Social protection for the self-employed in the UK: the disappearing contributions increase 英国个体户的社会保护:消失的缴款增加

A recent government proposal to increase national insurance contributions for the self-employed in the UK, in return for improved pensions and potentially also parental benefits, was immediately reversed. This article analyses the reasons behind this about-turn, linking them to tensions between the goals of thwarting ‘bogus’ self-employment and increasing tax revenues versus commitment to a higher wage, lower tax, lower welfare economy. The analysis is set in the context of the singularity of the UK system in relation to much social protection in continental Europe, and wider debates about the roles of individual, state and labour market in providing security.

Mind the gaps: Universal Credit and self-employment in the United Kingdom 注意差距:英国的普遍信贷和自营职业

Self-employment in the United Kingdom rose steadily until 2017, as part of wider changes in labour markets towards more flexible and potentially more vulnerable forms of employment. At the same time, welfare reform has continued under the current and previous governments, with a further expansion of conditionality with respect to benefit recipients. The incremental introduction of Universal Credit is likely to intensify the subjection of vulnerable categories of the self-employed to welfare conditionalities and to thus accentuate the ambivalent nature of self-employment. This article analyses the impact of Universal Credit on the self-employed by first discussing elements of precarity faced by the self-employed, and, second, by exploring the consequences of the roll-out of Universal Credit for those self-employed people who are reliant on the social protection system.

Self-employment has been promoted as a path to gainful employment in Finland and elsewhere. But recently there has been increasing concern in Finland about the position of those who are self-employed, particularly the solo self-employed, who are often insecure, especially in terms of their financial situation. This study discusses the dualisation of labour markets and the intrinsic dimension of financial security among those who are solo self-employed. Using survey data on solo self-employment in Finland, the study finds that financial insecurity is particularly experienced by solo self-employed people who start a business because of a lack of other employment opportunities.

Despite indications that Traveller Communities face particular vulnerabilities to fuel poverty, research on Travellers’ experiences of energy provision, consumption and advice is scant. We report on a qualitative case study evaluation of face-to-face energy advice for Traveller Communities in the North of England. The service was instrumental in building trust, facilitating access to entitlements, and increasing control over energy bills. However, the impact of the service was limited by structural and spatial constraints surrounding energy provision on the Traveller site that resulted in disproportionate fuel costs for residents.

Reducing the ‘unbanked’ is an important part of financial inclusion. For its supporters, access to a bank account is important for reducing the costs faced by those locked out of mainstream banking. Critics worry that financial inclusion ultimately shifts people from the security of the welfare state to the insecurity of financial markets. This paper argues that reducing the unbanked can contribute to both individual empowerment and subjection. Much depends upon how such policies are devised.

The UK's recent Improving Lives Green Paper, and the new joint Work and Health Unit that penned it, offers a genuine window of opportunity for much-needed transformative change in service user experiences and system performance around health-related unemployment. Its analysis of the current system problems and its articulation of the UK's need for a better integrated future work-health system are well-considered. Its proposed reforms to bridge the gap are, however, inadequate. Focusing on this conversion gap, the article highlights the central but neglected role of three Cs (capacity, conditionality, connectivity) urgently needed to come to the aid of the Green Paper vision if it is to realise its potential.
