The management of scientific journals in order to achieve national accredited scientificjournals requires an effective and efficient Journal Management and ManagementSystem. Management and Management Systems This journal should refer tothe instruments and criteria required by the accreditation of national journals andinternational indexing agencies. Periodical Manager of Library and Information Sciencehas implemented most of the instruments and criteria set out in accordance withthe Director General of Hig. The development of information and communication technology (ICT) is maked by variouspatterns of information acquisition with various types and media formats. The presenceof mobile communication devices, online media, online games, web technology, socialnetworking applications such as: facebook, WhatsApp, line and other social networkingthat makes users stay connected. This phenomenon becomes a challenge for informationmanagers (librarians) and information providers (Library) to make changes through theapplication of information technology both in the library management and library services.The Library of Lampung University has innovated digital technology in library servicesthrough Unila Library Mobile service. The purpose of this research is to: 1) describe UnilaLibrary Mobile service as digital technology innovation of The Library of Lampung University;2) explain the advantages and disadvantages of Unila Library Mobile service. Thisresearch uses qualitative descriptive method with data collection through observation andliterature study. Observations to visitors of the Library of Lampung University, especiallyvisitors of reference services in the collection search process and tracing information online.Library study through literature-literature related to the object of this research. The resultof this research is Unila Library Mobile service is the digital technology innovation of TheLibrary of Lampung University as an effort to improve the utilization of Library service. TheUnila Library Mobile service has the advantage of providing library services in a practical,easy and efficient manner in utilizing them, but has disadvantages as well: Unila LibraryMobile service can not be accessed if the server at the Lampung University is eror; powerlines off; if you want to access outside the Lampung University must have free wifi; and ifyou want to access with a smartphone must have a quota.

All, including racing libraries to integrate ICTs to build and empower their knowledge-based academic community to compete in the global era. In this paper is presented about the condition of society in general that has made information and communication technology into the needs of every human being in every circumstance. The community's dependence on information and communication technology has changed the way people live and culture in everything. Information and communication technology has become a lifestyle, a human lifestyle. In this paper also presented some examples of information and communication technology applications in various fields including in the field of libraries. In response to that the library must appear by applying information technology and communication in providing services to users. The problem faced by the Library of Islamic University of Indonesia (UII) is still 70.37%of librarians who have Diploma and Senior High School, so it is not in accordancewith the existing standards, that is the qualification of university librarians withminimum education of Bachelor (S1) in Library Science. The purpose of this study isto determine the effect of organizational culture on the competence of UII librariansin living their profession. The subject of this research is UII Librarian as many as 27people spread in several places, among others: in Directorate of UII Library, Faculty ofEconomics UII and Faculty of Law UII. During this time the librarian is still havingdifficulty in his career as a librarian, it is evident that almost every semester there aresome librarians who get warning letter from UII leaders related to their obligation toapply DUPAK (List of Proposal of Credit Rate Submission). The research is intendedto know the role of UII Library’s organizational culture towards the development oflibrarian competence of UII. The results showed that the level of organizational cultureUII Library and the level of competence Librarian UII perceived respondents in veryhigh category with the respective perceptions of 81.76 and 84.25. There is a positiveinfluence between organizational culture on the competence of Librarian UII withsignificance value 0.014 <0.05 (0.014) smaller than 0.05). While the level of correlationbetween variables X with variable Y there is influence of 47.8% (0.478), wherethe value is in the classification is.

In the various of librarian forums are still intense and interesting to discuss about the competence and professionalism of librarians, this is because of the profession of librarians in this era of globalization is a very strategic profession and received a very wide attention among libraries, especially in the library of universities in terms of Information management. Competence and professionalism for those who hold this profession are a challenge and discussed in the various of librarian forums in the global era. Librarian readiness to face the digital era in meeting the needs of users who are very diverse information by the user cannot be considered normal, As information managers, librarians in the era of information flooding in cyberspace today requires competence and professionalism as the librarian definitions contained in Law no. 43 of 2007 on libraries, that librarian is someone who has competence obtained through education and / or training librarianship and has the duty and responsibility to implement library management and services. Librarians are currently dealing with users who are called “native engine” users who are not separated daily with information technology tools that all want fast, easy and efficient in terms of information accessibility. Information packs that will slowly shift from paper to soft sources into librarian bets to understand and be able to manage and distribute various of information in the data base. The third millennium is an information age that forces librarians to begin switching paradigms and repositioning their roles over the years. The independence and productivity of librarians to change and become agents of change for themselves and society, and being able to position themselves as information managers for the community is imperative.
