A Study on the Evaluation index and Components of ESG Management of Culture and Arts Organizations 文化艺术机构环境、社会和公司治理管理的评价指标和要素研究

This study examines how ESG management, a new paradigm for corporate growth, can be applied to cultural and artistic organizations to achieve sustainable development. In particular, it was reviewed how to apply the core elements of corporate ESG management to cultural and artistic organizations and how to construct evaluation indexes components applicable to cultural and artistic organizations These ESG evaluation indexes secures the organization's competitiveness, self-sufficiency, and stability, and preemptively predicts crises and risk factors in the organization's operation. Four categories(environmental management goals, setting performance topics, energy, waste) in the environmental(E) domain, four categories(labor, diversity and gender equality, industrial safety, community) in the social(S) domain, four categories(whether the board of directors is formed, the rights of members, ethical management) were presented, and seven, ten, and eight specific diagnostic items were presented for each area. Furthermore, it is proposed that the evaluation index constructed in this way can be used as a fair judgment criterion by using the constructed evaluation factors when deliberation of investment and support by companies and public support organizations. If cultural and artistic organizations execute and evaluate ESG management using the index system and diagnosis items studied in the future, they can be equipped with competitiveness and self-sufficiency based on sustainable management in the market. In addition, culture and arts will be able to play a role in leading a sustainable society.

Gwangju ‘5·18 Road’ Branding Analysis Through the City Branding Mix Elements: Focusing on the OIPTCR Mix Elements 通过城市品牌组合要素分析光州 "5-18 道路 "品牌:聚焦OIPTCR组合要素

This study started from the perspective that '5·18 Road' can play an important role in city branding in Gwangju. Based on the theoretical consideration of city branding strategy elements, the purpose of this study is to derive city branding mix elements and indicators, and apply them to systematically and comprehensively analyze the branding status of Gwangju 5·18 Road. The research contents include deriving the 'OIPTCR City Branding Mix Indicators' through the existing OIPTCR mix elements and city branding strategy elements research, arranging the process of promoting 5·18 Road, analyzing the current status of 5·18 Road branding, and deriving implications. The research method focused on literature research and content analysis, and case study applying empirical marketing and normative marketing methodology. As a result of the study, the 'OIPTCR City Branding Mix Indicators' (a total of 24 indicators, that is, 4 organization, 4 image, 5 product, 4 target, 4 channel, and 3 region), which are mix indicators for each element according to six elements of city branding mix (organization, image, product, target, channel, and region), was derived. As a result of applying and analyzing this to 5·18 Road, the project was promoted around a total of 18 indicators, and 6 indicators (1 organization, 2 image, 3 target) were found to have no project. The implications of this study are that it can contribute to the discussion of branding mix theory by deriving new city branding mix indicators, and that it can practically help revitalize the 5·18 Road business by theoretically, systematically, and comprehensively analyzing the current status of 5·18 Road branding.

Cultural Entrepreneurship in Adverse Times: Lin Hwai-min, Founder of Taiwan Cloud Gate Dance Theatre 逆境中的文化创业:台湾云门舞集创办人林怀民

This study explores the founding and development process of Cloud Gate Dance Theatre, the first professional modern dance company in Taiwan, established in 1973 by Lin Hwai-min(1947. 02. 19.~ ). This research has two main focuses. First, it analyzes the lasting imprint of the historical and social context of Taiwan in the 1970s on the development of the dance company. Second, it examines the role played by Lin Hwai-min as a cultural entrepreneur in the formation of Cloud Gate amidst the challenges of the era. Based on existing literature and prior research, this study analyzes how Lin Hwai-min integrated Taiwan's unique historical experiences and collective emotions with modern dance to establish the unique aesthetic identity of the dance company. Applying the theory of organizational imprinting and the concept of cultural entrepreneurship, the research deeply investigates how the socio-political climate of Taiwan in the 1970s influenced the establishment and early growth of Cloud Gate. It examines the impact of Taiwan's complex socio-political environment and the changes of that period on the organizational imprint, and highlights the significance of Lin Hwai-min's entrepreneurial approach in forming the aesthetic identity of Cloud Gate. The findings of this study provide sophisticated insights into understanding the identity formation of cultural and artistic organizations within a broader socio-historical context and emphasize the interaction between external environments and entrepreneurial spirit in shaping cultural institutions.

A study on Nam June Paik's Electronic Super Highways : Focusing on the report 「Media Planning for the Post Industrial Age」(1974) and Paik's practice 研究白南准的 "电子超级高速公路":以《后工业时代的媒体规划》(1974 年)报告和白南准的实践为重点

This paper is based on a report written by Nam June Paik in New York in 1974 and submitted to the Rockefeller Foundation, 「Media Planning for the Post Industrial Society: Only 26 years left until the 21st Century (1974)」, and revisits the concept of “Electronic Super Highways”, which Paik first advocated in the report and made his life's work, along with his role as a consultant for the Rockefeller Foundation. Starting with questions such as: why did Paik write multiple reports, how were the concepts and proposals in the reports implemented, and what were the results, the study draws attention to his consultant practices and suggestions that are relatively undiscussed in the evaluation of Paik. This study examines the key concepts and policy proposals of Paik's report as a primary source and explores the artist's perspective on a different layer from the analysis of his artworks. In particular, it analyzes Paik's vision as an artist and consultant in the midst of revolutionary social change in New York as a clue to the context in which the report was written. Paik's role as a consultant to universities, broadcasters, and the private foundation leads to the conclusion that the close links between funding for Television/Video/Film, video artists, museums, and cultural policy have contributed to the realization of his idea of the Electronic Super Highways. This study restores his consultant practice to a meaningful place in current evaluations of Paik, and captures the influence of the artist's expanded practice on the development of video art and institutional changes in art museums in the 1970s.

Analysis of Generation Z’s Awareness of Regional Problem : Problem Solving through Design Thinking Z 世代对地区问题的认识分析:通过设计思维解决问题

The difference between the metropolitan and non-metropolitan areas significantly impacts life satisfaction in terms of jobs, transportation, culture, and living facilities. The population in the metropolitan area constitutes 50.4% of the total, with 113 regions facing population decline. Various policies aimed at addressing regional disparities have proven ineffective, necessitating alternative approaches. Analyzing problem perceptions at the regional and generational levels is crucial for alternative policies considering regional imbalances and the concept of living population. Notably, the involvement of Generation Z, the future generation deciding where to settle, in identifying regional issues can have a long-term positive impact on solving these problems. In this study, we analyzed cases of problem-solving involving the participation of local residents and conducted a comparative analysis by executing a project where Generation Z directly identified regional problems through Design Thinking. To analyze regional issues, the “Regional Issue Resolution Platform” project executed by the Ministry of the Interior and Safety in 2023 was selected. Forty-seven cases from six regions—Ulsan, Busan, Gangwon, Daejeon, Jeonbuk, and Gwangju—were collected and analyzed. The process of Generation Z identifying regional problems took place through Design Thinking, with university students exploring and investigating the Pyeongtaek and Anseong regions directly for 15 weeks. The research findings revealed that while local residents focused on the ‘Social Safety and Community' category among the four, Generation Z emphasized ‘Urban Regeneration and Recovery' out of the five categories. Additionally, Generation Z, as a living population, considered the previously overlooked ‘transportation' issue as significant. In summary, Generation Z not only recognized problems identified by local residents but also discovered more diverse issues. The significance of this research lies in anticipating that the problem identification from the perspective of Generation Z observers will provide alternative solutions for future regional issue resolutions and attract the young population.

Korea's cultural city project has been promoted since 2019 by the Ministry of Culture, Sports and Tourism. Although this project has been in progress for four years, there is little empirical analysis of performance or effectiveness. Chuncheon City was selected as a preliminary cultural city in 2019 and then designated as a cultural city in 2020. The purpose of this study is to empirically analyze the social effects of the Chuncheon Cultural City project “Dosiga Salon”. This study established factors at the individual level(cultural enjoyment, happiness, domiciliation factors, awareness of exchange, connectedness), regional level(social capital), and project level(recognition of program effectiveness). In addition, the effect was estimated based on the accumulated experience of the program(frequency or period of program participation). The survey was conducted on 260 space owners, professionals, and residents who participated in this project, and social effects were analyzed through independent sample T-Test and one-way ANOVA. As a result of the analysis, the group that participated in this project frequently or for a long time generally had a higher average score than the group that did not participate, and the results were statistically significant. These results show that the cultural city project is leading to positive changes in local residents. The results were consistent with the goals of the cultural city project: ‘expanding the enjoyment of culture by local residents’ and ‘creating a local cultural foundation and strengthening capabilities’. Based on these results, we proposed the need to establish a mid-term plan for this project, develop community programs, and build social capital.

Survey Results of Local Cultural Mediators' Working Conditions and Tasks for Improving Their Working Environment 地方文化调解员工作条件和工作环境改善任务调查结果

This study aims to investigate the working conditions of cultural mediators in Jeonbuk and explore ways to improve their working environment as a specialized professional group. The study surveyed 203 individuals, excluding public library employees, among the entire staff of cultural facilities, including employees (5 cities and counties, 1 in Jeonbuk), with proportions determined by facility and institution. When compared to the results of the 2012 survey, the total monthly salary in 2023 has increased by 52.5%. The total number of working hours decreased with time. While the legal maximum working hours used to reach 208 hours in the past, it decreased to a level similar to the average working hours of other occupations in 2023. Under the same conditions, men had a total monthly salary of 195,342 won higher than women in the 2012 survey, indicating gender discrimination. However, there was no statistically significant difference in total monthly salary based on gender in the 2023 survey. There was a wage gap based on education in the 2012 survey, which was interpreted as an indicator of professional recognition. However, there was no statistically significant difference in total monthly salary based on education in the 2023 survey. Based on the results of the working conditions survey, interviews with workers, and relevant literature research, this study recommends two strategies for enhancing the working environment of cultural mediators. First, it suggests establishing the identity of the professional occupation and creating an environment where they can act as professionals. Second, it recommends realizing fair compensation and strengthening welfare benefits.

A Study on Relationship between the Cultural Budget and Local Policy Orientation 文化预算与地方政策取向关系研究

South Korea's challenges of low birth rates and an aging population are progressing at the fastest pace compared to other countries, leading to significant societal issues due to rapid demographic changes. These problems are particularly severe at the regional level. To mitigate regional extinction, it is crucial to develop specific funding utilization strategies tailored to the conditions of region to enhance competitiveness. As population issues intensify, local governments are actively investing in the cultural sector to secure regional competitiveness. This study aims to analyze how cultural budget varies according to the characteristics of local governments with the assumption that local policy decision-makers allocate funds reasonably. We collected data on cultural budget, population, geography, and economic characteristics of 226 local governments nationwide. and empirically verified that policy orientation in cultural policy varies according to regional characteristics. The results showed that local governments located in the metropolitan area with a relatively low population decline rate had a higher culture budget allocation for welfare, while local governments located in provinces with a higher population decline rate had a higher budget allocation for development such as tourism and cultural heritage. Additionally, regions with a higher proportion of cultural arts budget showed a higher quality of life, while local governments with higher budget allocation for tourism had a statistically estimated correlation with residents' income. We hope that the results of this study provide valuable insights for understanding the cultural policies of regions facing a population crisis.

An Exploratory Study on Performance Indicators of Arts and Cultural Social Enterprises 关于艺术和文化社会企业绩效指标的探索性研究

Arts and cultural social enterprises are organizations that create diverse social values through cultural activities. This study aims to explore performance indicators for arts and cultural social enterprises to enhance our understanding of their performance and investigate their sustainability. To this end, we reviewed and synthesized literature on arts and cultural social enterprises both domestically and internationally, focusing on the Social Value Index (SVI) and the Art & Culture Social Performance Evaluation Model (ARC-SPEM) currently in use. This synthesis informed the proposal of new performance indicators spanning social, economic, and artistic dimensions. Subsequently, a survey among arts and cultural social enterprise experts and a hierarchical analysis process (AHP) were conducted. The analysis highlighted the relatively recognized importance of social performance indicators compared to economic and artistic ones. ‘Cultural welfare and appreciation’ and ‘arts and cultural education’ emerged as priorities in the social dimension; ‘providing jobs for artists’ was prominent in the economic dimension; and ‘art as a social activity’—which employs art to generate diverse values— was underscored in the artistic dimension. However, a case study on the current performance measurement practices of arts and cultural social enterprises in Korea revealed inconsistencies in the criteria, terminology, and categories used across organizations, along with a lack of comprehensive quantitative and qualitative data for appropriate performance assessment. We conclude that to ensure the sustainability of arts and cultural social enterprises, it is crucial to concurrently consider the peculiarities of art jobs, donations and sponsorships, service-oriented activities, and genre-specific value chains from social, economic, and artistic perspectives. Furthermore, artistic performance indicators not only impact artistic outputs but also influence social and economic outcomes, highlighting the need to acknowledge each organization’s unique artistic nature. This study’s significance lies in its systematic and comprehensive identification of performance indicators, acknowledging the unique attributes of arts and cultural social enterprises. It provides a foundation for revisiting previously overlooked performance metrics and facilitates communication with various stakeholders by introducing new artistic performance indicators tailored to the arts and cultural sector.

Does Accreditation of Museum Contribute to Attracting More Visitors? : Focusing on Accreditation of National and Public Museum 博物馆认证是否有助于吸引更多参观者? 以国家和公共博物馆认证为重点

Museums play an important role in the development of cultural and artistic disciplines and contribute to the cultural enjoyment of the general public. As such, museum visitors are important for brand building and marketing, expanding cultural enjoyment, public contribution, and active communication. Korean museums have been focusing on improving the quality experience by holding interesting exhibitions and programs and acquiring new collections. To ensure the quality control and operational efficiency of museum exhibitions, Korea has legally required public museums to participate in evaluation and certification since 2017 and national museums since 2020. If museum accreditation is considered as a signal that a museum will provide a desirable experience, it might be able to secure visitors by responding to it. This raises the question of whether efforts to improve museum quality, as represented by accreditation, lead to increased museum attendance. To examine the impact of accreditation on the number of visitors to national and public museums, the study conducted a double difference analysis and a panel analysis between the years 2013-2021. The study found that the Difference in Difference analysis did not show a significant difference in the number of visitors to museums before and after accreditation, but the fixed effect analysis showed that the number of visitors to public museums increased significantly in the year of accreditation and then decreased significantly in the following year. The study result suggests that accreditation had a temporary signaling effect, but it did not fundamentally change attendance. There is a need for increased publicity about certification and measurement of the effectiveness of certification in attracting visitors, as well as increased incentives for museums to participate in certification.

{"title":"Does Accreditation of Museum Contribute to Attracting More Visitors? : Focusing on Accreditation of National and Public Museum","authors":"Bori Na","doi":"10.52564/jamp.2023.68.79","DOIUrl":"https://doi.org/10.52564/jamp.2023.68.79","url":null,"abstract":"Museums play an important role in the development of cultural and artistic disciplines and contribute to the cultural enjoyment of the general public. As such, museum visitors are important for brand building and marketing, expanding cultural enjoyment, public contribution, and active communication. Korean museums have been focusing on improving the quality experience by holding interesting exhibitions and programs and acquiring new collections. To ensure the quality control and operational efficiency of museum exhibitions, Korea has legally required public museums to participate in evaluation and certification since 2017 and national museums since 2020. If museum accreditation is considered as a signal that a museum will provide a desirable experience, it might be able to secure visitors by responding to it. This raises the question of whether efforts to improve museum quality, as represented by accreditation, lead to increased museum attendance. To examine the impact of accreditation on the number of visitors to national and public museums, the study conducted a double difference analysis and a panel analysis between the years 2013-2021. The study found that the Difference in Difference analysis did not show a significant difference in the number of visitors to museums before and after accreditation, but the fixed effect analysis showed that the number of visitors to public museums increased significantly in the year of accreditation and then decreased significantly in the following year. The study result suggests that accreditation had a temporary signaling effect, but it did not fundamentally change attendance.
