Single Nucleotide Polymorphism (SNP) is the most abundant form of genetic variation and proven to be advantageous in diverse genetic-related studies. However, accurate determination of true SNPs from next-generation sequencing (NGS) data is a challenging task due to high error rates of NGS. To overcome this problem, we applied a machine learning method using C4.5 decision tree algorithm to discover SNPs from whole-genome NGS data. In addition, we conducted random undersampling to deal with the imbalanced data. The result shows that the proposed method is able to identify most of the true SNPs with more than 90% recall, but still suffers from a high rate of false-positives.

Since the presence of Inpres 3 in 2003 about policy and Development Strategy of e-Government in Indonesia, government institution should be capable to exploit potential of information and communication technology (ICT) in order to improve efficiency, transparency and accountability. In spite of the presence of regulation, Indonesia is being one of countries that the implementation of e-Government was relatively slow. According to UNDESA survey in 2012, Indonesia was left behind Vietnam and Thailand for e-Government development index [1]. In 2014, Indonesia dropped to rank 106th far below Vietnam, Philippines and Thailand in Asia region [2]. The high failure of e-Government had motivated researcher to study about success factors that influence successful e-Government implementation. In this paper, list of success factors in e-Government implementation successfully identified from the previous research [3] had been analyzed. Exploratory and confirmatory factor analysis method was adopted to define structure validation with the sample of study consisted of 237 public employees at local government level. Result of EFA showed that four dimensions had emerged which are named as input, process, output and outcome. Internal consistency (Cronbach alpha) reliabiliy were 0.94 for input, 0.92 for process, 0.88 for output and 0.88 for outcome. The internal consistency reliability for whole scale was 0.97. Result of CFA showed that the model was well-fit with the empirical data since factor loading and goodness-of-fit statistical index were acceptable. Therefore, the proposed model in this research was valid and reliable toward maturity model of e-Government implementation.

Forest fires are a serious problem that occurs repeatedly in Indonesia. Fire events can be predicted by monitoring the datasets of hotspots which are recorded through remote sensing satellite. This study aims to build a web application that performs clustering on the hotspots data. This application implements DBSCAN algorithm using Shiny web framework for R programming language. Clustering is performed on a dataset of hotspots on Kalimantan Island and South Sumatra Province in 2002-2003. The spread pattern of hotspots resulted by this clustering can be used as a predictive model of forest fires occurence and can be accessed through the internet browser.

Text classification is a useful task in text mining. Most researchers employ one word weight type in the text classification. Here, we proposed to build a keyword list by combining several word weights for a rule based multi label text classification. Through this research, we conducted experiments on the term distribution clustering to produce the best automatic generated keyword list. We compared several term weights such as TFxIDF, MI, IG, and DF. As for the case study, we implemented the text classification of authority classification in complaint management system using the generated keyword list. The experiments on 245 Twitter data using keyword list generated from 2325 Twitter data showed that the best accuracy was achieved by using all term weights compared to only one term weight in the term distribution clustering.

Monitoring activity is one of implementation of automatically irrigation system. This activity is closely related to data transmission. Wireless communication channels are not free of noise interferences. This paper proposes the development of monitoring irrigation system with a reliable data delivery mechanisms in which TCP protocol handles senders sending their data to a receiver. The research designs an irrigation system architecture consisting of main and field controllers. The main controller is a receiver as a server that designs with concurrent and connection-oriented mode. The field controller consist of gateway (Raspberry Pi) as a sender, sensor node (Arduino Leonardo), sensor and actuator. In order to ensure the design of the data delivery architecture is well defined, analysis is carried out to calculate throughput, packet loss ratio, and packet delay to verify the design. In addition, the error control features will be added to complement these mechanisms in further research.

The conceptual paper adresses a question on how information and communication technology (ICT) is integratively managed as national strategic resources to be a key determinant to competitiveness. The sustainable competitive advantages are resulted in interrelated trends of technology, business, and industry regulated by government for meeting our national goals. When the external environment was and remain in a state of flux, the nation, as a bundle of resources, shall be more steady basis on which to define its nation and character building. The greater the rate of uncertainty in global environment, the more likely internal resources and capabilities will provide strong foundation for nation's resilence and souverignity.

Best way to localize iris inside an image of an eye is still a huge challenge because a standard regarding iris image does not yet exist. The first step of iris segmentation is iris localization. It is very important step because it will ensure the other step is running well. In this paper, a novel method to localize iris in a robust and simple manner is explained. The method is able to localize iris occluded by eyelids. Experiments on publicly available iris database that made by Malaysia Multimedia University Iris Database (MMU1) [1] showed a satisfying result of the proposed method.

Distortion due to mixing processes in Moving Picture Expert Group (MPEG) Surround, an audio standard based on spatial audio coding technique, has been studied and reported in this paper. The distortion, particularly introduced due to the hierarchical down-mixing technique applied in MPS, was analytically and experimentally studied. Experiments showed the results consistent to the analysis based on the derived formulation. Tested using 5 audio materials, it is shown that approximately 4 dB additional distortion was introduced in encoding 5 audio channels compared to encoding of 2 audio channels. The results also shows that the distortion, represented as squared-error and then plotted, can be visually identified. This study is very useful for future work on improving MPS performance.

Choosing the best social network component of a vague aim of user is a complex undertaking. People with Systemic Lupus Erythematosus (SLE) are this research focused on. The study aims to analyze life components from people with SLE to create a guideline for developing a social network for them. With hoards of information along the Internet and user character complexity, the social network analysis uses R4 framework for developing social web detailed by Lean and Mean methodology. The guideline which has been made then compared to a popular social network, Facebook, to measure its potential implementation. It summarizes the potention with percentage of 78% for nine privacy and policy set, 33% for three unique user aspects, and 55% for ten objects with its 88 features. To accurate the estimations, the multi-criteria component object are analyzed using the Analytic Hierarchy Process by 9.38% of consistency ratio. It prioritizes the three most important objects needed by people with SLE such as medicine corner by 17.8%, spaces 15%, and medical history 13.7%.

It is an enormous challenge to register different physical brain images to each other, or to register a set of brain images from different modalities such as CT, MRI, SPECT, and PET. Image registration is the process of aligning the different sets of data of the same object into a common coordinate system thus aligning them in order to analyze subtle changes among each other. This study proposes a new approach of registration for brain images based on Multi-Grid Transformation. The novelty of the method is that the correlation of functional brain image data obtained from different individuals can be achieved by registration of the corresponding anatomical brain images using the smart transition of grid. The Bilinear and Affine Transformations have been used in order to maintain geometric alignment throughout the process. The major benefit of the study involves integrating the images to create a composite view, extracting information that would be impossible to obtain from a single image. Therefore, the doctor can observe the variety of brain scanned images to do the diagnosis and therapy planning for clinical analysis at the same time.
