Information technology (IT) is a very important part of an organization and is an investment value to make the organization better. The organization places IT as a matter that can support the achievement of the company's strategic plan to achieve the goals of the company's vision or mission and goals, as well as the Faculty of Science and Mathematics of the Diponegoro University (FSM UNDIP). FSM UNDIP has a vision to become a superior faculty based on research in the fields of science and mathematics and the development of its application. And one of the missions to achieve this vision is Enhancing governance efficient, accountable, transparent, fair, and integrated between sectors (good governance). IT governance in an organization aims to align IT strategy with the organization's business strategy. Without good and right governance, IT will cause problems and threats to the organization. This research aims to assess the capabilities of the IT governance process at FSM UNDIP. The framework used to assess IT governance that focuses on web-based services in FSM is this study using COBIT 5 on EDM03 and EDM04 domains, with the Self Assessment method. The results showed that the capability level of the IT governance process at FSM UNDIP in the EDM03 process was at Level 2 (Managed Process), which is an organization in carrying out IT, at this stage it has been successful and governance has been done well. Management of the planning, evaluation and adjustment processes is directed to better direction. While the EDM04 process is at level 1, the organization has successfully implemented IT processes and the goal of the IT process has been successfully achieved. The results provided are documents containing the governance of Risk Optimization and Resource Optimization management as a basis for risk and resource management references on the FSM UNDIP website. With the risk management and good resources will help organizations to make strategic decisions.

Acceptance of mobile banking technologies was learned through the connection between the user's perception, confidence in the technology, and a fit between the current technologies with mobile banking technology. Theoretical models used are task technology fit model (TTF), unified theory of acceptance and usage of technology model (UTAUT), and the Trust variable. This study used 225 samples and partial least square (PLS) to identify which variable in TTF, UTAUT and TRUST influences in the usage of mobile banking. The result of this research shows the technology characteristics significantly influence the task technology fit. In addition, in TTF variables that significantly influence the user's behaviour intentions are the effort expectancy, performance expectancy, and social influence. As summary, this study's result can be used as a consideration when bank want to implement mobile banking's service.

Improvement in the aspects of human-to-human and human-to-machine (and vice-versa) communication is still needed amidst the rapid development of technology. Divers sign language, a type of communication usually done underwater is the primary focus of this paper. Human divers are always at risk due to the unpredictable and unstable condition of water. With the help of image processing and artificial neural network, recognition of 13 commonly used hand signals is implemented. The significance of this study is with regards to the extension of the capabilities of a machine to interpret commands or meanings of signals. This adds to the probability of assurance of safety of divers especially when their voice equipment fails. The aim is to show the conformity and effectivity of relating underwater communications, image processing utilizing Hu-Moments as feature extraction method, and neural network. The results are shown through graphical representations of correlation coefficients, errors and success rates of pattern recognition. This research serves as a solution, although indirect, to present technologies such that people may consider the possibility of incorporating a neural network attribute.

Environment change is considered problem in a development process of Auto Guided Vehicle Robots. Parallel cascade fuzzy is a specialized method that developed for volatile operating environment. In the previous study, Parallel cascade fuzzy haven't implemented for reach a goal area. In this study, parallel cascade fuzzy being used by Auto Guided Vehicle robot to avoiding obstacle and reaching goal area. Another fuzzy algorithm involved in the test stage to compare the performance with Parallel Cascade Fuzzy. In the development of robot movement control system, simulation software that able to reveal a working pattern of such method can be used to facilitate the testing process.

In communicating public policy, framing is a critical element in building social reality as it can help establish perceptions and contexts of the policies. This case study aims to improve understanding of how the role of monitoring and evaluation of programs for public policy through a combination of several methods. We conduct this study on public policy programs known as the state defense program policy or “Bela Negara” to investigate news sentiments and their impact, and especially to recommend the next agenda pattern. We combine the framing and agenda-setting approach aided by data mining techniques and sentiment analysis to explore important factors and patterns. We analyzed 492 newspaper content related to the policy from 2013 to 2017. The results showed six factors influencing the framing and agenda-setting. Overall, the agenda pattern based on the types and categories of framing policies under this study is highlighted. The combination of such methods can also guide policymakers in subsequent planning to sharpen the objectives of program activities or can inspire other researchers for further development.

Revolution of the industry has now reached the industrial 4.0 era. The development and progression of the industrial revolution have meant that a country needs to have superior products as added value in order to safeguard from the threat of global competition. Indonesia has a product advantage compared to other countries in the form of Indonesian Batik. Indonesian Batik producers are spread across several cities in Indonesia, each having their own unique characteristics, one of which is Semarang. The batik in Semarang is called Batik Semarangan. To keep abreast of the changes brought about by the industrial revolution in Indonesia, a web-based application was developed to produce 3D batik motifs using a triangle mesh. This application is called Batik 4.0. It was important to measure and test the performance and efficiency of the application in order to meet existing objectives and functional requirements of the application. Usability testing was the chosen approach used to facilitate this process and to assess how well the users could learn and use the application. Batik 4.0 was applied on comparison in two platforms in the form of a one-page website and multipage website. This study describes the general description and function of Batik 4.0, and evaluates the usability of this application to produce 3D batik motifs using a triangle mesh in the application of onepage and multipage. The results will be compared to find out which one is better for the application of Batik 4.0, whether on page or multipage. The testing technique was in the form of a survey, of which was questionnaire-based and performance-based. For compare the usability of onepage and multipage, this research use the usability attributes included learnability, satisfaction, effectiveness and efficiency. The results from the testing indicated that the multipage website to generate 3D batik motifs was better than onepage website with learnability value (81.71%), satisfaction (77.43%), effectiveness (94.64%) and efficiency (92.23 %) results.

The interpretation of government officers on Citizen Relation Management (CRM) application that used in daily organizational communication is constructed through the understanding and experience of using technology in the practice of work completion. The member of an organization has flexibility in interpreting the use of technology that such interpretation is usually the result of a social construction. The concept of Social Construction of Technology from Pinch and Bijker and its development that belongs to Humphreys are employed to analyze the use of technology at government organizational communications by emphasizing its essential elements, interpretative flexibility. Through in-depth interview to seven informants showed that the same technology used by users within the organization has the flexibility to be interpreted differently. The interpretation, attitude and the use of communication technology in an organization are constructed within the social context. The findings of this study are power and structural factors play a role to show the process of shaping the meaning of technology use within government organizational communications.

BPR Bank Jepara Artha is one of the banks that provide loan for activist of MSME (Micro, Small and Medium Enterprises). The activity of loaning in BPR Bank Jepara Artha has bad loan issue that often occured especially on loan MSME activist, therefore it needs an application to predict the loan Collectibility of debtor applicant to minimize the issue. This research applied one of Data Mining classification algorithms in the application that produces output that can serve as information sources or second opinion for the consideration in decision making to accept or reject the loan applicant. The algorithm that be used was Dynamic K-Nearest Neighbor and Distance and Attribute Weighted algorithm which is a dynamic selection of k, addition of attribute and distance weight on k-Nearest Neighbor algorithm. The attributes that be used to determine the prediction result are 5C (Character, Capacity, Capital, Collateral, Condition of Economic), monthly income, debt status elsewhere, number of dependents, age, type of commodity and business status. The results of Dynamic K-Nearest Neighbor and Distance and Attribute Weighted algorithm performance measurement use historical datas of 240 old customer, the order of importance of the attribute specified by domain expert and 10-fold Cross Validation yield the highest accuracy of 65.83% with precision value of 56.10% and recall value of 50% for k=3. Using weight attribute in this algorithm performs higher accuracy, precision and recall than the one which does not use it. The change in the order of importance of the attributes determined by Correlation Attribute Evaluation yield in a higher recall value of 54.35% for k=5 than the order of importance of the attributes determined by the domain expert.

The comments received on Internet-based online hotel reservation services are an important resource that can be utilised by hotel service providers including hotel managers' and hoteliers' for exercising quality control measures in their hotel reservation service. Importantly this contributes towards increased customer satisfaction and hotel revisits. In this study, Sentiment Analysis (SA) is used to analyse the comments received from customers. However, there are several problems associated with SA such as the unequal number of each class of data (imbalanced datasets), the classification algorithm and the feature representation. Using SMOTE (Synthetic Minority Oversampling Technique) this research aims to investigate how this technique balances the amount of data from each class employing; the Naïve Bayes (NB), Logistic Regression (LR), and Support Vector Machine (SVM) classification algorithms. And also using; term presence (TO), term occurrence (TO), and Term Frequency-Inverse Document Frequency (TF-IDF) feature representations to gauge the effect on the performance of sentiment analysis. The findings from the study found that the use of SMOTE was effective in improving the model's classification performance when data is imbalanced, as evidenced by the average model performance improvement of approximately 12 %. Furthermore, feature representation of TO resulted in an average of 81.68 % of the G-mean Score, followed by TP of 79.89 %, and TF-IDF 79.31 %. As for the classification algorithm, LR resulted in an average score of 81.65 % of the g-mean score, followed by SVM 81.55 %, and NB of 77.68 %.
