Abstract Kernel density estimation is a technique for estimating the probability density function, when data are obtained from unknown data generating processes. Because the kernel estimator is a good alternative to the histogram utilized as a relative estimator for the probability density function, it can supply us with the probability of an event of interest. In this note, we contribute to this subject through an extensive study of the hyperbolic secant kernel density estimator. We derived some properties of the obtained estimator, such as bias, variance, optimal bandwidth, and mean squared error. Finally, its performance is investigated using three practical data sets, two of them have both negative and positive values. In addition, a significant smooth bandwidth was proposed during the discussion.

Abstract In most applications, denoising a photograph is essential for most image processing processes. In this study, a conjugate gradient method for impulse noise reduction is presented, which is based on a two-phase system. The noise candidates are found with an adaptive (center-weighted) median filter, and then restored with the CG method, which entails the minimization of an edge-preserving regularization functional. The fact that the search direction created at each iteration is descending is one of the most appealing characteristics of the suggested technique. Its global convergence result might be obtained if a strong Wolfe line search is used. The spectral conjugate gradient approach for impulse noise reduction is demonstrated through numerical experiments.

Abstract Autism Spectrum Disorder (ASD) is a neurological disorder which at present has become one of the most severe developmental disabilities causing social and behavioral changes in individuals. During the first 6 to 18 months of a person’s life, early indicators of ASD can be seen as further regression in development with ageing up to 36 months. Early recognition of the disorder is one of the solutions to the problem so that precautionary measures can be adopted against the disorder. In this proposed work, along with all categories, major emphasis is given to the unbalanced toddler data set. The original data sets are first, pre-processed following splitting of the pre-processed data into training and test data. For classification, a deep network model is implemented which is trained by the training data. The trained model then got tested by the test data for validating the performance of the classifier model to detect ASD class.

Abstract Optimization algorithms are essential tools in all fields such as engineering, business, science and even in nature. Their performance and efficiency may differ from problem-to-problem. In this respect, the current paper aims to provide an understanding of the three well-known Quasi-Newton methods relation with various line search conditions on a performance basis. To this end, the fifteen Quasi-Newton method-line search condition combinations, which are composed of Symmetric-Rank-1 (SR-1), Broyden-Fletcher-Goldfarb-Shanno (BFGS) and Davidon-Fletcher-Powell (DFP) Quasi-Newton methods and Backtracking (BC), Armijo-Backtracking (ABC), Goldstein (GC), Weak Wolfe (WWC) and Strong Wolfe (SWC) conditions, are subjected to totally 195 computational experiments using thirteen test functions including smooth and non-smooth ones. During the experiments, the number of function evaluations at every iteration for all the combinations are kept track and the total number of function evaluations, when each combination converges, are set as a first performance metric. In addition to that, the eigenvalues of Hessian approximation matrix are checked if the updated matrix is positive definite or not. In case of having a negative definite Hessian approximation, the eigenvalue modification procedure is employed to guarantee that the updated matrix is positive definite, which in turn progress along the descent direction. Besides, for purpose of using in the performance evaluations, the number of negative definite matrix generations, as a second performance metric, are recorded for all the combinations. To conduct a reliable and an efficient performance analysis on the combinations, the performance and data profiles are used along with the number of negative definite Hessian matrix update generations. Based on the mathematical analysis through those data, the BFGS-GC combination is the fastest one whereas the slowest one is the DFP-SWC combination. For an optimal choice, it is determined that the BFGS-WWC combination is a great candidate. It is also observed that the BFGS and DFP methods operate very well as long as the curvature condition is satisfied by any line search conditions. However, this statement is not valid for the SR-1 method.

Abstract In this work, a probabilistic two level topic model named Tiered Sentence based Topic Model is proposed which models the document at sentence and word levels and infer hierarchical latent topics for sentences. The proposed model uses two latent variables for the generation of words- a super topic and a subtopic for each sentence of the document, to model word groupings at sentence level. Popular super topics identify general theme of the documents and are used for selecting summary sentences. The model parameters are used for ranking sentences considering sentence importance and topic coverage. Collapsed Gibbs sampling is used for inference and parameter estimation. The proposed model is used to compare with two sentence based topic models- SenLDA and LDCC on query focused multi-document summarization task, over standard DUC2005 dataset using ROUGE-1 and ROUGE-2 precision and recall scores. The proposed model performs better than Latent Dirichlet Allocation and SenLDA but has been outperformed by LDCC.

Abstract The purpose of this study is to determine an optimal inventory policy for perishable item with two-stage pricing mechanism in selling process. Inventory is one of the most important parts in business and industry that affects the profit. Control of inventory affects the costs incurred by the company, therefore the inventory must be balanced with needs. If the inventory is higher than needed, the company will be spending higher storage costs and the risk of damage to inventory, but if the inventory is lower than needed, there will be a production delay and the company will be unable to supply demand on time. This paper deals with fixed lifetime products by using two-stage pricing strategy, especially for agricultural products that are perishable and have a short shelf life. Using the concept of two-stage pricing mechanism in selling process, the mathematical expression for the profit function is derived and a solution procedure is proposed to determine the optimal policy. Finally, a numerical example is provided to illustrate the solution procedure. The results of this research can provide inventory managers with valuable suggestions in making the production policy.

Abstract In current scenario of software industry culture, an important and crucial task under project management is accurate estimation of effort which leads to successful project completion. A successfully completed project means that the project is developed within the planned budget and timeline which is mostly related to accurate effort estimation whereas inaccurate estimation of effort and cost results in failure of a project in context of delivery cost, time and other parameters. Most of the research has been proposed in the estimation of software projects using traditional frameworks. In recent years as there are technological advancements and there is a requirement of adaptation to technological changes, agile development methodology has attracted a lot of interest in research and development in software industries. The dynamic nature of agile requires development of various techniques which may be used for software cost and effort estimation. This paper deals with the study of few popular techniques and proposes a novel technique using ensemble of two techniques.

Abstract In today’s world, where we are in the process of information society, especially the development of internet technology and the use of the internet by large masses of people in very wide geographies have brought along a digital transformation not only socially but also administratively. Although the administrative reflections of digital transformation have developed on the basis of the private sector primarily, it is seen that this situation has started to manifest itself in public administration and public administrations have gone into the efforts for adapting to this wave of transformation over time. The implementation of digital transformation in public administration as a whole is essentially carried out with the aim of eliminating some prominent serious problems of public administration and in addition developing the aspects further that are in good condition. As a matter of fact, new business setups are made and strategies are developed with the intention of adapting to digital transformation, so that it becomes possible for institutions to provide services in a more transparent, participatory, accountable, quality, effective and efficient manner and thus to satisfy the target audience they serve. It is seen that different structures have been made in order to adapt to the digital transformation, with the transition to the Presidential government system in Turkey. One of these new structures is Presidency Offices. Among these offices, which provide technical support to public policy making and decision-making activities in different fields, the Presidency Digital Transformation Office has undertaken the task of leading the digital transformation of the public administration. Since its establishment, the Presidency Digital Transformation Office continues to implement many activities and applications and to contribute positively to the digital transformation process in order to fulfil the mission it has undertaken. In this study, which aims to evaluate the digital transformation process through public administration and more specifically the Presidency Digital Transformation Office, digital transformation is discussed conceptually and theoretically, first. In the second Section, the main features of the presidential government system and the innovations it has brought along are emphasized. In the third and last Section, the structure and functioning of the Presidency Digital Transformation Office is explained and its contributions to the digital transformation process are evaluated through the activities and applications that the office has done so far.

Abstract Stress is a persisting problem visualized in the youths of present generation. This syndrome which looks very simple but if not treated in the right time, its outcome is devastating in most cases. It has the power to generate and degenerate or demotivate a human mind. If stress increases to a very high level, it may derail a person’s normal course of action. So, keeping this destructive nature of stress the present study intends to identify and analyze the components contributing to the increased stress level amongst UG & PG students. The study used primary data to summarize its findings & identify various components such as psychological, behavioral & environmental factors. The findings of the study will be the torchbearer for academicians, psychologists and future researchers who can derive important conclusion from the findings. The study will help the reader to understand the underlying issue in the youth and provide amicable solution to the burning problem.

Abstract The failure of the financial system pulls down the business and country’s economy when it is experienced in the case of banks. A good performance of the banking system upholds the nation’s goodwill and economy. Banking activities indulge in lending activities, but the challenge of credit risk sustains with the banks unwantedly which leads to the rising of non-performing assets (NPA). The present study encounters the responses by the bankers of both private and public banks regarding the sky touching rise of NPAs to highlight the significant responsibility for the unwanted rise and identify the similarity of responses by both types of banks. The consequence is significantly true for both types of banks as they agree to the responses for the NPAs that are slowly rising and further, the study confirms that the major stake for NPAs is due to the lending of funds to agricultural and industrial sectors and with the highest credit burden owing by the governments’ organization.
