Network-Accessible Resources and the Redefinition of Technical Services. 网络可访问资源和技术服务的重新定义。

States that as use of networks becomes more innovative and widespread in higher education libraries, current approaches to the organization of network‐accessible resources reveal flaws. Moving forward from the recommendations of the Follett Report, and adopting an approach which seeks to redefine conceptually conventional practices and standards the study examines, from a technical services perspective, issues and approaches relating to the development of existing cataloguing rules and practices, and machine‐readable standards, and proposes these standards as the most effective means of enhancing accessibility to electronic resources. Characterizes the current period as one of organizational, technological and conceptual transition, and addresses the broader issue of academic network‐accessibility in the local, regional, national and international context. Additionally, identifies the challenges to and implications for conventional, and future, technical services operations of these trends.

Purpose – This, the last part of a three‐part article, aims to provide an overview of the elements necessary to develop an effective project plan for digital library projects.Design/methodology/approach – The paper takes the form of a review and summarization of the literature and thinking in project management applied to the digital library context.Findings – It is found that there are many different approaches to creating a digital library project plan, but several basic elements are essential for developing an effective digital library project plan.Originality/value – This article provides a succinct synopsis and checklist for creating a digital library project plan.

Purpose – This column seeks to examine the role of libraries in the description, organization, and accumulation of critical research data.Design/methodology/approach – This is an opinion column, but the literature was briefly examined to understand the trends for this area.Findings – Libraries have an important role in data curation and preservation regarding the research data output of a university.Practical implications – There is a very important opportunity for libraries to take the lead in the important area of data curation and preservation regarding research data.Originality/value – Libraries can play a vital role in establishing orderly policies and procedures surrounding the curation, preservation, and organization of important research data, which is an emerging area at research institutions, but is becoming an acute need.

For libraries, the trend toward electronic publishing of journals holds out the promise of greater availability of these materials without regard to physical location either of the collection or the patron. The establishment of the Policy Sciences and Economics Library (PSEL), as a branch of the Sterling C. Evans Library at Texas A&M University, was an opportunity to test this hypothesis. In concert with faculty from the departments of political science, economics and the George Bush School of Government and Public Service, reference and collection development librarians developed a core collection for this facility. The librarians hoped to be able to rely primarily on electronic journals to satisfy initial faculty research needs. However, a review of journals requested by the faculty served at PSEL revealed that not enough of these titles were available electronically. The effective management of change is a crucial issue for academic libraries in the 1990s and beyond, as change is impinging on every aspect of their work. Through a consideration of aspects of organisational theory, changes in academic libraries, and human resource management, this paper demonstrates the pressing need for attention to change and its effect on people, in an organisational setting. A case study is used to illuminate a literature review, and to ground the conclusions of the study in the experiences of staff in an academic library in a time of change. The structure of an organisation and the people within it are identified as the two primary concerns which should be central to any strategy to manage change. The structure should be flexible and organic to allow for innovation and creativity. Additionally, human resource management should aim to minimise the negative impact of change by responding to the needs of staff through communication and information sharing, staff involvement, training ...

The world is witnessing the commencement of a new revolution ‐ the information revolution. Like all other revolutions before it, the information revolution will have cataclysmic effects on human history. Already the revolution has transformed the world into a global village where information is produced, transmitted and exchanged from remote locations in a matter of seconds. Business applications of the Internet are also improving the economies of various countries. However, for Africa, the information environment is still underdeveloped and is thus creating impediments to the participation of the continent in the information revolution. This paper discusses this environment and offers suggestions for Africa’s participation in the world’s fourth revolution.
