Due to its historical experience and geopolitical location, the Federal Republic of Germany is a state which uses so-called soft instruments in its foreign policy. Development aid, which has more and more often assumed the form of development cooperation over the years, is one of the most effective foreign policy instruments used by Germany.The purpose of this article is to answer the question of to what extent and in what areas is development policy an effective instrument of German foreign policy? The considerations refer particularly to liberal theory in international relations and, to some extent, to the assumptions of realism. The research methodology adopted is based on analysis of facts and selected documents. The main conclusions from the study confirm the assumption adopted in the introduction that development aid is one of the most important instruments used by Germany to influence the international environment.

The article is devoted to the problems of institutionalisation of the German minority in the Opolskie Province between 1989 and 1990. It indicates the peculiarity of this group in this area. Based on interviews conducted among the founding members, chairmen and active members of the German Friendship Circles (DFKs) in the Opolskie Province who led socio-cultural and political activity, particularly in the early 1990s, the authors analyse and show the twists and turns of the processes of creating and functioning 15 DFKs in this province. They focus on the socio-political context of establishing the organisations, motives for joining them, intra- and extra-group contacts, religious issues, minority-majority relations and language issues.

The aim of this study is to analyse Polish-German relations during the periods of the rule of the Law and Justice party (from 2005 to 2007 and from 2015 until now), and to indicate the key elements of continuity and changes in Poland’s foreign policy towards its western neighbour. The main thesis is the conclusion that the Federal Republic of Germany is an example of the dominant state in the political thought of the Law and Justice party. It is part of the concept of the so-called external enemy against which a determined and consistent foreign policy must be pursued.

The article analyses the attitude of the Republic of Austria towards the Russian Federation in the context of the contemporary ‘eastern policy’ pursued by this central European state. It focuses on events following Russia’s annexation of Crimea and the outbreak of war in eastern Ukraine in 2014. In recent years, Vienna has tried to play the role of an intermediary in talks between Moscow and Kiev. Despite the confrontational attitude of Russia in eastern Europe, the Austrian government undertook a number of activities to further deepen relations with Russia, considering mainly economic issues. However, these actions have contributed to the weakening of the European Union’s common foreign and security policy. The article also draws attention to the positions of the main political parties towards Russia, primarily in the context of the elections to the National Council, which took place in October 2017. The author also indicates the controversial activities of members of the Freedom Party of Austria (FPÖ), who formed a government coalition at federal level with politicians from the Austrian People’s Party (ÖVP), which was also important in the context of the relationship between Vienna and Moscow. He shows the most important differences and similarities between the Austrian and German ‘eastern policies’.

This article concerns the media coverage of the 72nd anniversary of the liberation of the German Nazi concentration camp KL Gusen in 2017. It was attended by the representatives of the Polish and Austrian authorities, i.e. the Secretary of State in the Ministry of Foreign Affairs Jan Dziedziczak, the Undersecretary of State in the Ministry of Culture and National Heritage Magdalena Gawin and – for the first time – by Austrian President Alexander Van der Bellen. The revival of remembrance about KL Gusen has become one of the priorities in the politics of memory pursued by the current Polish government. For Poles, the Gusen camp is of special significance because it was built with the intent of destroying the Polish intelligentsia. The Austrian government sees Polish efforts to commemorate their victims in the context of nationalist and protectionist tendencies in Poland. A just fight for historical truth is overshadowed by the mutual lack of understanding in the countries, which both suffered under German occupation between 1939 and 1945.
