Bu çalışma, teritoryal yönetişimin Avrupa Birliği’nin (AB) yönetimsel ve teritoryal yapısı üzerindeki etkisini tartışmaktadır. AB içerisinde yönetişim, Birliğin teritoryal bütünlüğünü ve uyumunu güçlendirmeye ilişkin olarak artan şekilde teritoryal bir bağlamda ele alınmaktadır. Birlik, teritoryal alanların kurumsallığını güçlendirmeyi ve farklı yönetimsel düzeyler arasında dikey ve yatay işbirliğini kurmayı hedeflemektedir. Bu yönetim biçimi, AB’nin teritoryasıyla sınırlandırılmaktadır ve böylece kapsayıcı tek bir siyasal ölçek ortaya çıkmaktadır. Bu çerçevede bu çalışma, AB’nin teritoryal durumuna/gündemine ve mekânsal gelişimine ilişkin belgeleri ve mevcut literatürü inceleyerek AB içerisinde teritoryal olarak değerlendirilen yönetişim mekânlarının iç içe geçmiş olduğunu ve bu yapının uluslar üstü bir teritoryaya bağlandığı ileri sürmektedir.

Bu makalenin yeşil dönüşüm sürecinde AB ve Türkiye arasında işbirliğinin hangi potansiyel kanallar üzerinden geliştirilebileceğini ortaya koymaktır. Avrupa Yeşil Mutabakatı (AYM) var olan düzenlemeleri birbiriyle uyumlu bir biçimde toplulaştırmıştır. Dahası, AYM Sınırda Karbon Düzenlemesi gibi yeni mekanizmalar tasarlamış ve Döngüsel Ekonomi Eylem Planı’ndaki düzenlemeleri genişletmiştir. Bu düzenlemeler sadece AB firmalarını değil, AB ile ticari ilişkide bulunan tüm AB dışı firmaları da etkileyecektir. Dolayısıyla AYM’ye uyum, Türk ihracatçıların karşılaşabileceği potansiyel maliyetleri düşürmek için önemlidir. AYM’ye yanıt olarak Türkiye, Temmuz 2021’de 9 tema altında 81 politika eylemi içeren Avrupa Yeşil Mutabakatı Eylem Planı’nı açıklamıştır. Bu çalışma konuyla ilgili AB adem-i merkezi ajansları üzerinden kurulacak işbirliklerinin AB-Türkiye ilişkilerini yeniden canlandırabileceğini savunmaktadır.

With its important geostrategic location, valuable marine resources and rich hydrocarbon deposits, the South China Sea has become the epicenter of many ongoing territorial and maritime conflicts. The European Union (EU) also has vital interests and potential key roles in this region. In this article, the conflicttransforming roles that the EU can play in the South China Sea conflict are analyzed within the framework of conditionality policy, social learning and modelsetting effect. In the study, firstly, a summary of the geographical and historical background of the South China Sea conflict is presented. Afterwards, the roles that the EU can play in this conflict are evaluated by considering alternative conflict resolution mechanisms that it can use through regional integration and its interests in the region.

The European Commission has signed advanced purchase agreements with various vaccine manufacturers for the production, purchase and supply of the COVID-19 vaccine in the EU. Some parts of the agreement texts with AstraZeneca, CurevacAg and Pfizer Inc./BioNTech have been blacked out. In these agreements, it is understood that Belgian courts are competent and Belgian law is chosen. In a dispute, it is possible for the competent courts to apply CISG since Belgium is a party to the CISG. Even if choice of law hasn’t been made, the fact that the workplaces of all parties to these ageements are party to CISG, makes the CISG applicable. This study evaluates the applicability of the CISG to advanced purchase agreements (especially made with AstraZeneca) in EU Member States.

This paper presents a critical analysis on Europe’s new growth strategy. It argues that the new growth strategy blends competitiveness and its economic growth targets, with the limits of natural resources and environmental sustainability. It critically inquires the consistency between growth, profitability, productivity and efficiency, and environmental sustainability. On this basis, the paper questions the possibility of the mutual existence of competitiveness and sustainability. It analyses the mechanisms promoted for competitive sustainability – European Green Deal, European Semester, and Recovery and Resilience Facility. The paper argues that Europe utilises its research strategies to put competitive sustainability on a realist ground. It claims that, with its scientific and technological priorities, Horizon Europe Programme serves as a political tool for competitive sustainability in Europe.

This article examines the arduous free trade agreement negotiations between the European Union and India. The talks, which started in 2006 and were suspended for a while, could not lead to an agreement in more than 15 years. By employing the two-level game theory, developed by Robert Putnam, this article attempts to explore the role of the domestic realm on the extension of the negotiations. Therefore, it investigates the win-sets of the negotiating parties, by focusing on the domestic factors such as interest groups, political structure and political culture in order to determine which of these factors make it difficult to find common ground. On the basis of the said analysis regarding the free trade agreement negotiations between the European Union and India, this article further aims at finding out why trade negotiations pursued by the European Union usually require a long period of time.
