In the present paper, we have developed the theory of a massless spin 2 particle. We apply the matrix equation in Minkowski space-time, specifying it in cylindrical coordinates t, r, φ, z and tetrad. By diagonalizing energy operators, the third projection of total angular momentum, and the third projection of linear momentum, we derive the system of 39 differential equations in a polar coordinate r. In order to resolve this system, we apply the Fedorov–Gronskiy method based on the projective operator method. In accordance with this method, the dependence of all 39 functions is determined only by five different functions of the polar variable r that in the considered case are expressed in terms of Bessel functions. We find the explicit form of six independent solutions of the basic matrix equation. In order to eliminate gauge degrees of freedom, we use the general structure of gauge solutions according to the Pauli-Fierz approach, when the gauge solutions for the spin 2 field are constructed on the basis of the exact solution for a massless spin 1 field (in Bessel functions as well). In this way, we find the explicit form of two independent gauge solutions for the spin 2 field. In the end, we derive the explicit form of two gauge-free solutions for the massless spin 2 field, as should be expected by physical reason.

Due to the complexity of modeling and the need to apply a number of assumptions, the study of the influence of the energy characteristics of the striking element on the results of the action on the target is usually carried out by empirical methods. Various types of objects, both biological and non-biological, have been and continue to be used in experiments for many years to simulate the processes accompanying the formation of gunshot wounds A method of establishing a connection between the characteristics of the striking element and the results of its action on the target is proposed. The method consists in researching the effect of an impacting element with the same energy and other characteristics on a biological target and a target imitator, followed by establishing the correspondence of the damage of the target imitator to the damage of the biological target. This approach makes it possible to conduct statistically large empirical studies in artificial conditions with variation of input parameters on target simulators and to spread the obtained results to biological objects with appropriate experimental verification, but through a relatively small number of repetitions. A key requirement for target simulators is a uniform response to the impact of a striking element with the same set of energy and other characteristics. Known imitators of the target have different characteristics both in absolute values and in terms of stability, so the question arises of choosing a rational type of imitator of the target for certain studies. An analysis of the properties of non-biological target imitators, including gelatin, soap, plasticine blocks, Pankratov's target, and ballistic gel blocks, was carried out. The choice of blocks made of ballistic plasticine as a target imitator for studying the effect of striking elements of non-lethal kinetic weapons is substantiated. The results of preliminary experimental studies of the influence of the temperature of ballistic plasticine «Beschussmasse» on the volume of the final cavity due to the action of the impacting element are presented. The research results indicate the significance of such an impact and the need to establish the dependence of the volume of the final cavity on the temperature of the block material and the kinetic energy of the impacting element.

Computer simulation of electromagnetic wave scattering on a shielded periodic reflector system, with a special period structure is considered. The electrodynamic reflective structure consists of a screen and a periodic system of strips. The cross-section of the strips is a system of segments formed by the principle of constructing a generalized Cantor set at each of the periods. Іt was used a mathematical model based on the reduction of the initial boundary value problems for the Helmholtz equation to systems of singular integral equations. The choice of this approach did not require analytical calculations when changing the number of lattice elements. Using this approach, it was not necessary to make changes to the computer implementation of the algorithm. The computer experiment has proved the possibility of applying the discrete singularities method computational scheme for the considered structure. It is proved that the structure constructed according to the proposed principle has the properties of broadband and multimode for the studied values of the structure parameters. In particular, for the studied structures, the resonance occurred when the wavenumber was changed from 0 to 50, with a significant increase in amplitude occurring at harmonics with numbers up to 40. This phenomenon led to a complex structure of the lines of the absolute values of the amplitude of the scattered electric field above the grating. The presence of small areas with an increase in the amplitude of the scattered field by a factor of 5-6 compared to the amplitude the incident electromagnetic wave was observed. These properties show practical interest in the use of this type of antennas to improve electronic camouflage and tactical radio communications. In the future, it is planned to conduct computer simulations for imperfectly conducting structures and compare the results with the numerical results for the ideal case discussed in this paper.

One of the greatest and most terrible calamities for humanity throughout history has always been war. It is accompanied by significant material and human losses, contributes to the spread of other disasters, slows down the development of mankind and generally raises serious questions about the possibility of further survival of people on planet Earth. Every year, the power of weapons becomes more powerful, and the consequences of their use are more and more terrible. As a result of russia's armed aggression and the terrorist nature of hostilities, a large number of explosive objects remained on the territory of Ukraine, which for one reason or another did not explode. This creates real serious threats to the normal life of the population. In the post-war period, an urgent problem will be a complete survey of dangerous areas and infrastructure facilities for the presence of explosive objects, detection, neutralization and their destruction. The implementation of a set of measures for humanitarian demining requires clear planning and organization of all works for the disposal and destruction of unexploded ordnance. At the same time, a well-founded approach to technical support, training of relevant specialists of various types, time calculations of work deadlines is necessary. The article has developed a methodology for calculating the required number of specialists and technical equipment for humanitarian demining dangerous territories of Ukraine, which allows to estimate the general term of solving this problem, the number of personnel and technical equipment to perform the necessary work. If necessary, the proposed mathematical apparatus allows solving the inverse problem as well: based on a specific deadline for solving the problem, estimate the required total number of personnel and the required total amount of technical equipment to perform the work in the allotted time. A control algorithm for the implementation of this technique is proposed, which includes 18 blocks placed on 6 hierarchical levels and connected by direct and feedback links. This makes it possible to implement the developed methodology in the real conditions of the performance of the assigned tasks.

Assessment of the quality of traffic management and design solutions in the field of traffic management in cities, complex systems for organizing the movement of cities with a population of more than 100 thousand people residents, temporary schemes of organization for the period of overlapping of significant sections of the street network is combined with the need to take into account a large amount of data to resolve contradictions of uncertainty of an objective and subjective nature. Taking into account the variety of factos to assess the effectiveness of the organization and management of traffic is possible only for small sections of the street network using advanced information technologies to improve the quality of automated traffic management through the implementation of optimization principles. The effectiveness of traffic management can be assessed by many factors that depend on its management. As an objective function of traffic management, a number of authors suggest using the following values: the number of road accidents, socio-economic damages from road accidents, the amount of harmful substances, the total travel time along the route, the number of stops per trip, the skip rate, the average delay of the crew per cycle, the average downtime, connection speed, traffic intensity, etc. The proposed calculations of the amount of the total risk and the average length of a person's life, which use basic normative data, allow to give a quantitative assessment of the danger of atmospheric air pollution. In this regard, environmental risk can be applied as an objective function of traffic management. As can be seen from the above results, both the environmental risk, and the time the car travels from one point to another, and fuel consumption are determined depending on the delays of vehicles in front of regulated intersections. Therefore, it is advisable to recommend as a target function for optimizing traffic management the value of the total time of vehicle delays in front of intersections of the urban street network in one cycle of regulation.

The experience of military conflicts of the last decades has shown the constantly growing role of armored wheeled vehicles (AWVs). In recent years, a significant number of AWVs of various purposes have been developed and adopted by the security forces of Ukraine: armored personnel carriers; carriers of anti-tank weapons, anti-aircraft weapons, mortars; machines of radio-electronic intelligence and radio-electronic warfare; medical evacuation vehicles, etc. AWVs that deliver personnel to the battlefield, provide their fire support, or are equipped with powerful weapons and other combat equipment are being the priority targets for the enemy. AWVs damages significantly reduce the probability (or completely makes it impossible) to perform a specific combat task, therefore there is an objective need to ensure a certain minimum level of survivability of an armored wheeled vehicle in order to preserve its combat capability and ensure the performance of the intended tasks. Therefore, the purpose of the article is to create a methodology for ensuring a given level of combat survivability of armored wheeled vehicles. A technique for ensuring a given level of combat survivability of AWVs has been developed. It allows to obtain combat survivability indicators that correspond to a given level of combat survivability by the consistent improvement of the vehicle operational characteristics. The methodology can be used to form the requirements for the technical characteristics of armored wheeled vehicles at the stage of their development and modernization, as well as to assess the compliance of the existing AWVs with the requirements for combat survivability. The direction of further research is to study the impact of other armored wheeled vehicles properties on combat survivability.

The article is devoted to the analysis of the state of regulatory and legal regulation of the activity of the fuel and lubricant supply service of the State Border Guard Service of Ukraine. The official duties of the officials of the fuel and lubricant supply service are determined by the Statutes of the Armed Forces of Ukraine, the order of the Administration of the State Border Guard Service of Ukraine dated June 24, 2008 No. 544 "On the approval of the Guidelines on the provision of fuel to the bodies of the State Border Guard Service of Ukraine", as well as the order of the Administration of the State Border Guard Service of Ukraine of the Border Service of Ukraine dated December 21, 2020 No. 134 "On the approval of the Advisor on military (ship) management of the State Border Service of Ukraine." The review of the regulatory legal support of the fuel and lubricant supply service of the State Border Guard Service of Ukraine made it possible to establish that the duties of the officials of the fuel and lubricant supply service include tasks related to: monitoring the quality and proper use of fuel, planning the necessary efficiency measures and feasibility of using and saving fuel; organization of maintenance, improvement and operation of fuel warehouses, filling stations and other subordinate fuel service facilities in accordance with current regulatory documents; ensuring proper use, maintenance and storage of technical means; organization and maintenance of accounting and reporting on fuel service; collection, delivery and proper use of spent oil products, etc. The procedure for performing these tasks must be regulated by relevant departmental acts. At the same time, the governing documents of the State Border Service of Ukraine and the Ministry of Internal Affairs of Ukraine do not define the procedure for performing the specified tasks. According to the authors, it is the task that regulates the order and conditions of storage of fuel and lubricant materials, special liquids at fuel warehouses and filling stations; tasks of fuel quality control; maintenance of technical means of the fuel and lubricant supply service are fundamentally important for the high-quality organization of the activities of state border protection units and must be regulated for the high-quality performance of official duties by officials of the State Border Service of Ukraine, who are assigned the tasks of organizing and managing the military (ship) economy.

One of the ways to increase the maneuverability of the wheeled vehicles of the National Guard of Ukraine is to use a four-axle wheeled chassis with two turntables, which will allow the machine to turn with the smallest radius, move crab, sideways and turn around its own vertical axis. The creation of such a chassis is associated with a large amount of various experiments and tests of the finished sample. The development of computer technology and technologies has led to the creation of software applications for computer (simulation) modeling, which allow research and study of the properties of technical objects and systems under different conditions. The article developed a digital model of the chassis of a four-axle machine with two turntables and identified its features. For modeling, a powerful package of solid modeling Autodesk Inventor was chosen, which provides a comprehensive flexible set of tools for 3D design, visualization, instrumentation, analysis and calculations. When building a general 3D model of the chassis, the main features of the layout of parts and assemblies of this wheeled vehicle were taken into account. The forced rotation of the wheels and the rotation of the platforms were modeled by entering the value of a single parameter or setting using a graph. Depending on the needs of the experiment, graphs were set for displacements, speed or acceleration. In the course of a visual experiment, a simulation of the maneuvering of a four-axle vehicle was carried out for three options: turning the chassis to move in the opposite direction; changing the direction of movement through the turn of the chassis is a difficult maneuver; turning the chassis for sideways movement. The analysis of virtual studies showed that the control of the front, rear or both turntables is a promising way to increase the maneuverability of wheeled vehicles. In addition, the created computer prototype allows you to determine the main characteristics of the future product, carry out analysis, upgrade and necessary modification, set the desired trajectory of movement, including when passing through obstacles.

The paper substantiates the urgency of using methodological recommendations for calculating the fuel consumption to find the public utility needs solutions in the field conditions, which is an integral component of housing maintenance in the general system of logistics support of troops. In order to create normal living conditions, to cook hot food, to maintain a favourable temperature regime inside the buildings and warming posts for personnel, at duty stations, it is necessary to have a scientific and methodological apparatus that will allow to make the correct and well grounded decision on units’ fuelling to find the public utility needs solutions in the field conditions. Especially when performing combat missions, the timely and uninterrupted solution of public utility issues plays a significant role in increasing combat readiness and maintaining a high morale and psychological condition of servicemen. The final result of calculating the fuel requirement to find the public utility needs solutions is influenced by a large number of various factors that must be taken into account when conducting appropriate calculations and planning and organizational measures. With the help of the proposed expressions, it is possible to determine the fuel consumption for public utility needs, for hot food cooking both for a separate duty station (subunit) and for a military unit (grouping) as a whole.
