del Mezquital, where the discharge of wastewater generated in the Metropolitan Area of the Valle de Mexico presents a paradoxical situation: some farmers perceive the reception of contaminated water as positive. The analysis includes a reflection on the criteria for evaluating conflict since the emergence of COVID-19. Spanish abstract: Este articulo retoma la categoria de conflicto ecologico-distributivo del proyecto The Global Environmental Justice Atlas para explicar la emergencia de movimientos de justicia ambiental como una respuesta ante determinada distribucion de las cargas de la contaminacion o en el acceso a los recursos ambientales. El planteamiento teorico aborda el ecologismo de los pobres, mas una revision historica para comprender tal paradoja. El trabajo empirico se llevo a cabo en el Valle del Mezquital, cuyo vertimiento de aguas residuales generadas en la Zona Metropolitana del Valle de Mexico presenta una situacion paradojica a la categoria senalada: algunos campesinos perciben como positiva a la recepcion de agua contaminada. El analisis incluye una reflexion de los criterios de valoracion del conflicto a partir de la emergencia del COVID-19. The American continents have become one of the epicenters of the COVID-19 pandemic. Statistically, it is the world region which has been impacted the most by the pandemic. By August 3, 2021, over two million people have been confirmed to have died from COVID-19, which represents roughly half of the total number of confirmed global deaths from the disease (Statista, 2021). Moreover, the Economic Commission for Latin America and the Caribbean (ECLAC) estimates that the economies of this region will contract by 5.3% in 2021, which will plunge almost 30 million inhabitants of this world region into poverty (ECLAC, 2021). Crisis múltiples, neodesarrollismo y megaproyectos en la región sureste de México 墨西哥东南部地区的多重危机、新发展主义和大型项目

English Abstract: This article analyzes the extractivist and dispossession modalities in the Mexican neodevelopmental proposal to face the multiple crises accentuated by the COVID-19 pandemic. With the qualitative narrative method applied to social processes, four infrastructure and extractivist megaprojects are analyzed. Neodevelopmental policies of the current government insist on carrying out works as a strategy to create jobs, reactivate the economy, and promote well-being, especially for the southeast region with high rates of socioeconomic inequality. The findings point to an increase in investment and job creation and a rejection by various communities and organizations that consider that their ways of life are being threatened by the efforts of the neodevelopmental government to build megaprojects before and during the pandemic. Spanish Abstract: Este articulo analiza las modalidades extractivistas y de despojo en la propuesta neodesarrollista mexicana para enfrentar las crisis multiples acentuadas por la pandemia de la COVID-19. Con el metodo cualitativo narrativo aplicado a procesos sociales, se analizan cuatro megaproyectos de infraestructura y extractivistas. Las politicas neodesarrollistas del gobierno actual insisten en realizar obras como una estrategia para crear empleos, reactivar la economia y fomentar el bienestar, especialmente para la region sureste con altos indices de desigualdad socioeconomica. Los hallazgos senalan un incremento en la inversion y en la generacion de empleos pero tambien un rechazo de varias comunidades y organizaciones que consideran que sus formas de vida estan siendo amenazadas frente a los esfuerzos del gobierno neodesarrollista por construir megaproyectos antes y durante la pandemia.
