Study aim are: find out the level of food insecurity in Asinua distric of Awua Jaya Village Konawe Regency; to know the pattern of anticipation to food insecurity in remote village; to know the role of local institution toward the pattern of anticipation food insecurity that the communityhas done. This study was conducted in the village of Awua Jaya sub-district Asinua regency konawe March-July 2017. The result of study indicate that food insecurity in Asinua sub-distric is still in medium category tahat is at number three (3), where society experiencing food shortage about 3 month; the pattern of food insecurity anticipation in Awua Jaya village can be done in 2 ways, namely for the long term by increasing the productivity of rice crops through improving technology production and increasing the frequency of planting from one time to 2 time a year on irrigation repair conditions; and in the short term with the aid of food in the famine period from March to April each year. P3A intitutions have no institution related to food insecurity are transmigation service, food crop service, food security agency, farmer group and institutional P3A. The emergence of many healthy oil products in market has caused consumers to have different preference in choosing a product that suits their needs. Consumer’s decision in choosing a product is highly determined by attributes attached to the product. The purpose of this study was to analyze consumers’ attitude in buying VCO oil, to determine stages involved in a decision made by consumers when buying VCO oil, and analyze VCO oil attributes that are mostly considered by consumers. Methods of data analysis were chi square analysis, fishbein analysis, and descriptive analysis. Results of the study showed that the consumers’ attitude towards VCO oil was positive and they agreed with the product. The consumers also had positive preference to VCO oil. Stages involved in the consumers’ decision-making were identifying their needs by searching for the advantages, directly seeking for information to sellers, alternative buying decision that was influenced by peers and relatives, post purchase evaluation. The attributes of VCO oil that received most consideration from consumers were consecutively the followings: health benefits 77.50percent, distinctive aroma of coconut oil 75 percent, water clarity 73.75 percent, quality and packaging 72.50 percent, and price and availability 71.25 percent.Keywords: VCO; preference; attitude; product attributes

The development of hybrid corn is a national program in order to achieve the target of corn self-sufficiency. One of the government supports is the issuance of the Government Purchase Price Policy (HPP) through the Minister of Trade Regulation Number 27 / M-DAG/PER / 5/2017 concerning Reference Price for Purchasing Corn. This HPP policy aims to maintain corn availability, price stability and certainty so that the price of corn at the farm level does not fall when the harvest is overflowing. This study was conducted in Konawe District, which is one of the areas of hybrid corn development in Southeast Sulawesi. The aim was to determine the response of hybrid corn farmers to the Government Purchase Price (HPP) policy in Konawe District. The result is the response of hybrid corn farmers to the Government Purchasing Price (HPP) policy in corn in Konawe. Regency is less than or equal to 50% which has a high response because farmers are still uncertain about the certainty of Bulog's purchase of corn and farmers prefer to sell their crops to the farm collectors who provide convenience to corn farmers include not applying water content requirements and purchases made directly to farmers.Keywords: response; price policy; corn

This study aims to analyze the factors that influence production and analyze the efficiency of allocation of the use of production factors on tomato farming conducted in Kapontori District, Buton Regency. Data collection was conducted in January-April 2019 with the survey method. A total of 67 tomato farmers were selected as samples using the simple random sampling method. Data were analyzed using multiple nonlinear regression with Cobb-Douglas production function followed by calculation of price efficiency. The results showed that the area of land, seeds, and fertilizers were factors of production which had a significant effect on tomato production. Tomato farming is on an increasing return to scale scale where increasing use of factors in the production of land, seeds, fertilizers, pesticides and labor simultaneously leads to a greater increase in tomato production. Production factor allocation efficiency analysis shows that the use of production factors in land area is not efficient so it needs to be added, the use of seed production factors is not efficient so it needs to be added, and the use of fertilizer production factors is inefficient so it needs to be reduced.Keywords: efficiency; production factors; tomatoes

This study aims to analyzing the implementation of broiler chicken business contracts, analyzing the factors that influence breeders to choose broiler breeding businesses with a partnership pattern, and comparing the finances between broiler business farmers in partnership with independent pattern broiler chicken businesses Kendari by using 66 respondents determined through the census method. Data is estimated by; descriptive analysis, binary logistic regression analysis and analysis of independent sample t test. The results showed that: the level of implementation of chicken business contracts in Kendari City depends on the high category, which means that the implementation of the contract has been going well, but some attributes still need to be improved, including three variables related to farmers to choose a broiler chicken business through a partnership pattern, namely; the level of income of independent farmers is higher than the level of income of farmers in the partnership pattern per maintenance cycle. The study was conducted from January to December 2015 in Andomesinggo Village, Besulutu District, Konawe Regency and Lambandia Village, Lambandia District, East Kolaka Regency. The study aims to examine the production and income of cocoa farming after the GERNAS Kakao program has been implemented. Determination of respondents was carried out in census. Data collected were analyzed descriptive quantitatively. The results of the study show that GERNAS Kakao program has been able to significantly increase cocoa farming production. The average production of cocoa farming in Southeast Sulawesi in 2015 was 871.80 kg per ha while the average production of cocoa beans produced by farming in the GERNAS Kakao program was 1,000.78 kg per ha. This study aims to analyze the level of inequality of agricultural development in the region of Southeast Sulawesi. The data used in this study is the type of secondary data that is time series and cross section (panel data), with period time of 2010-2015. Research variables consisted of GDP of agriculture sector, direct government expenditure, local income, and labor of agriculture sector, which then analyzed with Williamson Index approach. The results showed that the level of inequality of agricultural sector development in the mainland in Southeast Sulawesi (Konawe, Kolaka, Kendari, Konawe Selatan, Bombana, North Kolaka, North Konawe and East Kolaka) were generally high. This can be seen from the value of Williamson Index in 2010-2011 ranged from 0.4827 to 0.6607. Therefore, it is necessary to plan and policy in directing agricultural investment allocation towards a more balanced economic progress throughout the region.Keywords: Williamson index; high inequality; agricultural sector

The local institution of mini purse seine is a rule in the mini purse seine group that regulates the cooperation between skipper and labor in catching fish in the waters of Buton strait. In 2010, the number of mini purse seine in Lagasa Village was 40 units and continued to decrease to 30 units in 2017, the number of mini purse seine 30 units. This happens because the skippers sell their fishing gear to the other party as they do not have labors that do fishing. This study aimed to assess the capacity and role of local mini purse seine institutions in fishing in Buton strait waters, Duruka district, Muna Regency. The method of analysis used in this study is descriptive qualitative analysis with the skippers and labors of mini purse seine as the main informant. The results showed that the institutional capacity affecting the sustainability of mini purse seine fishing equipment is the presence of labor. The lack of labor in mini purse seine is caused by low catches, autocratic and symbolic leadership style of the skipper, and violation of the rule of catch fish. The institutional group of mini purse seine has a role in forming cooperative groups in fishing, establishing fishing business units, and advising Lagga Village Government in solving fishing problems in Buton strait waters. In 2010, the number of mini purse seine in Lagasa Village was 40 units and continued to decrease to 30 units in 2017, the number of mini purse seine 30 units. This happens because the skippers sell their fishing gear to the other party as they do not have labors that do fishing. This study aimed to assess the capacity and role of local mini purse seine institutions in fishing in Buton strait waters, Duruka district, Muna Regency. The method of analysis used in this study is descriptive qualitative analysis with the skippers and labors of mini purse seine as the main informant. The results showed that the institutional capacity affecting the sustainability of mini purse seine fishing equipment is the presence of labor. The lack of labor in mini purse seine is caused by low catches, autocratic and symbolic leadership style of the skipper, and violation of the rule of catch fish. The institutional group of mini purse seine has a role in forming cooperative groups in fishing, establishing fishing business units, and advising Lagga Village Government in solving fishing problems in Buton strait waters.
