The theoretical case against offshore balancing: Realism, liberalism, and the limits of rationality in U.S. foreign policy 反对离岸平衡的理论案例:现实主义、自由主义与美国外交政策的理性限度

Certain realist critics of U.S. foreign policy put forth an alternative model of “offshore balancing” as a definitively rational alternative to what they regard as the current, and utterly disastrous, policy of “liberal hegemony.” They predict that the public will eventually recognize the hollowness of liberalism and demand a foreign policy rooted in hardnosed realism. They also promise that this rational outline will also be a positive good, maximizing national interests and moral values with no tradeoffs between them. I argue that offshore balancing packages realist arguments in an idealist framework, whereby the good is both self-evident and bound to triumph. This inhibits the actual realist task of revealing the harsh facts of politics, which inevitably interfere with preferences. Offshore balancing traps itself between its claim of inevitability, which undercuts the need for advocacy, and desirability, which pushes against its inevitability. The only way they can resolve this contradiction is with an increasingly caustic account of liberalism as so utterly wrong and immoral that its opponents earn the mark of reason and goodness by sheer virtue of their opposition. Offshore balancing subordinates its account of the world as it is to a demand of how the world must not be.

Militarized interstate manhunts, “absent/presence” and the spectral logic of the U.S. war on terror: The Ballad of Pancho and Bin Laden 军事化的州际搜捕,“缺席/存在”和美国反恐战争的幽灵逻辑:潘乔和本拉登的歌谣

The decade-long search for Osama bin Laden—in which a manhunt was conducted as part of a full-scale war—was a watershed moment for US foreign policy in the twenty-first Century. Bin Laden was not simply elusive, but ephemerally ghost-like. Similar Militarized Interstate Manhunts (MIMs) are also deeply ingrained in the security politics of the US at its Southwestern border. Specifically, the militarized cross-border pursuits of Pancho Villa in the 1910s and The Apache Kid in the 1890s, serve as analogs to the “War on Terror,” especially regarding the allegedly-novel chasing of “ghostly” targets. Building on Jacques Derrida, we explore the role of an “absent/presence” by analyzing the claims of the ghostliness of the target in the context of concurrent claims about the unprecedented nature of events. These cases highlight the importance of the “absent/presence” in making military manhunts thinkable, and explain how the pursuit of “spectral” bodies authorizes exceptional military acts that would otherwise be violations of state sovereignty.

Looking for Utopia: Experts and Global Governance 寻找乌托邦:专家与全球治理

The coronavirus pandemic has given an old question new traction: what exactly is the meaning of appeals to expert authority in politics? Though basing political decisions on the best available scientific and technical knowledge may be a plain task on the surface, and calls for ‘listening to science’ regularly maintain this perception, the relationship between expertise and politics is complicated. Given the particular centrality of expertise to global governance practices and institutions, what would an international political theory of expertise look like? Two recent volumes on the subject offer highly original answers to this question. Read alongside each other, Lucile Maertens and Marieke Louis’ Why International Organizations Hate Politics and Jens Steffek’s International Organization as Technocratic Utopia bring to the fore the technocratic legacies and depoliticising tendencies of global governance. In this review essay, I first discuss the historical emergence of technocratically-inspired international organisations as portrayed by Jens Steffek, and then turn to Lucile Maertens’ and Marieke Louis’ practitioner-centred account of how depoliticisation works and is best understood analytically. I then offer a comparative discussion and propose that, with the help of both books, we can picture global governance as driven by a search for utopia.

False friends: Leftist nationalism and the project of transnational solidarity 假朋友:左派民族主义与跨国团结工程

A growing number of left-wing scholars criticize practices of transnational solidarity. Pointing to the cooptation of “globalism” by neoliberal capitalism, these scholars utilize this critique to advance leftwing nationalism. In this article, I reconstruct symptomatic texts of this genre and identify the critique of (liberal) cosmopolitanism as the common denominator in their calls for nationalizing the Left. As a consequence of their opposition to cosmopolitanism, these authors reject freedom of movement or global justice activism. In order to examine whether the project of transnational solidarity is affected by this critique, I reconstruct its justifications in Critical Theory and postcolonial-feminist theory. Hauke Brunkhorst and Chandra Mohanty exemplarily theorize transnational solidarity in different ways, but each based on a substantial critique of liberal cosmopolitanism. By that, I show that a principled return to nationalism derived from a critique of cosmopolitanism is informed by coincidental evidence that rejects practices of transnational solidarity because of their alleged embeddedness in cosmopolitan reason. Drawing on La Via Campesina, I illustrate principles of a transnational solidarity project that is not justified with liberal cosmopolitan ideas. Their experiences challenge the nationalist/statist critique while not falling back into naïve and/or neoliberal cosmopolitanism.

‘Strange multiplicity’ as a moral-political value: Potential and costs of normativity in world politics “奇怪的多样性”作为一种道德-政治价值:世界政治规范的潜力和代价

Recent International Relations (IR) scholarship has identified ‘societal multiplicity’ as the ontological concept that gives IR its identity as an academic discipline. My article, by contrast, addresses the question: What are the consequences, that is, the positive potential and the necessary costs, of understanding multiplicity as a moral-political value in world politics? The question is important because, in contrast to the focus on multiplicity as the ontology of IR, it allows us to develop a more radically democratic idea of multiplicity as a value in world politics. To address this question, I will bring Rosenberg’s conception of societal multiplicity into conversation with the radically democratic idea of Tully’s ‘strange multiplicity’ and draw out the consequences of such a normative turn. My argument is that while Rosenberg does not frame multiplicity as a value, Tully’s normative understanding of the concept harbours enormous potential to transform oppressive and dominating practices in world politics. However, I will also show that Tully’s general rejection of all forms of domination comes at a price that must not be underestimated. It is of crucial importance to get a clear picture of these consequences as we must decide whether or not this price is, ultimately, worth paying.

Revisionist just war scholarship employs the rigors of analytical philosophy to make arguments about the deep morality of war. Accepting the individual and cosmopolitan are paramount to making sense of war as many revisionists do, this essay looks outside the just war canon to Montaigne—a sixteenth century French humanist hailed for his exploration of the self and cosmopolitan musings—for alternative insights. It explores how Montaigne was read during the Second World War by three intellectuals to make sense of war: Stefan Zweig, Jean Guéhenno, and François Mauriac. While Montaigne’s skepticism and turn to the self as an act of preservation was, in the 1930s, rejected as a strategy to combat rising authoritarianism in Europe by philosophers such as Max Horkheimer of the Frankfurt school, the thinkers studied here shed light on Montaigne as a source of active humanism based in reflective action that leads to Resistance. Building on trends in just war thinking that call for paying greater attention to the lived experience of war, the article identifies several psychological and moral processes—the inward turn, the cosmopolitan gaze, casting an existential anchor, and the humanist’s wager—to shed light on the doubt-laden process of making individual moral choices amidst the rising dogmatic forces that war tends to impose.

While Montaigne’s skepticism and turn to the self as an act of preservation was, in the 1930s, rejected as a strategy to combat rising authoritarianism in Europe by philosophers such as Max Horkheimer of the Frankfurt school, the thinkers studied here shed light on Montaigne as a source of active humanism based in reflective action that leads to Resistance.
