Effect of Vote Buying in Nigeria: A Study of 2019 General Election 尼日利亚贿选效应:2019年大选研究

Purpose: Money has been very influential in determining the outcome of elections in Nigeria and other developing democracies of other countries of the world. This study investigated the effect of vote buying in Nigeria, a study of 2019 general elections. Specifically the paper sought to examine the extent to which vote buying has affected Nigeria’s democracy. Methodology: The study adopted is qualitative method of data collection and analysis where some informants with an experience and classified information on the subject matter were consulted for interview in addition to secondary sources. The paper adopted stokes theory of demand and supply in 2007. The data obtained was interpreted for analysis and findings. Findings: This study discovered that there was heavy use of money during the recent 2019 general elections and the outcome was affected by such brazen act given undue advantage to politicians who have the means to buy their way into power thus hindering the development of our democracy. Unique Contribution to Theory, Practice and Policy: The study concludes that until regulatory agencies and various stakeholders responsible for monitoring elections and sanctioning of offenders up their game in minimizing excessive use of money in Nigeria’s politics, it will continue to produce incompetent leaders which will lead to bad governance and abuse of power as witnessed today, Nigeria’s budding democracy will collapse into a moneyocracy under the weight of vote buying.

The EU Model of Socially Responsible Public Procurement 欧盟社会责任公共采购模式

Purpose: The object of this paper is an overview of the European Model of Socially Responsible Public Procurement for the purpose of knowing the civil servants involved in the public contracts and the prospective contractors about them. Public buyers spend more than 16% of the EU’ GDP. By using the Public Procurement effectively by contracting authorities, one can have positive social impact (such as the reduction of criminal rate because of the employment of ex-offenders or immigrants) and contribute to sustainable development. Socially Responsible Public Procurement, in other words, take into account social considerations in public contracts in order to achieve positive social outcomes through the purchasing power of the Public Sector. Methodology: Concise review of the most important Articles of Directive 2014/24/EU related to Socially Responsible Public Procurement in the European Union will be made. Findings:  Presentation of the most important articles of Directive 2014/24/EU on Socially Responsible Public Procurement Unique Contribution to Theory Practice and Policy:  For the first time, stakeholders in Socially Responsible Public Procurement will have a comprehensive overview of the institutional framework in place in the European Union to be able to develop relevant public policies (employment, social policy, etc.). This work hopes to become a reference point for both Social Economy Operators and Contracting Authorities, both to facilitate the access of the former to the EU public procurement market and to provide a basis for the development of initiatives to further improve this institutional framework.

Challenges of the Social Economy Action Plan for Greece in the Light of the Socially Responsible Public Procurement 从社会责任公共采购看希腊社会经济行动计划的挑战

Purpose: The purpose of the Communication is to present the action plan for the social economy in the European Union. Public procurement is a powerful tool for public authorities to spend public money in an efficient, sustainable and strategic way, especially in times of budgetary constraints (EU Commission, 2017). Annual spending on public procurement in the EU amounts to €2 trillion, so managing it effectively can save significant resources for public budgets and investments, while supporting social and environmental policies. A public procurement strategy requires a change of attitude from public authorities, so that public procurement is no longer seen as a mere administrative process, but as a tool to serve broader objectives and needs, while respecting the rules governing the EU (EU Commission, 2017). With this in mind we will refer to the Action Plan for the Social Economy in the EU (2021) in the light of Socially Responsible Public Procurement in relation to Greece. Methodology: Concise review of the Action Plan for the Social Economy in EU in the Light of the Socially Responsible Public Procurement. For this reason, we will refer to Socially Responsible Public Procurement, European policies supporting the Social Economy, and the EU Action Plan for its development. Then we will refer to the Public Procurement Strategy in Greece from the point of view of supporting Social Economy Entities. Findings:   Presentation of the challenges of the Public Procurement Strategy in Greece in relation to Socially Responsible Public Procurement and the Social Economy Action Plan by extension Unique Contribution to Theory Practice and Policy: The contribution of this paper is to inform stakeholders in Greece on the implementation of the Social Economy Action Plan of EU and its link to Socially Responsible Public Procurement. Through this link, the development of Social Economy Organisations can be supported on the one hand and on the other hand it can contribute to the sustainable development of the European economy and of Greece in particular.

Role of Parliament and Governance in Bangladesh: Problems and Prospects 孟加拉国议会和政府的作用:问题和前景

Purpose: This paper aims to critically evaluate the role of parliament in ensuring democratic governance as well as good governance in Bangladesh. The basic three functions of a parliament are a) law-making; b) representation; and c) oversight. Thus, parliament plays a crucial role in the development, people participation, rule of law, ensuring accountability and transparency, making laws and policies that promote good governance. Though Bangladesh has started its journey as a parliamentary form of government and past 48 years of its independence amid some(16) years of military intervention, however, the parliament of Bangladesh is not still effective to ensure the core elements of democratic or good governance by its three basic functions. Besides, the parliament of Bangladesh has been facing several problems and challenges to ensure its viability and effectiveness. The paper is a case-oriented qualitative study and based on secondary sources of materials. Methodology: The study adopted desktop literature Method Findings: The finding of this study is that a democratically elected parliament is the true voice of the people and responsible to the people which serves as the main platform of democratic governance. Besides, the quality of elections is crucial for a truly democratic parliament because parliaments can hardly fulfill their roles, specifically the role of representation, if elections are defective and controversial. Unique Contribution to Theory, Practice and Policy: The study concluded that parliament is should establish its functions through modernization by use of the latest technologies including ICT.

An Assessment of Boko Haram Crisis and the Socio-Political Development of Borno State, Nigeria 博科圣地危机与尼日利亚博尔诺州社会政治发展评估

Purpose: This research work attempt to examine the Boko Haram crisis in Borno State and how it undermines socio-political development, with Maiduguri being our case study. The work has five chapters, each chapter structured in analysing the Boko Haram crisis in Nigeria and how it affects the socio-political development of Borno State. Methodology:  the research developed twelve questions, these questions were administered in form of questionnaires to 400 people who were selected as a sample of the population primary and secondary data were used as a source of data while tables and percentages were used in organizing and presenting the data collected. Findings: The data analysis revealed that Boko Haram crisis has created so many backwardness, hatred, national disintegration and lack of unity in Nigeria. Unique Contribution to Theory, Practice and Policy: The researcher therefore recommended that for Boko Haram crisis to be prevented, the government should take adequate measures to shut down any training terrorist camps operated by the Boko Haram sect. Then, the nation will start experiencing peace, oneness, security, national unity, development and progress for the betterment of all Nigerians.

Impacts of Ethnic Conflict on Formal Education in Ghana: A case study of Chereponi District in North-Eastern Ghana 加纳种族冲突对正规教育的影响:以加纳东北部切雷波尼地区为例

Purpose: The study set out to explore the impact of conflict on educational activities. Methodology: The study employed a mixed method design where both qualitative and quantitative data was collected.The target population for this study was limited to the stake holders of education in district because they had adequate knowledge about what constitute educational activities and how these are affected by the conflict. These included Teachers, current students, School Management Committee (SMC) members and Parent Teacher Associations (PTAs). Findings: It was also revealed that the impact of the conflict on educational activities  were school closures, absenteeism of both teachers and students, movement of teachers to other districts, disruption of examinations and child rights abuse. During the conflicts GES schools were shut down over a year so no academic activities took place during the period. Pupils remained at home with their parents for safety reasons. Unique Contribution to Theory, Practice and Policy: The study recommends that the Ministry of Youth and Local Government may liaise with the National House of Chiefs and the Northern Regional House of Chiefs to employ the indigenous methods of conflict resolution within the district to resolve the conflict between the Chokosis and the Konkombas. The Government of Ghana may formulate policies that will forbid any warring factions from targeting educational facilities or education employees and students so as to prevent instances where communal clashes disrupt academic activities.

Purpose: This study investigated the impact of the fight against corruption by the EFCC in promoting good governance and accountability in the current administration of president Muhammadu Buhari. Specifically the paper sought to examine the extent to which the fight against corruption by the EFCC have promoted good governance and accountability in Nigeria today. Methodology: The methodology adopted is qualitative method of data collection and analysis where some informants with an experience and classified information on the subject matter were consulted for interview. The paper adopted Richard A Joseph (1996) Prebendalism theory on corruption. The data obtained was interpreted for analysis and findings. Findings: The paper discovered that as laudable as the intentions and effort of the government to curb corruption through the EFCC and laws, they have left much to be desired. Infact the fight against corruption by the EFCC are of limited value because they fail to take into account much of the dymanics that support corruption making people now regard the EFCC as a tool to fight political enemies of the current administration. Unique Contribution to Theory, Practice and Policy: The paper therefore recommends among others the need for greater transparency by the EFCC in combating corruption if its effort must promote good governance and accountability in Nigeria

Internally Generated Revenue (IGR) in Delta State: A Tool for Infrastructural Development 三角洲州的内部收入:基础设施发展的工具

Purpose: The study examines internally generated revenue (IGR) in Delta State as a tool for infrastructural development. The Ordinary Least Squares was used to analyze the impact of internally generated revenue on infrastructural development in Delta State; the data used covered the period between 2008 to 2018. Methodology: The data was generated from a combination of publishing materials and data from Delta State Ministry of Finance Findings: The study findings indicate that the internally generated revenue has an insignificant impact on government expenditure on health. This indicates that the fund generated internally within the state has not improved the spending on the health infrastructure. On the contrary, on education infrastructure, the result indicates that the internally generally revenue by the Delta State Government has a significant impact on government expenditure on education infrastructure. This result indicates that the internally generated revenue from Delta State has improved the money spent on the educational infrastructure. Unique Contribution to Theory, Practice and Policy: Based on the findings, the researcher recommends that the government should spend at least 40 percent of the internally generated revenue in financing the health sector through improved budgetary provision. This will improve the development process in Delta State. The Delta State government should put in place measures to improve the total money generated internally by levying and collating appropriate taxes.

Purpose: The study examined the availability and adequacy of rehabilitation programmes in Nigeria Correctional Facilities. Methodology: A study of sampled Correctional Facilities in Southwestern Nigeria, aimed at using on-site observation for availability of rehabilitation programmes as well as ascertaining the adequacy of such rehabilitation programmes in those sampled correctional facilities. Descriptive research design through observation and administration of questionnaire as well as interviewed was used to extract relevant data for the study. Findings: The study discovered that there are various rehabilitation programmes such as recreational activities, adult literacy, educational programmes, counselling programmes, among others which are adequately provided to rehabilitate inmates and prepare them for life after incarceration. Unique Contribution to Theory, Practice and Policy: The study concluded that the rehabilitation programmes available need to be strengthened especially in the area of after care service so that there will be adequate support to start what was learned after incarceration.

Assessment of Pedestrian Mobility on Road Networks in the City of Kigali 基加利市道路网络行人流动性评估

Purpose: The aim of this study is to analyze and assess the pedestrians’ mobility issues that are affecting their free movement and safety in the City of Kigali by outlining the major challenges in the City and providing alternative solutions and measures for improving the mobility and safety of Pedestrians. Methodology: This study was designed based on qualitative method with application of structured and unobtrusive. Referring to the paper findings about the mobility challenges of pedestrians within the City of Kigali, it is noted that the mobility of the pedestrians and their safety is still low and typical problems including road crossing viewed as the second challenges about pedestrians mobility, walking along the road networks due to lack of footpaths, lacking of enough road signs, lacking of information about pedestrian behavior on road networks, and improper functioning of existing traffic signals as the first challenge. Findings: The study found that the majority of road networks in the City of Kigali did not provide walkways, traffics signals designs and availability is very poor and some of them not functioning, zebra crossing facilities were not provided adequately, pedestrians shelter on bus stop are almost absent and ignored, vehicles travelling speed is still high and does not allow pedestrians to move freely and the mobility of disables people has been forgotten and there is a need of introducing the pedestrian overpass bridges in clouded zones of Nyabugogo, Kicukiro Sonatube and Remera Giporoso areas of the City of Kigali. Unique Contribution to Theory, Practice and Policy: maintaining pedestrian’s safety by using the traffic lights to warn the drivers to be aware of the pedestrians’ safety and to think of how the implementation of the pedestrian overpass can be introduced in the City where more a great number of pedestrians crossing the road reduced to be killed in the accident.
