Argues that the much‐advocated switch from holdings to access has serious snags where current material is concerned. Libraries should discard most of their stock of older material and provide access to more current material. This requires the existence of a centralized collection of older material available to users.

Discusses the need for a national access policy for monographs in public libraries and the role of networking in the future of resource sharing. Suggests the need for the newly‐created Library and Information Commission to produce a blueprint of guidelines for national strategies to cover resource sharing and the need to co‐ordinate elements of the situation in which the public libraries no longer have a single monograph national database but two unconnected systems, and the academic libraries have yet another separate database. Introduces the EARL project (electronic access to resources in libraries) as a new model, and emphasizes the need for a genuine partnership approach.

Studies the effect of eight CD indexes on online searching through statistical data of online searching conducted for the faculty, graduate students and researchers before and after acquisition of CD indexes. Findings indicate considerable decline in online searching use owing to CD indexes saving a large amount of money. Discusses the impact of CD indexes on staffing in the reference department.

Online catalogs and card catalogs can be compared from different perspectives and according to different criteria. An appropriate approach in this regard is to compare the two types of catalog according to the processes in which bibliographic records are created (the input stage), manipulated (the storage stage) and retrieved (the output stage). Studies the concepts underlying the input‐storage/output of bibliographic records and reveals major differences between online catalogs and card catalogs. These differences are multiplied and widened when moving from input stage to output stage to such an extent that online catalogs can be considered as a significant departure from manual catalogs. The redesign for use in the online environment of bibliographical standards (cataloging codes, MARC formats and ISBDs) which are based on the concept of the card catalog should be based on the conceptual as well as the practical differences between the online catalog and the card catalog.

Reports the minutes of the winter meeting of the OCLC Users Councils, January 23‐25, 1995, which focussed on “The NII, the Internet, and OCLC: The Next Generation”. Speakers talked about Freenets, the effects of current federal legislation on the development of a national information infrastructure (NII) for an information highway, and how librarians need to influence public policy making to remain key players in the development of the National Internet Infrastructure.

Outlines a workflow change made in processing the list of headings used for the first time in a library′s catalog. The change utilizes the Internet connectivity features of Passport software. Benefits of the new workflow are a significant increase in headings reviewed, while secondary benefits noted are decreases in the use of staff time, wear on machinery and consumption of printer resources.

Describes the ANT*ILL software system, developed at the University of California, Irvine′s Library, to search incoming OCLC interlibrary loan requests automatically against the local Innovative Interfaces Online Public Access Catalog (III OPAC). There are three steps involved with the ANT*ILL programs: downloading the “pending” file from OCLC via the Internet; searching those downloaded records on the UCI III OPAC to extract the call number and circulation status; and outputing the results. The ANT*ILL programs are written in the Perl programming language and run under the UNIX operating system. Discusses the system′s design, its implementation, and its performance. The ANT*ILL source code is available free of charge.

The PRISM SaveScreen facility and function keys provide alternatives in producing data for budget planning and PRISM search cost estimation, and also facilitating PRISM search training. By combining the SaveScreen function key with frequently used PRISM function keys such as 〈SEND〉, 〈DISPLAY RECORD SEND〉, 〈FOR〉, and 〈BAC〉, the activities of a PRISM user can be recorded and stored in a predefined data file for later analyses. For example, from the results of the analyses, the usage levels of OCLC workstations and the approximate monthly PRISM search cost of each workstation were obtained. In addition, based on the recorded search activities, a retraining in PRISM search can be planned. Certainly, by familiarizing oneself with PRISM search commands and search structures, a user can perform cost‐effective and efficient searches. Toward that end, also presents methods of performing cost‐effective PRISM searches.
