Abstract The social role of museums has long been part of the academic debate: different disciplines and fields of knowledge have explored the social shift of museums and have re-envisioned their future. However, little attention has been paid to the views of visitors on the future of museums. This article addresses this issue by adopting an audience development approach. It analyses a questionnaire administered to 685 visitors to 16 Spanish museums between October and December 2019. The findings revealed that the audience believed that museums should offer a vision that respects cultural diversity, and provide enriching and memorable experiences, while at the same time defending the classic values of cultural heritage, among others. Women and visitors that gave more importance to the practice of visiting museums than to other cultural practices were found to be the most demanding visitor segments.

Abstract This work aims to evaluate cultural policies, specifically in the dance sector, an area which has received scant attention in economic literature so far. Data Envelopment Analysis is applied to evaluate public program performance and the stakeholders involved therein. We select a Spanish public policy supporting dance as case study, which includes public authorities, theaters and dance companies. The former provide the funding while the others offer the artistic idea that is taken to the audience. We find that efficiency in resource performance often runs counter to other cultural aims such as increasing audiences or extending repertoire diversity.

Abstract The debate on the industrialization of the arts arose from a need for rationalization strategies in the creative arts field. This article examines South Korea’s industrialization of the arts initiatives and related discourse during 2004–2018. Highlighting the polarized policy development of the creative arts and cultural industries as an obstacle to the growth of arts fields, the study proposes reorienting the cultural policy from simple distributive arts policy and beyond industrial policy that considers arts a subset. An arts industries’ approach is suggested as a more inclusive policy stance that accommodates nonprofit arts fields, entrepreneurial arts businesses, and related industries.

Abstract Hiring a consultant can be an expensive endeavor for nonprofit arts organizations and is sometimes criticized for bearing few substantive outcomes. The unique workplace culture of such organizations calls for a differentiating consulting model. This article conceptualizes a new approach to nonprofit arts management consulting work by looking at the principles of ethnography. From the perspective of both client and consultant, the author posits one possible solution which considers the consultant as an ethnographer. Approaching consulting work with an ethnographer's lens moves away from the prescriptive toward more inclusive and organic techniques. This concept article will be of particular interest to scholars and practitioners with nonprofit arts management expertise who have experience or interest in consulting work.

Abstract This paper explores the UK’s subsidized creative industries sector through the lens of organizational stigma literature. We argue that this theoretical lens contributes nuance and depth to an underexplored yet imperative aspect of the creative industries within the UK at a time when it needs to recover and reconfigure its value-based assessment system as it emerges into the post Covid-19 “new normal.” We bring together two separate, but interlinking studies of a national arts funder’s key stakeholders and its recipient organizations to explore the legitimacy of the funder’s value-based judgements, and the impact of these on subsidized arts organizations.

Abstract From his in-depth study on cultural industries in Ghana and Burkina Faso, Christiaan De Beukelaer (2012) observed that the surge in digital piracy, normally regarded as a violation of intellectual property rights, had actually created new possibilities for increased distribution and consumption networks for the African music industry. Joe Karaganis (2011) further argues that digital piracy should not be regarded as a ‘crime’ but ‘a global pricing problem’. The high prices that are charged for media products such as music, film and video games do not match the low incomes of most consumers in less developed countries. This article argues for a revisiting of intellectual property rights (IPR) in contemporary African contexts, with particular focus on the question of ‘digital piracy’. If the shift toward cultural democracy is meant to promote cultural capabilities for everyone to create and express their own possibilities, then new approaches to intellectual property rights are needed.
