A Review on the State of Cost Data Inputs of Life Cycle Cost (LCC) for Rigid Pavement Maintenance and Rehabilitation in Malaysia 马来西亚硬质路面维护和修复的生命周期成本(LCC)的成本数据输入状态综述

Many scholars asserted that LCC plays an important role in the cost estimation of rigid pavement due to high construction, maintenance and reconstruction costs in Malaysia. Due to high budget allocation and expenditure on the maintenance and rehabilitation works of pavements in Malaysia by the government, it is crucial for the transportation agencies to optimize the budget allocation and select the most cost-effective pavement maintenance and rehabilitation alternatives. LCC is a useful economic assessment technique that compares the cost-effectiveness of different maintenance and rehabilitation approaches within the same road pavement type. However, in order to produce a comprehensive and reliable LCC output, there is need to ensure the cost data inputs is ready and quality enough to be used in the LCC estimation. This paper presents the outcomes of the comprehensive literature review on the state of cost data inputs for LCC analysis of rigid pavement maintenance and rehabilitation in Malaysia. The outcomes of the literature study have established that the majority of the construction industry key players are aware LCC analysis should be practiced in the rigid pavement maintenance and rehabilitation. However, the current state of LCC practice of rigid pavement maintenance and rehabilitation in Malaysia is still at the infancy stage and unready to be implemented due to the difficulties in attaining quality cost data for generating a comprehensive and reliable LCC analysis. The findings provide information on the current state of cost data inputs of LCC analysis of rigid pavement maintenance and rehabilitation in the Malaysian construction industry.

Relationship between Adequate Healthcare Facilities and Population Distribution in Melaka Using Spatial Statistics 基于空间统计的马六甲地区卫生保健设施与人口分布关系研究

Healthcare facilities are required for all levels of a population regardless of age, race or socioeconomic status. Provision for healthcare facilities requires knowledge of population data and area for placement of healthcare facilities. The main objective of this paper is to examine the relationship between availabilities of healthcare facilities and population in districts in Melaka. This study is based on population data and distribution of healthcare facilities which were obtained from the Department of Statistics Malaysia and Malaysia Administrative Modernisation and Management Planning Unit (MAMPU). Both types of data were converted into geographic information systems (GIS) data format using QuantumGIS. Then these data were analysed using two main methods using GeoDa and ArcGIS applications. First is by using a formula set by a global standard, ISO37120 to measure healthcare facilities adequacy. Secondly, spatial statistics, Bivariate Moran’s I was used to examine the relationship between population and healthcare facilities distribution. Local Moran’s I was used to examine the cluster of population distribution. Findings show the allocation of healthcare facilities is sufficient according to the Malaysian Community Facilities Guideline. A high-high cluster of the population is found in Melaka Tengah District. However, the relationship between the total population and number of public hospital in-patient beds are negatively correlated. Similar results are obtained for private clinics and pharmacy. This result shows higher population distribution has less number of public hospital inpatient beds, the number of private clinics and pharmacy. However, Bivariate Moran’s I analysis yields a different output for the public clinic. This result shows the high number of population distribution is positively correlated with a high number of public clinics. Thus, authorities, in this case, would be the Ministry of Health and Melaka state government should be aware of the current availability of healthcare facilities to its population in ensuring a high level of healthcare services provided in the state.

The Effects of Indoor Environment towards Middle–Income Group in Re-engineered Affordable Housing Scheme in Malaysia 室内环境对马来西亚重新设计的经济适用房计划中中等收入群体的影响

The innovation of housing has evolved due to several issues such as the affordability and the sustainability of housing. Several housing designs were introduced to meet the affordable housing standard price for the middle-income group, particularly in the urban area. However, it is a challenge for the developers to provide affordable housing within the current market price with the element of sustainability. The developers use the concept of high rise building form and located near the public amenities accommodate the users’ needs as well as to gain profits. Despite the rising demands, there is a limited study that focuses on the performance of the buildings, specifically on the indoor environmental quality (IEQ) of the affordable housing. This paper aims to assess the affordable housing performance by identifying the residents’ satisfaction level towards IEQ and the importance of the IEQ factors as well as their health condition. A questionnaire survey is one of the methods used in this study. The findings showed that the IEQ of affordable housing in Malaysia has resulted in the decrease of health towards the residents, with some dissatisfaction towards the IEQ. The insight from the residents can be used as an indicator to improve the IEQ as well as the building performance and to create a better affordable housing in Malaysia.

Residents’ Level of Satisfaction about Retirement Home Facilities Based on the Happiness Index Measures 基于幸福指数测量的居民对养老院设施的满意度

Happiness index is determined by the key factors of economic variables (income and employment), social factors (education and family life), and health (mental and physical). The satisfaction level affects the happiness index, which is crucial for sustaining the quality of life in any given environment. The surrounding environment includes the management of the facilities offered by the retirement home. Since facility management is a significant indicator of the satisfaction level among retirees, this study aims to focus on the satisfaction level of senior citizens regarding the characteristics of retirement village housing. A questionnaire-based Likertscale approach was designed to capture the demographic profile, satisfaction regarding the internal and external facilities of the retirement home, as well as the other services provided. A total of 116 questionnaires using a face-to-face survey were analyzed using factor analysis. The KMO test was more than 0.5, and Bartlett’s test was p < 0.5, indicating that the factor analysis is considered appropriate for further analysis using the factoring technique. The results indicate that the bedroom and washroom of the retirement home need improvement in terms of space area, while the characteristics of the internal and external space of the house should focus on cleanliness and illumination. The management of the internal facilities needs to be enhanced, while the transport services offered require adjustments to increase access to other places. The design, layout, and finishes of the retirement home highly affect the emotional state of the senior citizen, especially in terms of their feelings towards their previous home as well as their families and friends. The lack of privacy, loss of independence, and insecurity are other factors that reduced their satisfaction with the services and facilities offered at the retirement home. This study also contributes valuable references to policymakers, developers and retirement homes providers in developing retirement homes that cater to the unique requirements of the elderly people in Malaysia and to ensure that their happiness and well-being are given priorities.

The satisfaction level affects the happiness index, which is crucial for sustaining the quality of life in any given environment. The surrounding environment includes the management of the facilities offered by the retirement home. Since facility management is a significant indicator of the satisfaction level among retirees, this study aims to focus on the satisfaction level of senior citizens regarding the characteristics of retirement village housing. A questionnaire-based Likertscale approach was designed to capture the demographic profile, satisfaction regarding the internal and external facilities of the retirement home, as well as the other services provided. A total of 116 questionnaires using a face-to-face survey were analyzed using factor analysis. The KMO test was more than 0.5, and Bartlett’s test was p < 0.5, indicating that the factor analysis is considered appropriate for further analysis using the factoring technique. The results indicate that the bedroom and washroom of the retirement home need improvement in terms of space area, while the characteristics of the internal and external space of the house should focus on cleanliness and illumination. The management of the internal facilities needs to be enhanced, while the transport services offered require adjustments to increase access to other places. The design, layout, and finishes of the retirement home highly affect the emotional state of the senior citizen, especially in terms of their feelings towards their previous home as well as their families and friends. The lack of privacy, loss of independence, and insecurity are other factors that reduced their satisfaction with the services and facilities offered at the retirement home. Maintenance Interval towards Different Facilities and Services in High-Rise Housing 高层住宅中不同设施和服务的维修间隔

Maintaining facilities and services of high-rise residential buildings is crucial in order to ensure the buildings operate optimally and achieve better user satisfaction. The purpose of this research is to deal with the appropriate maintenance interval for two different group of facilities and services namely essential and value-added specifically for high-rise residential buildings. Questionnaire survey was conducted among maintenance personnel who manage high-rise housing throughout Peninsular Malaysia. A total of 321 returned questionnaires were considered valid and analysed to rank the maintenance interval for the variables identified from literature review. The result revealed that different type of building facilities and services has different maintenance interval. It is also proven via Friedman test that the maintenance interval of facilities and services is significantly different. It is mainly because essential facilities and services are vital to support the building user daily routine. Thus, the maintenance personnel should plan and execute maintenance work based on the appropriate maintenance interval. Since this research only compares the differences of maintenance interval for different building facilities and services in common practice, further research is recommended to investigate the relationship between maintenance intervals and its performance in terms of cost and quality.

Mold Growth Risk in a Newly Built Hospital Building in Malaysia – Problems and Solutions 马来西亚一新建医院大楼的霉菌生长风险-问题与解决办法

Post Construction Assessment (PCA) provides critical feedback for project stakeholders to be able to evaluate and design construction processes as well as building maintainability. This paper aims to evaluate the problems caused by indoor environmental quality (IEQ) contaminants, particularly mold growth during PCA in a newly built hospital and to identify the potential solutions. Mold growth risk analysis which is a part of IEQ monitoring during PCA has not been widely emphasized, and thus leads to the creation of uncertainties in many new public hospitals in Malaysia. IEQ exercises were not prioritized during PCA not until when new mold growth occurred and were alleviated. Questionnaires were distributed to hospital projects’ stakeholders to identify the criteria of PCA with regards to mold growth in the new hospital’s indoor air. Results showed that post construction defects coupled with building design and construction quality as well as building operational issues was significant criteria that should be evaluated during the PCA of a newly built hospital. Stakeholders’ firm viewpoint on the key criteria is to be applied as a valuable input for identifying possible solutions as significant inputs in PCA for a newly built hospital.

Satisfaction of Residents Towards Internal Courtyard Buildings 居民对内部院落建筑的满意度

Residential buildings that were designed with internal courtyards offer a comfortable and pleasant indoor environment. Past research on the benefits of internal courtyards have been scientifically proven, however, the results seemed disreputable in terms of its satisfaction by occupants of a building. A survey using a set of questionnaire was conducted at two selected residential colleges in the University of Malaya to gauge the satisfaction level of residents towards an existing internal courtyard. It is evident that the majority of respondents at both colleges have given positive feedback on the satisfaction of the building layout quality, comfort level in terms of the natural daylighting, thermal comfort and indoor air quality as well as the degree of their work productivity. These findings indicate that the internal courtyard is relevant to be applied when designing a building, particularly low-rise residential buildings in the equatorial climate region.

Implementation Framework of Green Building for Government Building: Menara Kerja Raya, Malaysia 政府大楼绿色建筑实施框架:马来西亚Menara Kerja Raya

The purpose of this study is to develop the implementation of the framework of the government green building (GB) project in Malaysia. The research intended to investigate the factors involved in the development of the framework and significant relationships that exist among the factors. A total of 30 respondents were selected from Menara Kerja Raya (MKR) project team that included engineers, assistant engineers, technical assistant, stakeholders, contractors, and consultants. The pilot test analysis was conducted using the quantitative analysis and hypothesis testing through SPSS 22.0. In conclusion, the ‘types of project execution’ was the main factor to make the successful delivery of the GB projects followed by project management and policies guidelines, project staff perceptions, and the government policies. This framework would contribute to the existence of the GB implementation as well as serve as a basic platform for efficient and systematic execution of its projects in Malaysia. It is hoped that the implementation of this framework could promote the success of GB delivery, especially to the Malaysian government projects.
