This study is a library research method used in this research is descriptive analysis, this type of research is qualitative with the use of samples. The reason for the waiting list in the juridical aspect is that there is no solid juridical basis; philosophical and sociological aspects. The absence of legal protection arrangements for prospective Hajj pilgrims who are on the waiting list shows the norm of vacancy. The solution in the juridical aspect of the formulation is that there should be no additional principles for organizing Hajj, philosophical aspects, good Hajj implementation and prospective religious awareness of Hajj pilgrims must be straightened out, and sociological aspects can be done by: adding Indonesian Hajj quotas, that there is no misuse of fatwas on Hajj bailout, asked to perform Hajj only for those who want to repeat the pilgrimage, Muslims are able to be directed to alms, straighten Hajj intentions, increase the example of scholars and leaders, and separate the organizers of Hajj between regulators, operators, and evaluators.

It is inappropriate for people to be trapped in products containing elements of usury which result in imperfection of the pilgrimage because they depart in a way that contains elements of gharar. The practice opens the door to danger, and brings harm. The Ministry of Religion which has the authority to evaluate the existence of hajj bailout funds with the Regulation of the Minister of Religion (PMA) RI No. 24 of 2016. The Hajj bailout fund is intended to meet the customer's lack of funds in meeting the minimum requirements to get the Hajj portion. This program is enough to ease the people in preparing for the departure of the pilgrimage. For LKS, this program is also a benefit where LKS gets Ujrah from every customer who participates in the Hajj bailout program. On the other hand, the bailout program creates and contains disadvantages that are not in accordance with Islamic ethics. Hajj bailouts incur debts that can cause damage to the purity of the pilgrimage. The Hajj bailout financing contract at LKS attracts ujrah based on the time and amount of the bailout fund. This practice is not in accordance with the DSN-MUI Fatwa No. 29 of 2002. The hajj bailout has an effect on the length and length of the waiting list for hajj departures.

The primary issue addressed in this study is PT Nurindo Wisata hajj business strategy in recruiting prospective pilgrims. This type of research is qualitative, and the research method used is a management approach. Field research data collection techniques include observation, interviews, and documentation. The findings of this study indicate that PT Nurindo Wisata hajj business strategy has business strength in attracting prospective pilgrims by implementing a differentiation strategy, namely the Solution Program. PT Nurindo Wisata innovates in the marketing of Hajj products, specifically with a reference system that is distinct from the MLM system. The promotion is carried out by maintaining contact and then making a presentation.

Hajj is part of the fifth pillar of faith after the creed, prayer, fasting, and alms. Hajj and Umrah are obligatory for those who are strong (able), every man or woman once in a lifetime. In general, the Indonesian Muslim community performs the Hajj and Umrah pilgrimages to the Grand Mosque in Mecca through Hajj and Umrah trips. The large number of Umrah pilgrims in Indonesia is the main attraction for entrepreneurs in the field of traveling. This study uses a qualitative approach and is a type of field research (Field Research) and compares the Hajj and Umrah services of PT. Makkah Multazam Safir and AlMadinah Tour & Travel in Bandar Lampung which together are business entities that provide services or providers of Hajj and Umrah services in the Baitullah. Two different data presentations will provide us with valid information about a program and services offered to prospective pilgrims in need. From the analysis that will be carried out, it will minimize errors in the future.

The purpose of the research was to determine the effectiveness of the Integrated Hajj Information and Computerized System (SISKOHAT) in organizing hajj at the Ministry of Religion, East Lampung Regency, especially in the registration and cancellation of hajj. This research is a descriptive qualitative research. Data collection techniques used are in-depth interviews and documentation. The data analysis carried out by the researcher was carried out in several stages, namely: data reduction, data display and conclusions. The results of the research show that the Integrated Hajj Information and Computerization System (SISKOHAT) used by the PHU section at the Ministry of Religion Office of East Lampung Regency is very effective in improving the performance of Hajj implementation, especially Hajj registration and cancellation. This was tested with SISKOHAT components at the Office of the Ministry of Religion of East Lampung Regency in the form of software and hardware that had good quality. The achievement of SISKOHAT effectiveness can also be tested with indicators that have been met, namely the quality of systems and information, usage, user satisfaction, individual impact and perceived organizational impact.

Service is a series of activities needed by others in order to benefit from the service and provide satisfaction to the people served. One of the services offered by PT. Al Hijaz is the Tour Leader. The success of a trip depends on the services provided to pilgrims by the Tour Leader. The purpose of this study was to determine the services provided by the Tour Leader PT. Al Hijaz, to evaluate the service of Tour Leader PT. Al Hijaz towards Umrah pilgrims. The findings of this study indicate that PT. Al Hijaz's Tour Leader service can effectively serve pilgrims from departure to return to Indonesia. In terms of service, Tour Leader PT. Al Hijaz provides satisfying services for Umrah pilgrims, because it makes pilgrims feel safe, comfortable, and happy.

Ibadah haji merupakan ibadah yang menjadi dambaan setiap umat muslim di seluruh dunia, khususnya masyarakat muslim Indonesia yang memiliki anggapan bahwa ibadah haji menjadi pencapaian puncak tingkat spiritualitas seseorang dan menjadi simbol eksistensi di tengah lingkungan sosial keagamaan. Kemampuan secara materi membuat banyaknya calon jamaah haji melirik produk pembiayaan pengurusan ibadah haji sebagai suatu solusi. Dalam suatu kondisi yang normal pembiayaan sudah seharusnya berjalan sesuai aturan dan perencanaan, akan tetapi suatu bencana bukanlah kuasa seorang hamba sebab hanya Allah yang mampu berencana dan berkehendak. Hadirnya pandemic covid-19 menyebabkan seluruh sektor mengalami perubahan pola kehidupan. Oleh sebab itu apakah semasa pandemic covid-19 ini terjadi perubahan pola dan praktik juga dalam pembiayaan pengurusan ibadah haji di lembaga Bank Syariah. Penelitian ini merupakan penelitian kepustakaan dengan pendekatan kualitatif deskriptif. Adapun objek yang diteliti adalah praktik pembiayaan pengurusan haji Bank Syariah semasa terjadinya pandemic covid-19 di Indonesia. Teknik pengumpulan data yang dilakukan dengan cara studi dokumen atau arsip termasuk kebijakan maupun ketetapan aturan yang berlaku semasa pandemic covid-19 berlangsung. Hasil penelitian menyebutkan bahwa setiap calon Jemaah haji yang telah memenuhi setoran awal haji atau setoran minimum yang menjadi syarat pendaftaran calon Jemaah haji oleh BPS akan didaftarkan menjadi calon Jemaah haji pada aplikasi SISKOHAT dan masuk kedalam daftar tunggu calon Jemaah haji Indonesia. Pada masa pandemic covid-19 dimana terdapat pengurangan dan penundahaan keberangkatan haji dari Indonesia, maka Kementerian Agama melakukan beberapa stimulus untuk mengatasi permasalahan tersebut salah satunya adalah dengan mengembalikan setoran BIPIH yang telah dilunasi oleh calon Jemaah, dan menjamin calon Jemaah yang tertunda dan sudah melunasi setoran BIPIH akan menjadi calon Jemaah haji tahun berikutnya.

Every year, rituals are performed to prepare Indonesian pilgrims to perform the pilgrimage to Saudi Arabia during the hajj season. This is where the organizers of the pilgrimage, both government and private, become the organizers of the guidance of rituals. The pilgrims must do the right practice in accordance with the rules that have been set according to Islamic teachings. The results of this study indicate that PT. Abstract: The first service provided by the Ministry of Religion of Mesuji Pematang Panggang to prospective pilgrims is registration service before other services such as ritual guidance services, services during the implementation of the pilgrimage and others. Considering that the majority of prospective Indonesian pilgrims are parents, the best and maximum service needs to be done in order to provide comfort and satisfaction for prospective pilgrims. This study aims to determine and examine how the analysis of Hajj registration services at the Ministry of Religion Mesuji. The method used in this study is a qualitative method that produces descriptive data using data collection techniques in the form of observation, in-depth interviews with the parties concerned and books that support the completeness of the data. The results of this study indicate that the analysis of registration services carried out by the Ministry of Religion Mesuji Pematang Panggang as a government agency that is more highlighted by the community and closest to the community needs to provide facilities in the form of good and primary services, because good service will always be a consideration for the community. to be able to respond to all the kindness given

This study aims to find out the effectiveness of the Integrated Hajj Information and Computerization System (SISKOHAT) in the hajj registration service at the Ministry of Religious Affairs of Metro City because of the increasing number of prospective pilgrims registering for Hajj at the Ministry of Religious Affairs of Metro City, phu section staff feel that the services provided to prospective pilgrims are less than the maximum this is due to the limited number of staff. Therefore, the registration and implementation of hajj is assisted by using various applications, with the core application, namely the Integrated Hajj Information and Computerization System (SISKOHAT) which can facilitate the data collection of prospective hajj pilgrims. This research is a type of field research or field research. The nature of this research is qualitative descriptive. The data collection techniques used are observation, mandalam interviews and documentation. Data analysis is carried out through several stages, namely: data reduction, data display and conclusions. The results showed that the SISKOHAT in the hajj registration service at the Metro City Ministry of Religious Affairs Office has been effective. SISKOHAT is the spearhead of hajj services, because all service processes in Hajj, especially in registration and cancellation, the execution is at SISKOHAT. It cannot be done if there is no SISKOHAT, so SISKOHAT is the key to the services in the Hajj and Umrah Organizing Section.
