The provision of current awareness to a community of customers is generally accepted as highly desirable. The service becomes even more valuable when it includes journals held within the customers’ own library. Describes a pilot programme conducted at the Rodgers Library for Science and Engineering at the University of Alabama, September 1995 to May 1996. An electronically‐accessed table of contents service was distributed to a group of faculty members in the Department of Chemistry. ContentsFirst database from OCLC was electronically accessed and delivered directly to the E‐mail address of target users. The objective was to examine how useful an electronic‐based current awareness service (CAS) would be to faculty users and how the service might enhance the library’s overall role in facilitating the communication of information among researchers. The survey evaluation conducted at the end indicated that provision of table of contents electronically was a highly valuable library service.

Argues that as the developed countries of the world that have embraced the electronic information revolution move ahead, most African countries, including Nigeria, are finding themselves increasingly isolated from the global Internet information system. Highlights the major factors inhibiting the utilization of scientific and technical information in the country and stresses that it is imperative to secure a means of keeping researchers abreast of developments in their fields for the purpose of advancing and diffusing knowledge. Recommends the establishment of a National Scientific and Technical Information Center to oversee the connection of Nigeria to the Internet. Describes the model for setting up such an institution.

The introduction of information technologies in libraries is no longer a matter to be considered. Any library that has not implemented the use of these technologies to its services is considered outdated. The changes brought about by the convergence of computer and telecommunications technologies into the library has totally revolutionalized the nature of services. Unfortunately, libraries in the developing countries of the world are unable to keep up with these developments. Various problems are militating against the full implementation of technologies in these libraries. Analyzes these problems from a study of a veterinary library in Nigeria which uses a CD‐ROM to offer services to its clients. Makes suggestions and recommendations toward overcoming these problems in developing countries.

Employs data envelopment analysis (DEA) to evaluate the relative performance of 23 university libraries in Taipei City and County. The estimated results show that 11 university libraries are relatively efficient. The results also show that nine out of these 11 have a relatively good academic research function. Only Ming‐chuan Management College and Shih‐chien Design College are attributed lower research capabilities. Marine and Oceanic University, Yang‐ming University and Ming‐chuan Management College are rated the top three libraries and enjoy the highest levels of efficiency in the sample. Shows that the resource utilization of these university libraries functions well. Finds that the inefficient libraries manage their acquisition expenditures and book circulation poorly.

Discusses some of the problems associated with the requirements and the prospects for international standards for the exchange of bibliographic records in machine‐readable form: the various roles of national bibliographies and national libraries; a lack of international cataloging standards; a lack of an international subject control system; language difficulties; character sets and codes; and nonroman alphabets. Explains that these problems lie behind the development of various MARC formats out of UNIMARC. In this final part of a four‐part article, describes the formats for South Africa, Taiwan, Japan, Croatia and Germany and indicates the points of difference and local requirements.
