Empowerment or Exploitation? Ethical Engagement of Survivor Leaders in Anti-Trafficking Organizations 授权还是剥削?反贩运组织幸存者领导人的道德参与

In recent years, anti-trafficking organizations have increased the use of survivor voices in fundraising, direct service, and leadership. While empowerment is the goal, tokenism can be the outcome when organizations do not engage survivors ethically. This integrative literature review article provides an overview of the research on engagement of sex trafficking survivors in organizations leading anti-trafficking efforts in the United States and summarizes findings to emphasize ethical engagement practices from an organizational culture perspective. Overall, it is recommended that organizations ethically engage survivors in a variety of roles within the organization. To do this well, organizations should create opportunities for professional capacity building, enhancement of survivor leadership roles and responsibilities, and adoption of a trauma-informed and survivor-informed organizational culture to empower survivors.

Defining and Measuring Economic Development: A Literature Review and Outlook 定义和衡量经济发展:文献回顾与展望

Economic development is an increasingly popular topic in different research areas. However, there is not a definite, categorical, and settled definition for economic development, nor a comprehensive measure that is agreed upon. This study aims to fill this gap through a literature review of the scholarly publications 1950–2020 in all the English-language peer-reviewed journals in the subject areas of public administration and development. On this basis, the article identifies 19 themes as well as 14 types of improvements around which it is possible to group this multi-faceted topic. Specifically, the article highlights for each of the identified themes and types of improvements how economic development is defined and measured. In addition to that, our review reveals issues and research questions that go unaddressed. We conclude the article by providing our recommendations in this regard.

Unpacking the Volunteer Experience: The Influence of Volunteer Management on Retention and Promotion of the Organization 拆解义工经验:义工管理对组织保留与晋升的影响

Volunteers play a vital role in nonprofit organizations. While considerable research examines volunteer recruitment and volunteer management, less is known about how to manage volunteers in such a way that inspires volunteers to continue to volunteer and to promote the organization. Using original survey data, we examine how volunteer experiences influence retention and volunteer promotion of the organization using the Net Promoter Score (NPS). The findings suggest that investing in training is paramount, along with making volunteers from diverse backgrounds feel welcome and included. Organizational support, very likely, plays a role too, in that interactions with paid staff and experience with the organization are positive predictors as well. These findings along with qualitative feedback from volunteers offer new insights on how to help nonprofit organizations bridge recruitment and retention efforts.

Nonprofit Management Researchers’ Reconceptualization of Comprehensive INGO Accountability: Toward an Institutional Logics Approach 非营利组织管理研究者对非政府组织全面问责制的重新定义:从制度逻辑的角度

International nongovernmental organizations (INGOs) face greater accountability demands from various stakeholders, and from their beneficiaries in particular. This has initiated an academic discourse on a more comprehensive approach to INGO accountability to maintain their legitimacy. This article addresses two research questions: What is the current understanding of accountability of INGOs? And what are theoretical venues to strengthen future research on comprehensive INGO accountability? It does so by offering a systematic literature review of the current academic discourse on INGO accountability, and advances four propositions on what comprehensive INGO accountability entails. The review further highlights that INGO accountability is dynamic and complex. The article therefore suggests a theoretical foundation that accounts for these aspects to support researchers interested in further developing comprehensive INGO accountability. It demonstrates how an institutional logics approach allows conceptualizing INGO accountability relationships to a wider set of stakeholders, including to beneficiaries. It further allows advancing an effectiveness-oriented conceptualization.

Of course, #BlackLivesMatter (BLM) is about race. However, the ‘B’ in BLM refers to the victim’s race, not that of the officer involved in the interaction. Still, the discourse has primarily been framed as White law enforcement versus Black citizenry. The BLM social movement for racial justice began as a hashtag following the 2012 death of Trayvon Martin. In the following years, #BlackLivesMatter was used to bring attention to inequitable police interactions experienced by Black people, disproportionately resulting in death. The George Floyd case acted as a focusing event for the movement, where a Black victim was killed by a White police officer but calls for #BlackLivesMatter were not because the officer was White. In this essay, we argue that the police system is embedded with institutional racism at the organizational level (e.g., policies, procedures, climate) and that public trust in police is positional, not racial, indicating that systemic changes are required at the organizational level to improve police outcome equity.

Does Maslow’s Hierarchy of Needs Explain Volunteer Time Allocations? An Exploration of Motivational Time Allowances Using the American Time Use Survey 马斯洛的需求层次可以解释志愿者的时间分配吗?美国时间使用调查对动机时间允许的探讨

This study examines whether there is an optimal set point along Maslow’s (1943) hierarchy of needs associated with disaggregated forms of volunteerism. Taniguchi’s (2012) study examined major life domains (e.g., work, education, and religion) for associations with formal and informal volunteerism. An alternative approach is to include life domains with variables measuring motivational concerns to better identify time allocation patterns for disaggregated volunteerism. This study analyzed the results of 9,435 time diaries recorded on the 2019 American Time Use Survey (ATUS). The time allocated to formal and informal volunteerism associates with intermediate belongingness concerns. There is no association between time spent on self-esteem and self-actualization concerns and informal volunteering. Tertiary education as a baseline measure for self-actualization shares a weaker association than belonging with formal volunteering. The data suggest that research into maximizing formal volunteerism may be searching at the wrong point at self-actualization. Implications are discussed for motivating volunteerism.

Using Self-Assessments to Improve Board Performance and Build Nonprofit Capacity 运用自我评估提高董事会绩效,构建非营利组织能力

This paper presents the nonprofit board self-assessment tool as a valuable, formative addition to the toolkit of nonprofit stakeholders, including evaluators, who are focused on improving both board and organizational performance. Using self-assessment data from a study of 156 nonprofits, the study tested five hypotheses about the effectiveness of five nonprofit governance best practices: strategic planning, reducing ambiguity on the board, board giving, strong internal controls, and evaluating the chief executive officer. The study finds that some nonprofit management best practices are more effective than others when it comes to assessing board performance. Moreover, consistent with previous research, board members and CEOs occasionally view performance differently. The paper concludes with a discussion about how nonprofit organizations, evaluators, and others can use these findings, as well as self-assessment tools, to improve nonprofit board governance and strengthen organizational capacity.

Using self-assessment data from a study of 156 nonprofits, the study tested five hypotheses about the effectiveness of five nonprofit governance best practices: strategic planning, reducing ambiguity on the board, board giving, strong internal controls, and evaluating the chief executive officer. The study finds that some nonprofit management best practices are more effective than others when it comes to assessing board performance. Moreover, consistent with previous research, board members and CEOs occasionally view performance differently. Changing Systems, Changing Lives: Reflecting on 20 Years (The Nicholson Foundation, 2021) tells the story of the Nicholson Foundation and its approach to philanthropy in New Jersey and beyond, and from inception in 2002 to sunset in 2021. Far from a procedural description of grantmaking, the chapters of this volume lay out a rationale for why systems change is necessary and offers a roadmap and lessons learned for addressing social, economic, and health disparities. It explains for the reader that “government policies and safety net service systems are our society’s front-line response to the inequity problem” (The Nicholson Foundation, 2021, p. 5), and in doing so, makes a compelling case for ensuring that purposeful effort be focused on change at the systems levels. The stated goal of the foundation “was to augment or change these systems so that the services they provide individuals, families, and communities would be more accessible, more effective, and not work at cross-purposes” (The Nicholson Foundation, 2021, p. 116). This volume accomplishes this goal and serves as a call to action to other foundations, community organizations, and changemakers to undertake transformation so that systems provide accessible, effective and equitable services, and wellbeing can be achieved. This concise volume is essential reading for anyone engaged in making the U.S. a better place for children and families.

European Solidarity Corps Projects Responding to COVID-19: Implications for Future Crises 欧洲团结团应对COVID-19项目:对未来危机的影响

In 2020, the COVID-19 pandemic hit the world in an unprecedented way, affecting various areas of the economy and society, including nonprofits and volunteering. However, nonprofits and volunteering did not just face challenges due to the pandemic; they also played a role in dealing with it. This article focuses on the European Solidarity Corps (ESC), an EU initiative that promotes solidarity through volunteering in countries worldwide. There was a content analysis of all the ESC projects with pandemic-relevant keywords. Though the ESC requests for proposals in the first year of the pandemic did not address the pandemic, about 8% of projects explicitly named the pandemic as either a main or secondary reason for the projects. The ESC projects represent a way to relatively flexibly allocate public funding for local and international volunteer projects dealing with various humanitarian crises, such as COVID-19 or the war in Ukraine.
