The R2P and atrocity prevention: Contesting human rights as a threat to international peace and security 保护责任和预防暴行:作为对国际和平与安全的威胁而反对人权

Abstract The significant link between human rights violations and the eventual outbreak of atrocity crimes has been widely promoted across the UN system. However, the question of how the connection between the R2P norm and human rights plays out in the actual practices and debates of the UN Security Council has been relatively under explored. In response, the article builds on constructivist research into norm robustness in order to trace how the R2P's shift to an atrocity prevention focus has generated increased applicatory contestation over the push to expand the link between human rights and threats to international peace and security. Based on extensive analysis of UN Security Council meeting records and three case studies, the article highlights two competing ideological frames that currently divide the Security Council's approach to atrocity prevention. This division has emphasised a key disconnect between the work of the Security Council and other UN institutions such as the Human Rights Council, therefore severely limiting the potential for effective atrocity prevention responses. Thus, without a stronger connection to human rights in the process of threat identification, the R2P norm will remain considerably limited as a prevention tool. Consequently, the article also contributes to a new understanding of the critical role evolving institutional rules and practices play in state attempts to both constrain and reshape human protection norms.

Visibilising the neglected: The emancipatory potential of resilience 关注被忽视的群体:恢复力的解放潜力

Abstract The shift of responsibility from the state and public authorities to the individual and the local level is one of the most common critiques of resilience policies. Individuals are portrayed as self-responsible entrepreneurs of their own protection. This article proposes a more nuanced reading of this process by arguing that resilience also entails an emancipatory potential. Drawing on an analysis of the German disaster management system and its structural marginalisation of care-dependent people, the article discusses the potential of resilience to make so far neglected needs visible. This visibilisation is the precondition for the recognition and, subsequently, the societal negotiation of the various needs and resources. Recognition and material redistribution may then be the yardstick for assessing the legitimacy of a shift of responsibilities that rests on the appropriate consideration of power, privileges, and abilities of the respective referent object of responsibility. Taking up the Frankfurt School's tradition of immanent critique, security scholars should not restrict themselves to exercise the necessary critique of problematic resilience policies, but engage in carving out how resilience can contribute to freeing rather than burdening the (precarious) individual.

Contesting security: Multiple modalities, NGOs, and the security-migration nexus in Scotland 竞争安全:苏格兰的多种模式、非政府组织和安全移民关系

Abstract The security-migration nexus is ubiquitous throughout Europe and beyond. An avalanche of scholarship has explored the construction of migration as a security threat in general and, in the UK, the creation of the ‘hostile environment’ in particular – the problematic nature of each being well documented. Yet, far less attention has been paid to activities that contest this process. Deploying Balzacq's four modalities of contestation – desecuritisation, resistance, emancipation, and resilience – this article addresses the imbalance, exploring how asylum and refugee sector NGOs engage in and contest security-migration politics. Using Scotland (2018–19) as an illustrative case and analysing discursive and predominantly non-discursive activities, findings demonstrate that NGOs are successfully contesting the security-migration nexus in Scotland across four principal categories, supporting the ‘surviving’ and ‘thriving’ of asylum seeker and refugee communities, problematising previous conceptualisations of ‘UK’ asylum and refugee politics, with implications extending globally. The article helps refine the theorisation of contestation, demonstrating first, the need to move beyond studies of ‘desecuritisation’, with consequences for understandings of ‘success’ in securitisation, and second, the potential blindness of single-modality studies to vital, meaningful contestation, resulting in the production of less comprehensive visions of the security world.

Abstract This article presents the study of ambiguity as the essence of hybrid warfare to reconcile it with the international political context. It addresses the gaps in the literature in an effort to elucidate the essence of hybrid warfare not as a separate concept, but rather as the symptom of a changing political environment. The analysis of the literature is reinforced by two case studies: the war in eastern Ukraine of 2014 and the South China Sea dispute. Both these case studies express ambiguity in the combination of kinetic and non-kinetic means used to achieve political objectives. The article rests on three pillars that constitute the architecture of the central argument. The first pillar will address the gap in the current literature on hybrid warfare and how the current debate is too concerned with conflict dynamics rather than its political nature. The second pillar will delineate the essence, characteristics, and value of ambiguity in hybrid warfare. The third pillar will address the practice of hybrid warfare as the conduct of war by great powers.

Abstract This article examines the conditions under which non-governmental organisations (NGOs) gain access to defence administrations when campaigning for transparency around the use of military force. We theorise that gaining access in this traditionally secluded domain is a matter of supply and demand. NGOs can gain access through technical and political information, yet not without demand for these resources, dependent on the politicisation of concerns about the use of force. We focus on the activities of Airwars, an international NGO, and its campaign in the Netherlands (2015–20) to foster transparency about civilian casualties caused by Dutch airstrikes. Our analysis shows that their credible information about air strikes led to access to the defence administration and allowed them to effectively advocate for transparency, mediated by the politicisation of the issue through parliamentary and media attention. Our findings contribute both to the literature on NGO advocacy and to the field of civil-military relations.

Abstract Evolving official Russian identifications of Georgia amount to a dangerous securitisation of this small neighbour – achieved through a focus not on Georgia itself but on Western engagement in the region. With the long absence of face-to-face diplomatic encounters and contact, the Russian idea of Georgia as a ‘Western proxy’ has become entrenched. This article advances a social explanation of Russian foreign policy that speaks to geopolitical explanations in foregrounding great power interaction and security by drawing on insights from a discourse-theoretical reading of securitisation theory. It adds value to social explanations by showing how the identification of another political entity can be changed into that of a ‘proxy’ through its integration into a larger ‘radically different other’, and how this expansion occurs in interplay with interpretations of physical manifestations of the larger ‘radically different other’ in the ‘proxy’. Finally, it draws attention to the impact of physical encounters on foreign policy in these times of COVID-19, war, and growing isolationism in world affairs.

This article advances a social explanation of Russian foreign policy that speaks to geopolitical explanations in foregrounding great power interaction and security by drawing on insights from a discourse-theoretical reading of securitisation theory. It adds value to social explanations by showing how the identification of another political entity can be changed into that of a ‘proxy’ through its integration into a larger ‘radically different other’, and how this expansion occurs in interplay with interpretations of physical manifestations of the larger ‘radically different other’ in the ‘proxy’. Making decisions under uncertainty: The Prudent Judgement Approach 不确定性下的决策:审慎判断方法

Abstract This article offers an alternative conceptualisation of prudence as encompassing four normative components: reflective reasoning, experience, long-term well-being, and moderation. Prudence involves a pattern of reflective reasoning informed by experience in the pursuit of long-term well-being through moderate judgements and actions. This conceptualisation allows distilling a set of prescriptions for guiding deliberation and choice under uncertainty, which I name the Prudent Judgement Approach. An analysis of John F. Kennedy's deliberations at the start of the Cuban Missile Crisis uncovers evidence of prudent judgement and demonstrates the practical feasibility and value of this approach. Although the numerous cognitive and procedural sources of errors in decision-making under uncertainty are by now well understood, there are few prescriptive approaches for guiding the process of formulating judgements and making choices. This article shows how prudence can help improve the quality of deliberative processes and policy choices.

Representations of women and gender in DFID's development-security-counterterrorism nexus 妇女和性别在国际发展部发展-安全-反恐关系中的表现

Abstract In a post-9/11 environment, the Department for International Development (DFID) shifted its strategic focus towards an integrationist approach that aligned mainstream development programming with the national security agenda. A key part of those reforms was integrating counterterrorism – directly and indirectly – into DFID's portfolio. Using a feminist institutionalist approach, I examine how discourses about women, development, security, and counterterrorism are reproduced through a ‘development-security-counterterrorism nexus’. Within the nexus, DFID represents a key site for the production, reproduction, and evolution of gendered discursive practices1 about women. I argue that institutional evolution is possible through a process of discursive evolution where certain discourses become more or less engrained or ‘sedimented’2 depending on the presence of alternative ideas and knowledges. The central research question asks how did gender-sensitive development work evolve after 9/11 and what factors influenced and shaped this evolution? The main findings were that as counterterrorism aims, objectives, and methods became more emphasised in UK development programming, a sense of institutional incoherence and poor strategic direction adversely affected how gender-sensitive programming was designed and implemented. Furthermore, I conclude that gendered development policy was largely based on assumptions rather than evidence, which negatively impacted how programmes were implemented.
