Who are macro-community members: an answer from the viewpoint of Confucianism 谁是宏观共同体的成员——从儒家思想的角度回答

PurposeThis paper aims to present and discuss the findings from a qualitative study of victim-offender mediation meetings in two non-government organisations in Hong Kong between January 2015 and February 2016. It argues that mediators in Hong Kong have a unique interpretation of the criteria for someone to be considered a “macro-community member”. Confucian relational ethics emphasises that everyone lives in a personal nexus and wrongdoings will disturb this nexus. In this specific context, therefore, mediators feel that reconciliation and reparation should be dealt with by the people in the offender’s network while the involvement of unknown macro-community members is discouraged.Design/methodology/approachThe semi-structured interview was adopted for use in this study, and an interview schedule with 12 open-ended questions was prepared as a guideline for conducting the interviews.FindingsMediators in Hong Kong have a unique interpretation of the criteria for someone to be considered a “macro-community member” Confucian relational ethics emphasises that everyone lives in a personal nexus and wrongdoings will disturb this nexus. CCTV and robbery in high-rise public housing in Hong Kong 闭路电视与香港高层公屋劫案

In Hong Kong, robberies occurring in the elevators in high-rise buildings were identified as a particular problem and the purpose of this paper is to address a dedicated programme aimed at reducing such offences.,A comparison of elevator-based robbery statistics over a ten-year policy-implication period, in two police districts, one with a high rate of public ownership and a traditionally high rate of elevator robberies, the second with a higher rate of private ownership and a traditionally lower rate of such robberies.,The evidence suggests that the programme was successful, with such robberies declining significantly and with no evidence of displacement.,This research is based on police statistics. There is a need for more research, for example, investigating residents’ involvement with the system and the extent to which it encouraged shared ownership of the initiative.,What is clear is that, where in the West the Newman legacy led to the demonisation of high-rise public sector housing, in Hong Kong, where there is no viable alternative, the use of CCTV helped transform such areas into safer communities.,The rate of robbery, most notably elevator-based robbery, fell dramatically, improving community safety.,Though there has been a considerable amount of research on the impact of CCTV on crime, almost all of this has focussed on Western industrial societies and little of it has addressed robbery. To the best of authors’ knowledge, this research is the first in Hong Kong, and the first to evaluate the impact of CCTV on robbery.

“Game playing” and “docility”: youth justice in question “游戏性”与“顺从性”:青年正义问题

The purpose of this paper is to explore young people's experiences of youth justice supervision with particular reference to the efficacy of participatory practices. This paper is based on findings from a study concerning the extent and nature of children’s participation in decision-making in youth justice. The paper uses Bourdieu’s concept of habitus, as a heuristic/practical device, to investigate children’s ability to express agency and shape or influence the content and format of interventions and approaches in youth justice.,The researcher’s interest in understanding the perceptions and experiences of youth justice supervision led to the adoption of the qualitative approach and specifically in-depth interviews and participant observations. The researcher interviewed front-line professionals (n = 14), operational managers (n = 6) and children under youth justice supervision (n = 20). This study involved 15 months of fieldwork undertaken between 2016 and 2017 at a youth offending service in England.,Several young people were seeking to exert minimal energy to achieve a type of passive compliance with court order requirements, adopting a “ready-to-conform” mindset. Professionals were concerned that they were also participating in this type of “game playing”.,A relationship-based practice that is conducive to meaningful participation can help to facilitate positive changes to lifestyles and circumstances. This paper exposes its pivotal role in bolstering children’s involvement in supervision, reducing passive compliance and preventing inauthentic transactional arrangements from forming.,In spite of the significant interest in the work of Pierre Bourdieu, his “thinking tools” have seldom been used to investigate the experiences, attitudes and behaviours of youth justice professionals and those under youth offending team supervision at.

PurposeThis paper aims to endeavour to sketch out a blueprint for effective collaborative working in resettlement.Design/methodology/approachThe paper is based on a review of the relevant research and interviews with professionals concerned with the resettlement of young people from custody in organisations and agencies that were partners in the Beyond Youth Custody programme.FindingsPractitioners working on the youth resettlement pathway between custody and community report collaborative practices to be more beneficial both to the young people involved as well as the practitioners themselves, in the conduct of their efforts.Originality/valueTo the best of the authors’ knowledge, the originality of this paper consists in its investigation of resettlement practice by consulting those actually engaged in the resettlement process.

A multidimensional scalogram analysis of UK acid attacks: exploring the differences and similarities in offending characteristics 英国酸液攻击的多维标度图分析:探究攻击特征的异同

This study aims to determine whether cases of acid attacks within the UK could be differentiated based on the offence characteristics and motivations.,The study used a multi-dimensional scalogram analysis (MSA) to examine the similarities and differences between the behaviours that were acted out during the 30 cases.,Results found a clear division amongst acid attack offenders through multiple variables, mainly pertaining to whether the attack was predicated and the motivation. This was found to be comparable with instrumental and expressive actions.,The findings have potential to contribute to psychological theory to categorise and define acid attack offences. This would also greatly assist in suspect prioritisation and other aspects of police investigations.,Reports of acid attacks within the UK are rising. The motivations behind these offences are predominantly related to gang violence and acts of revenge. However, the current literature around acid attacks has largely focussed on the victim perspective, with little research around offenders and their actions.

Evidence based social media use: an exploratory UK investigation into residents’ perceptions of police Facebook use 基于证据的社交媒体使用:对英国居民对警察使用Facebook的看法的探索性调查

Social media is an integral part of modern society and is used by billions of people worldwide. In a policing context, police services are starting to use social media platforms to interact with their communities. However, academic literature is lagging regarding the effectiveness of police use of social media. The purpose of this study is to gather public perceptions regarding the police’s use of social media particularly the use of Facebook.,The study administered a cross sectional survey recruiting participants who are policed by one of the larger police services in England and Wales. A total of 294 respondents completed the survey providing their views on their police service’s use of social media.,The results of the present study provide overwhelming support for the police’s use of social media by the public, with most respondents actively following their local police service’s social media accounts. The study additionally provides a number of important findings in relation to the preferences of the public with regards to their police service’s use of Facebook.,The findings presented here provide police services with an insight into how to implement an evidenced-based approach to their social media activity.,The present study takes an alternative approach to understanding the effectiveness of police social media use by simply asking residents, an approach not used in this area of policing research to date.

This study aims to investigate the impact of the Brexit referendum on feelings of belonging and home among secondary migrant Somali families in the city of Birmingham. Here, the Brexit referendum is understood through the analytical framework of the politics of belonging in that it functioned as a political mechanism that demarcated who was able to belong and who was not.,This research was qualitatively designed, comprising 25 in-depth, semi-structured interviews that used a whole family methodological approach. In doing so, this paper considers how the referendum challenged notions of citizenship as well as community and individual identities.,For the families engaged, they experienced the referendum as a mechanism that immediately conveyed notions of “otherness” and “foreign-ness” onto them, thereby creating anxiety, uncertainty and instability. This paper argues that the emotional components of belonging were also challenged to the extent that feelings of security, safety and “home” became rendered meaningless through the disempowering impact of the referendum via the removal of autonomy and choice in the bonds that exist between people and places.,This paper generates new knowledge about the impact of the Brexit referendum. As “one-off” event, this research provides new insights into the political, social and cultural impacts of the vote. It considers a minority group that is seen to be hard to reach and thereby under-researched.

This study aims to explore the antecedents that may lead to turnover intentions among police personnel in the United Arab Emirates.,The data were collected from police personnel (n = 176) through a questionnaire survey, and structural equation modeling was used to test the relationships.,The findings revealed that the work-family conflict and job autonomy significantly correlate with turnover intentions. Alternatively, perceived organizational support does not predict turnover intentions.,This research is limited by the study’s subjective assessment of police personnel turnover intentions through self-reported questionnaires. It provides implications for policymakers, organizational behavioral experts and those interested in formulating effective strategies to reduce turnover among police personnel.,This study offers a novel context as it assesses police personnel in an emerging Middle Eastern country. It provides insights to policymakers and academia concerning the factors strongly linked with police personnel turnover intentions and will help them formulate strategies for improving personnel satisfaction and advancing relationships between police and the community.

The place of rehabilitation programmes in the reformation and transformation of prison inmates has continued to be on the front burner of professionals such as educators, counsellors, social workers, psychologists and medical doctors. Analysis has taken something of a top-down approach, and consideration has been placed on how the organizational context of individual prisoners interact with those rehabilitation programmes has been neglected. Drawing on interview data, this study aims to add to our understanding how rehabilitation programme affects inmates’ skills and attitudes in Sri Lankan prisons.,This study used an inductive qualitative case study approach as it requires a deep understanding of the effect of rehabilitation programme on inmates’ skills and attitudes and how inmates view rehabilitation programmes.,The study identified seven views of inmates regarding rehabilitation programmes conducted and understood that rehabilitation programme facilitates inmates to acquire strong self-assurance of future career options and deal with potentially destructive feeling such as anger, frustration and loneliness. However, inmates who showed a strong propensity to suffer injustice and internalized blame have found no substantial impact on their skills and attitude through the programme.,It is arguable that operation of meaningful prison-based rehabilitation programme is influenced by comprehensive picture of the profile of the prison population, shortages in resources, the attitudes of prison staffs, inability to meet real world settings and network building with a wide range of private, public or voluntary providers.,This study represents the first prison-based study to understand the inmates view on the rehabilitation programmes in Sri Lanka.
