Challenges to Thailand’s Negotiating Strategy in the Thai–China High-Speed Railway Project 泰中高铁项目对泰国谈判策略的挑战

The Thai-China High-Speed Railway (HSR) project that connects Thailand, Laos and China is part of the Thai domestic strategy and China’s Belt and Road Initiative. Thailand aims to become a regional logistic hub, while China plans to expand her connectivity with Southeast Asia. Approved in 2010, the project started construction in December 2017. Aside from the domestic political conflict, the HSR project was delayed by Thailand’s attempt to negotiate with China.

What are the prospects for the Belt and Road (BRI) in the Philippines? How will Marcos’ foreign policy impact BRI projects in the country? The authors argue that the BRI’s prospects are less optimistic now because (i) the Philippines’ experience with Chinese infrastructure projects during Duterte’s time was not overwhelmingly positive and (ii) China continues to occupy the West Philippine Sea. China’s BRI missed its chance of capitalising on the political climate during the Duterte administration.

US President Joe Biden has launched the Indo-Pacific Economic Framework (IPEF) to maintain US leadership role in the Asia-Pacific region. IPEF composes of “four pillars”: interconnected economy, resilient economy, clean economy and fair economy. The Biden administration actively seeks the support of allies around these four key areas to build an economic “united front” against China and form the main institutional instrument for the United States to compete with China in the region.

China and Pakistan have promoted the China-Pakistan Economic Corridor (CPEC) to Afghanistan after the Taliban took over. China aims to help Afghanistan improve its security situation and expand the Belt and Road Initiative, while Pakistan hopes to expand its strategic depth in Afghanistan against India and to prevent the Tehrik-i-Taliban Pakistan from extending its influence. However, Afghanistan faces multiple challenges in the CPEC, including the turbulent security situation and intervention from the United States, India and other countries.

After Anwar Ibrahim assumed office in November 2022, Malaysia’s China policy, including its stance towards the Belt and Road Initiative (BRI), was again thrust into the limelight. This paper analyses Malaysia’s responses towards BRI since 2013 and argues that the “shift” is not to abandon its cooperation or adjust its overall foreign policy with China, but to cater for two sets of domestic considerations – the need for development and inter-elite competition, and eventual regime legitimation.

The Gulf is now a focal point in the strategic rivalry between the United States and China. US China policy has shifted from engagement to strategic competition. US and China engagement in the Gulf is characterised by overlapping interests, distinctive roles and changing patterns. This article proposes ways for the United States to manage strategic competition in the Gulf responsibly, thereby moving away from nascent competition and further mutual distrust and hostility in the region.

This article analyses China’s fast developing digital economy and its strategies for bolstering six key technologies: 5G (and 6G), cloud computing, Artificial Intelligence, Big Data, Blockchain and Virtual Reality/Augmented Reality. It explores how these digital technologies are reshaping the traditional industries and expanding the digital industrials. Besides infrastructure development, future China-ASEAN cooperation could give priorities to cooperations in some specific fields between China and some ASEAN developing countries.

Taiwan’s long-term development in digital government has set a strong foundation for its transformation to one that is empowered by artificial intelligence (AI). This article introduces five applications of AI that the Taiwan government uses for different tasks and how government agencies implement them and overcome challenges. A demand-oriented AI enables civil servants to upgrade skills, and improve government’s functions, services and value added. This article provides practical insights on how human–AI collaboration can enhance government capabilities and create a positive feedback loop to the bureaucratic system.
