Analyzing the barriers for blockchain-enabled BIM adoption in facility management using best-worst method approach 使用最佳-最差方法分析设施管理中采用区块链 BIM 的障碍

PurposeBlockchain is a developing technology that affects numerous industries, including facility management (FM). Many barriers are associated with adopting blockchain-enabled building information modeling (BEBIM) in FM. This research aims to identify and prioritize the barriers to adopting BEBIM in FM.Design/methodology/approachTo address the knowledge gap, this study employs a two-phase methodology for evaluating the barriers to adopting BEBIM in FM. The first phase involves a comprehensive literature review identifying 14 barriers to BEBIM adoption. Using a Delphi approach, the identified barriers were categorized into 6 groups and finalized by 11 experts, adding 3 more barriers to the list. The best-worst method (BWM) determines the priority weights of identified barriers and sub-barriers in the second phase.FindingsThis study reveals that adopting BEBIM for FM in India faces significant hurdles. The most critical barriers are “limited collaboration” and “communication among stakeholders,” “legal constraints in certain jurisdictions” and “challenges in establishing trust and governance models.” To mitigate these barriers, stakeholders should foster collaboration and communication, develop efficient blockchain technology (BT) and establish a trust and governance model.Practical implicationsThis work underscores the importance of formulating effective strategies to overcome the identified barriers and emphasizes implications that can assist policymakers and industry stakeholders in achieving successful BEBIM adoption for improved FM practice.Originality/valueThe study provides valuable insights for policymakers, construction industry stakeholders and facility managers interested in leveraging this technology to improve the efficiency and effectiveness of FM practice in India.

Modern methods of construction (MMC) and innovation negativism in the UK public sector 英国公共部门的现代施工方法(MMC)和创新消极主义

PurposeThe recent failures and insolvencies of organisations related to the modern methods of construction (MMC) have gained increased attention and controversy across the UK construction sector. Such failures are linked to their inability to achieve an economy of scale and drive key clients to accept the MMC as an alternative to traditional methods. This paper aims to unravel whether a phenomenon of “innovation negativism” has manifested and is contributing to public clients' indecision towards broader MMC, whether this is only linked to past negative experiences formed after the Second World War or whether additional contributing reasons exist to influence adoption.Design/methodology/approachThis study focusses on exploring the decision-making of the UK public construction sector; therefore, this paper adopts a qualitative approach, utilising interviews with 14 carefully selected MMC experts, government advisors and public clients. The phenomenological stance adopted herewith enables the authors to make better sense of the perceptions of the interviewees, leading to the conceptualisation of the innovation negativism phenomenon.FindingsThe paper identifies nine themes that may be argued to promote a profound understanding of the MMC negativism influencing public clients' decision-making. The study has found that more than just the previous negative perceptions formulated post Second World War are driving innovation negativism in the UK public sector. Notably, the emerging themes are incomprehension, lacking evidence, communication, relationship history, bad experiences, uncertainty, inadequate experimentation, the business case and localism.Originality/valueThis study is the first construction management research that acts as a fair departure point to conceptualise the reasoning behind innovation negativism in the construction setting. Through mirroring demand's unipolarity for traditional methods, policy and decision-makers can now rely on the conceptualised reasoning to determine practical solutions to overcome clients' indecisions towards MMC.

Forecasting Right-of-Way (ROW) acquisition timeline of transportation projects 预测交通项目的路权(ROW)获取时间表

PurposeCompleting Right-of-Way (ROW) acquisition process on schedule is critical to avoid delays and cost overruns on transportation projects. However, transportation agencies face challenges in accurately forecasting ROW acquisition timelines in the early stage of projects due to complex nature of acquisition process and limited design information. There is a need of improving accuracy of estimating ROW acquisition duration during the early phase of project development and quantitatively identifying risk factors affecting the duration.Design/methodology/approachThe quantitative research methodology used to develop the forecasting model includes an ensemble algorithm based on decision tree and adaptive boosting techniques. A dataset of Georgia Department of Transportation projects held from 2010 to 2019 is utilized to demonstrate building the forecasting model. Furthermore, sensitivity analysis is performed to identify critical drivers of ROW acquisition durations.FindingsThe forecasting model developed in this research achieves a high accuracy to predict ROW durations by explaining 74% of the variance in ROW acquisition durations using project features, which is outperforming single regression tree, multiple linear regression and support vector machine. Moreover, number of parcels, average cost estimation per parcel, length of projects, number of condemnations, number of relocations and type of work are found to be influential factors as drivers of ROW acquisition duration.Originality/value This research contributes to the state of knowledge in estimating ROW acquisition timeline through (1) developing a novel machine learning model to accurately estimate ROW acquisition timelines, and (2) identifying drivers (i.e. risk factors) of ROW acquisition durations. The findings of this research will provide transportation agencies with insights on how to improve practices in scheduling ROW acquisition process.

Making sense of the definition of public-private partnerships 理解公私伙伴关系的定义

PurposeDespite the widespread study and application of public-private partnerships (PPPs) since the 1980s, the field lacks a universally accepted definition that captures the concept's complexity. This study aims to offer a definition and foster a more substantive and comprehensive discourse on PPPs to improve communication and understanding between academics and practitioners from diverse disciplines and legislative backgrounds.Design/methodology/approachGrounded in the family-resemblance concept proposed by German philosopher Ludwig Wittgenstein, this study conducts a comprehensive literature review to identify core and non-core elements frequently cited in PPP descriptions. The authors used these findings to develop the PPP sunflower model as a structured framework for defining PPPs.FindingsThe analysis elucidates six core elements consistently present in PPP descriptions: clarity of roles and responsibilities, appropriate risk allocation and sharing, injection of expertise and resources, cooperation and teamwork, a bundle of services, and long-term contracts. Coupled with identified non-core elements, these core components comprise the PPP sunflower model, a structured framework for defining PPPs that accommodates their multi-faceted nature.Originality/valueThe PPP sunflower model distinguishes itself as a unique contribution to the PPP literature. It offers a rigorous theoretical framework that can elucidate the complexity of PPPs for various stakeholders. The model serves as a practical tool for evaluating the authenticity and viability of PPP projects. The study's novelty lies in its adoption of the family-resemblance concept, thereby providing a comprehensive, multi-dimensional framework that enhances the understanding of PPPs across different disciplines and legislative contexts.

Determinants of an effective digital transformation in construction organisations: a qualitative investigation 建筑组织有效数字化转型的决定因素:一项定性调查

Purpose Digital uptake amongst construction organisations is described as slow and ineffective, undermining a fundamental transformation and limiting construction firms from exploiting the digital benefits. In this space, meaningful research that utilises a qualitative approach in pursuit for employees' insights towards digital transformation is lacking. Such limited focus from previous efforts presents an opportunity to illuminate the determinants of an effective digital transformation that are, arguably, responsible for the status quo of low digital uptake in the construction sector. This paper aims to discuss the aforementioned idea. Design/methodology/approach This study adopts a qualitative approach to address the literature's digital discreetness in construction. The qualitative approach captures employees' perspectives through its unbounded characteristic of encouraging illustration and discussion. Findings This paper captures 35 digital transformation determinants under three clusters, namely, organisation related, i.e. hierarchy, size and management, people related, i.e. team orientation, training and knowledge and leadership related, i.e. awareness, attitude, approach and leaders' characteristics. Findings suggest a new set of arguments in relation to understudied factors and their influence on the digital uptake in construction organisations. Originality/value This paper offers empirical indication of the determinants believed to influence an effective digital transformation in construction organisations. Such conceptualisation is crucial and is depicted as perceived by construction employees and practitioners, which is a less biased approach than that of comparable studies that argue the viewpoints of industry leaders in isolation of other members of the hierarchy.

In this space, meaningful research that utilises a qualitative approach in pursuit for employees' insights towards digital transformation is lacking. Such limited focus from previous efforts presents an opportunity to illuminate the determinants of an effective digital transformation that are, arguably, responsible for the status quo of low digital uptake in the construction sector. This paper aims to discuss the aforementioned idea. Design/methodology/approach This study adopts a qualitative approach to address the literature's digital discreetness in construction. The qualitative approach captures employees' perspectives through its unbounded characteristic of encouraging illustration and discussion. Findings This paper captures 35 digital transformation determinants under three clusters, namely, organisation related, i.e. hierarchy, size and management, people related, i.e. team orientation, training and knowledge and leadership related, i.e. awareness, attitude, approach and leaders' characteristics. Findings suggest a new set of arguments in relation to understudied factors and their influence on the digital uptake in construction organisations. Originality/value This paper offers empirical indication of the determinants believed to influence an effective digital transformation in construction organisations. Prioritizing the principles of circular economy among built environment professionals 在建筑环境专业人士中优先考虑循环经济原则

Purpose Circular economy (CE) is guided by principles, the key being the R-framework. All R-frameworks have a hierarchy. Although several studies have prioritized these principles, there is still an urgent call for country-specific prioritization. This study prioritized circular economy (CE) principles among Ghana's built environment (BE) professionals. Design/methodology/approach An explanatory sequential mixed methods approach was adopted. Six principles of CE were identified through a review of related literature and incorporated into a questionnaire. In total, 162 questionnaire responses were received. The quantitative data were analyzed through descriptive and inferential analyses. The data were further validated via semi-structured interviews with eight interviewees of different professional backgrounds in the BE. Findings The findings revealed that BE professionals in Ghana highly perceived CE principles as important. The findings further revealed the order of prioritization of the CE principles as follows: (1) recycle, (2) reuse, (3) repair/remanufacture, (4) renewable energy usage, (5) redesign and (6) reduce. To further elaborate on these prioritized principles via the qualitative phase, the interviewees agreed to and confirmed the importance of the identified principles through their verbatim comments. Originality/value Although there is a growing interest in research regarding CE in the Ghanaian construction industry, its principles have yet to be prioritized and ranked by professionals in the Ghanaian construction industry. This study unearths why, in terms of prioritization of the CE principles, the construction industry in Ghana does not follow the well-known hierarchy (i.e. reduce, reuse and recycle) in the order of high to low level of circularity.

A performance-driving model for public-sector construction framework procurement in England 英国公共部门建筑框架采购的绩效驱动模型

Purpose Construction frameworks are recognised by the UK Government as an integrated procurement path to deliver efficiency, collaboration and sustainability. This research paper aims to develop a performance-driving model for framework procurement to align with the government construction policy objectives. Design/methodology/approach A quantitative hierarchical regression analysis was conducted to examine the causal relationships between project outcomes and performance drivers. A successive qualitative multiple-case study involving eight typical construction framework projects was examined to further explain casual relationships. Findings Conclusive results from the quantitative and qualitative analyses validated the performance-driving model, generalising a framework procurement principle that project outcomes of time, cost, quality, sustainability and closer relationships are significantly driven by supplier's task and contextual performance drivers, and client's organisational drivers. Research limitations/implications The investigation followed two major public-sector organisations in the UK: infrastructure offices of local authorities and estate offices of universities. Further research should be extended to other public-sector situations to enhance the model further. Practical implications Using this model, framework managers can drive project outcomes by applying task and contextual performance drivers in order to select the best suppliers at the procurement phase, and by adopting the client's organisational factors at both procurement and construction monitoring phases. Social implications The empirical evidence supports the use of frameworks by public sector policymakers as a key strategy to develop the performance drivers further and improve efficiency and quality outcomes. Originality/value The results will be of value to support the policy of public-sector works organisations contemplating using framework procurement for executing continuing construction activities.

Evaluating the drivers for the implementation of automation techniques in the Nigerian construction sector 评估在尼日利亚建筑部门实施自动化技术的驱动因素

Purpose Global construction sector studies have significantly explored the impact of automation techniques, revealing their transformative potential. However, research on their application within specific local contexts, especially in developing countries like Nigeria, is sparse. Nigeria presents a unique context marked by challenges such as skilled labor shortage, safety concerns and cost efficiency. Therefore, investigating the implementation of automation techniques in the Nigerian construction industry is crucial to address these challenges, bring transformative advancements and contribute to a more balanced global discourse on automation adoption. This study aims to fill this significant research gap. Design/methodology/approach A mixed research method was deployed which combined both qualitative and quantitative data collection and analysis. Two focus group discussions conducted with 23 experts from both industry and academic institutions (qualitative) yielded 17 drivers which were used to formulate a well-structured questionnaire (quantitative), which was disseminated to construction professionals. Collected data underwent analysis through various statistical techniques, including percentages, frequencies, mean item scores and exploratory factor analysis. Findings Principal component analysis (PCA) yielded four driver clusters namely: (1) performance-related drivers, (2) visualization and efficiency-related drivers, (3) technological and human-related drivers and (4) economic-related drivers. Practical implications The study provides empirical insights that can aid stakeholders, decision-makers, policymakers and the government in formulating strategies to promote automation techniques in the Nigerian construction industry and beyond. Originality/value This study's originality lies in its exploration of the untapped potential of automation techniques in the Nigerian construction industry, offering novel perspectives on how these technologies can address specific challenges such as skilled labor shortage, safety concerns and cost efficiency, thereby paving the way for transformative advancements in the sector.

Purpose Water is a critical and contentious resource in California, hence any changes in reservoir management requires coordination among many basin stakeholders. The Forecast-Informed Reservoir Operations (FIRO) pilot project at Lake Mendocino, California explored the viability of using weather forecasts to alter the operations of a United States Army Corps of Engineers (USACE) reservoir. The pilot project demonstrated FIRO's ability to improve water supply reliability, but also revealed the key role of a collaborative Steering Committee. Because Lake Mendocino's Viability Assessment did not explore the features of the Steering Committee, this study aims to examine the relationships and interactions between Steering Committee members that supported FIRO's implementation at Lake Mendocino. Design/methodology/approach The project identified 17 key project participants who spoke at a FIRO workshop or emerged through chain-referrals. Using semi-structured interviews with these participants, the project examined the dynamics of human interactions that enabled the successful multi-institutional and multi-criteria innovation as analyzed through text-coding. Findings The results reveal the importance for FIRO Steering Committee members to understand the limitations and constraints of stakeholder counterparts at other organizations, the importance of building and safeguarding relationships, and the role of trust and belonging between members. The lessons learned suggest several interventions to support successful group collaboration dynamics for future FIRO projects. Originality/value This study identifies features of the Steering Committee that contributed to FIRO's success by supporting collaborative negotiations of infrastructure operations within a multi-institutional and multi-criteria context.

PurposeThis article aims to investigate the various applications of gamification practices in the construction industry, with a focus on improving safety and quality, project management, innovation and productivity and workforce development.Design/methodology/approachA comprehensive literature review was conducted to identify several construction areas where gamification can be employed, which helped in formulating a questionnaire survey. The survey was disseminated to construction professionals in the Nigerian construction industry using a convenience sampling technique. The collected data were analyzed using a variety of statistical tools such as percentages, frequencies, mean item scores and exploratory factor analyses. Additionally, cluster analysis was performed to obtain a more comprehensive analysis of these application areas.FindingsFour key clusters of gamification areas of application in the Nigerian construction industry were identified – safety and quality, project management, innovation and efficiency and workforce development. By integrating game elements into these critical areas, construction organizations in Nigeria can enhance worker engagement, increase productivity and improve safety, ultimately leading to better project outcomes.Practical implicationsThe identification and evaluation of the gamification areas of application in the construction industry would help construction organizations and stakeholders make informed decisions regarding the integration of game elements into critical areas such as safety and quality, project management, innovation and efficiency and workforce development.Originality/valueThe study provides valuable information for construction organizations and stakeholders looking to enhance worker engagement, increase productivity and improve safety in their projects through gamification. It also adds to the growing body of research on the use of gamification in various industries and provides a foundation for further studies in this area.
