ABSTRACT In a previous article, the author offered advice to librarians who were beginning to collect usage statistics for electronic resources. Reexamining the contents of that work, this article provides revisions to it in the wake of the recent implementation of SUSHI at University Library at Indiana University Purdue University Indianapolis and the adoption of COUNTER Release 5. Both of these standards have an impact on the process of gathering, analyzing and disseminating electronic resource usage statistics.

A Bibliometric Overview and Visualization of Fuzzy Sets and Systems between 2000 and 2018 2000-2008年模糊集和系统的文献计量综述与可视化

ABSTRACT Fuzzy Sets and Systems (FSS) is an influential international journal of fuzzy research. This study provides a bibliometric overview of the publications of FSS from 2000 to 2018. The changes that occurred in the inner structure of this journal are captured by analyzing the bibliometric indicators of 4,348 publications published therein during the period under study. The time profile of this journal is outlined in terms of the number of publications, citations, h-index, category normalized citation impact (CNCI), and g-index. In addition, the most productive and influential authors, institutions, and countries are identified and analyzed. We visualize and illustrate the cocitations network of authors and links of FSS with other journals by estimating structural indicators using VOSviewer software. The emerging trends in themes of FSS are identified by detecting bursting keywords employing CiteSpace software. It is shown that FSS has strong bidirectional connections with other leading journals of fuzzy research. Over 95% of all documents published in FSS have been cited at least once. The annual values of the CNCI of the works published in FSS are found above unity. Regarding thematic diversity, the social and management sciences research constituted a large share in the documents citing articles published in FSS. The average citations were relatively higher for documents published under green Open Access mode in comparison to the paywall set. The results of the study are useful for understanding the knowledge domains of this journal and promising directions for future research in this field.

Methods for Collecting Oral Histories Amidst a Crisis 危机中口述历史的收集方法

ABSTRACT Our goal in this project was to analyze past methodologies of oral history practitioners recording interviewees after traumatic events, which we define as widespread human-made and natural crises. The current COVID-19 pandemic and the reticence that some institutions have shown in engaging with oral history programs due to potential traumatic injury to participants influenced our objective. By examining a broad sample of cases, triangulating our data research tools, and engaging with oral history practitioners currently in the field, we hope to generate a responsible template for documenting the lived experiences of our current, extraordinary times. We studied oral history interviews with participants that ranged from the Rwandan genocide and Japanese American internment to those displaced by Hurricane Katrina. Ultimately, we found a need for more accurate community representation, unintuitive interview methodologies to positive outcomes and misconceptions around historical distance, or the amount of time between the traumatic event and the oral history interview, in academic standards.

Aiding and Abetting: Third-Party Tracking and (In)secure Connections in Public Libraries 协助和教唆:公共图书馆的第三方跟踪和安全连接

ABSTRACT Patron privacy, as articulated in the American Library Association (ALA) Code of Ethics, is a longstanding concern for librarians. In online environments, the possibility of tracking by third parties, usage of HTTPS/TLS to provide secure connections, and easy disclosure of a site’s privacy policies all have implications for user privacy. This paper presents new empirical evidence about these issues and discusses their ethical implications. Data about the incidence of third-party tracking, usage of HTTPS by default, and easy discoverability of a privacy policy or terms of service (TOS) were collected for public libraries across Canada and the United States. The sample consisted of 178 public libraries; members of the Canadian Urban Libraries Council and Urban Libraries Council. Several common commercial databases (e.g. OverDrive) were also examined using the same criteria. Results show that only 12% of libraries were devoid of third-party tracking, with Google Analytics being the most common third-party tracker. While libraries may support HTTPS under certain circumstances, it was found that a majority of libraries serve neither their websites nor their online catalogs (OPACs) HTTPS by default. Regarding disclosure of possible tracking, it was found that 58% of libraries did not link to a TOS or privacy policy from their homepage. Together with previous research on the usage of privacy-enhancing tools in public libraries, these results suggest that public libraries are accessories to third-party tracking on a large scale. Implications of this fact in light of library professional ethics are discussed.

This can make online privacy a real need for concern. Social engineering and phishing can cause all sorts of problems for today’s computer and smart device users. Fortunately, there are steps to mitigate these areas of concern. This column will address what these issues are and how than can be prevented.

Accepting Free Content during the COVID-19 Pandemic: An Assessment COVID-19大流行期间接受免费内容:评估

ABSTRACT Deciding what risks are worth taking amidst a global pandemic poses quite specific challenges for Acquisitions librarians. For example, given that virtually all colleges and universities now offer classes electronically, demand for electronic library content has increased sharply. This challenging situation is magnified at smaller campuses, due to their smaller Acquisitions budgets and having to retain substantial print content. In response, vendors are offering free content to those affected and, given the usual limits on library funding, librarians may find such offers almost irresistible. But while there can be advantages to accepting such content, it can be a double-edged sword. In this paper, we examine how crisis situations, such as the current pandemic, affect librarian decision-making, in particular concerning accepting free content from vendors. How do we best navigate these new territories without losing our bearings amidst a pandemic? And how might these decisions and situations affect our patrons? We focus our research on three important issues, with both practical and ethical implications. First, the issue of patron privacy rights. The free content being offered by vendors poses substantial privacy risks for libraries and patrons, because it is not licensed and thus not governed by privacy agreements. Second, we examine the problem of ensuring accessibility for all users and the extent to which accessibility can be guaranteed with non-licensed content. Finally, we look at the likely impact on faculty-librarian relationships when free content will have to be relinquished and libraries cannot afford the same content. Such changes will likely cause tension between faculty and librarians and be especially frustrating for students. While vendors coming to the aid of the libraries during this time is potentially a generous gesture, it also implies pitfalls and negative impacts in its aftermath.

The impetus for this special issue of Serials Librarian emerged from the growing interest in privacy at multiple professional conferences. Early in the national conversation about privacy and libraries, privacy was often viewed as a local issue that affected just your local library and the users who frequented that particular library. Who knew what books and materials you checked out? Who knew what reference questions you asked? As digital access, networked resources, data security measures, shared services, and other factors of maturing information systems are implemented to meet the growing expectations of library users and library staff, privacy concerns have become a much larger and more controversial topic. Now, when the COVID-19 pandemic has forced so much research and learning activities online, the topic takes on new significance. When we examine issues of third-party software, individualized services, learning analytics. and data sharing, we quickly see that privacy concerns are no longer confined to your local library; they rise to be an issue on the national or international level. Libraries grapple with the intersecting regulations from state and national laws, as well as evolving professional guidelines. Library boards, directors, staff, users, vendors, researchers, students, faculty and institutions, just to name a few, all have perspectives that are important elements of the ongoing conversation. The social justice movement that followed the killing of George Floyd and recognized continuing issues of racism and equity, have also influenced the ongoing discourse on privacy issues, as we must be cognisant of which voices are in the conversation and which voices have not yet been represented. We cast a wide net in identifying articles that would illustrate the expansive discussion on privacy in libraries, from practical issues to theoretical discourses. While the large discussions of cloud-based tools, authentication and network security often capture our attention, there are many issues that are individualized at the local library level, such as staff training protocols and institutional policies regarding access and ownership of data. Our goal is to introduce and bring forward a variety of thought-provoking interviews, columns, and research articles that highlight new ideas as well as nuances in current discussions to advance our professional conversations around privacy. As technological advances and user expectations evolve, some of the themes highlighted in this issue may be solved, while others may persist. Data hacking and breaches often make the headlines and garner our attention, but the increasing frequency of such announcements may weaken any sense of urgency. Privacy and personal data management are quickly becoming a new facet of information literacy and libraries are responding with educational programs to aid in understanding these issues. Early in the national conversation about privacy and libraries, privacy was often viewed as a local issue that affected just your local library and the users who frequented that particular library. Who knew what books and materials you checked out? Who knew what reference questions you asked? As digital access, networked resources, data security measures, shared services, and other factors of maturing information systems are implemented to meet the growing expectations of library users and library staff, privacy concerns have become a much larger and more controversial topic. Now, when the COVID-19 pandemic has forced so much research and learning activities online, the topic takes on new significance. When we examine issues of third-party software, individualized services, learning analytics. and data sharing, we quickly see that privacy concerns are no longer confined to your local library; they rise to be an issue on the national or international level. A Librarian’s Perspective on Sci-Hub’s Impact on Users and the Library 从图书馆员的角度看科技中心对用户和图书馆的影响

ABSTRACT On December 19, 2019, The Washington Post reported that the U.S. Justice Department is investigating the founder and operator of Sci-Hub Alexandra Elbakyan on suspicion of working with Russian intelligence to steal U.S. military secrets from defense contractors. The article further discusses Sci-Hub’s methods for acquiring the login credentials of university students and faculty “to pilfer vast amounts of academic literature.” This has long been public knowledge. But the confirmation of Sci-Hub potentially working with Russian intelligence was major news. Both fronts of the Sci-Hub assault on stealing intellectual property are concerning. Since many academic researchers and their employers routinely receive defense contracts to perform sensitive research, the article helped posit that offering free access to academic research articles is perhaps a Trojan Horse strategy for Sci-Hub. To add to The Washington Post’s report, we sought out individuals at universities with a vantage point on Sci-Hub’s activities to see if there is independent evidence to support the report. We spoke to Dr. Jason Ensor who at the time of this interview was Manager, Engagement Strategy and Scholarly Communication, Library Systems at Western Sydney University Library in Australia. Ensor holds four degrees in related critical thinking fields and is an experienced business professional in software development, data scholarship and print publishing. He is also a distinguished speaker on digital humanities and linked fields, presenting regularly in national and international forums.

Indeed, as we write this introduction, we have seen the COVID-19 virus sweep the world and lead to dramatic changes in our lives and in how we deliver education. Schools and universities have been forced to embrace digital delivery modes virtually overnight, and students now face an online and/or blended educational experience for many months to come. We ask ourselves: how much of this digital transformation will last? How can we ensure that the lessons we are currently learning about good practice in the use of technology will be developed and maintained beyond this crisis?
