EnglishPolice Unions: contribution to a new system for representativeness assessment. With the democratic transition that began in Portugal in 1974 the police, too, sought to organize into unions. But this aspiration was achieved only at the beginning of the 21st century, when the path to union proliferation was opened, with 19 organizations having been reached in 2019. This article shows that the instrumentalization of the legal form by the police led to the distortion of the nature of union action. Based on interviews and document analysis, we conclude that the assessment system of union representativeness requires objective and predictable criteria to have minimum (not sufficient) conditions for social dialog. portuguesSindicatos da Policia: contributo para um novo sistema de afericao da representatividade. Este artigo mostra que a instrumentalizacao da forma legal pelos policias levou ao desvirtuamento da natureza da acao sindical. Com base em entrevistas e na analise documental, conclui-se que o sistema de afericao de representatividade sindical deve implicar criterios objetivos e previsiveis para que haja condicoes minimas (nao suficientes) para o dialogo social.

portuguesHerrar e umano: insistir no herro tambem. Este trabalho comeca por debater o conceito de erro humano, o qual esta longe de ser consensual. Posteriormente sao apresentadas quatro perspetivas complementares sobre como podemos compreender este complexo fenomeno. O conteudo do artigo esta redigido numa perspetiva critica em relacao a visao convencional sobre o tema, em que o erro humano e considerado como o elemento indisciplinado da seguranca nas organizacoes. E pertinente lembrar que o erro humano faz parte da propria condicao humana e que ele e apenas um entre muitos outros fatores que podem contribuir para a ocorrencia de falhas, incidentes e acidentes. EnglishTo herr is uman: to insist on herror too. This work begins by debating the concept of human error, which is far from being consensual. Subsequently, four complementary perspectives on how we can understand this complex phenomenon are presented. The paper is written in a critical perspective in relation to the conventional view on the subject, in which human error is considered as the undisciplined element of safety in organizations. It is pertinent to remember that human error is part of the human condition itself and that it is just one among many other factors that can contribute to the occurrence of failures, incidents, and accidents.

EnglishReturning home after living abroad? Return intentions among recent Portuguese skilled migrants. Resarch on the return of recent Portuguese emigrants is scarce. In this paper, we present a study on return intentions based on a sample of 1,100 high-skilled Portuguese emigrant residents abroad, who answered an online survey carried out in 2017. The study presents contexts, protagonists, and the historical moment in which the intentions are revealed and the returns may occur. The analysis is centered on the return intentions according to age, residence country, period of immigration in the reception country, and other factors that, both in Portugal and in the destination country, contribute to explain the intentions of return by respondents. portuguesFicar ou voltar? Neste artigo, apresentamos um estudo sobre intencoes de regresso baseado numa amostra de 1100 emigrantes portugueses qualificados, respondentes a um inquerito online, realizado em 2017. O estudo apresenta contextos, protagonistas e o momento historico em que as intencoes sao reveladas e os regressos podem acontecer. Analisam-se as intencoes de regresso de acordo com variaveis explicativas como a idade, o pais de residencia, o tempo da imigracao no pais, entre outros fatores que, em Portugal e no destino, contribuem para explicar as intencoes de regresso afirmadas pelos respondentes.

Based on an analysis of the structure of incentives inherent to the architecture of the European Stability Mechanism (ESM), thepaper defends the ESM's inability to prevent, mitigate, andresolve financial crises. The paper presents the main features of the ESM, and illustrates how its governance architecture results from a model and a practice of European integration in which the pooling of sovereign powers goes along with the member states’ attempt to maintain control over the use of those powers. In the case of monetary integration, such a model produces dysfunctional results in that it impedes efficient control of systemic risks. The paper puts forward a number of suggestion as to how a restructuring of the esm’s institutional architecture could enable it to perform the role it has been designed for. The paper also shows what ought to change in the relation between national and supranational sovereignty for this to happen.
