Planning of second-home tourism and sustainability in various locations: Same but different? 第二故乡旅游的规划与各地的可持续性:相同还是不同?

ABSTRACT Several Norwegian mountain and coastal municipalities have experienced comprehensive second-home development in recent decades. From a sustainability perspective, it is necessary to understand both the importance of various geographical locations within a local context, as the location has an impact on available resources, amenities, and courses of action, and the complex interdependencies between the three sustainability pillars: economy, society, and environment. The purpose of the article is to provide knowledge on why and how various locations matter for planning sustainable second-home tourism. The analysis is based on document studies and interviews from three Norwegian destinations, supplemented with official statistics. The findings indicate that emphasis on, and development challenges associated with, the sustainability pillars differ across locations. They also indicate that local capacities to assess, plan, and implement adequate measures to address specific sustainable development challenges vary. Hence, there is a need for regional and local authorities to reflect on the driving forces behind the development of second-home tourism, as the impacts vary depending on what and who is driving the development. The authors conclude that it matters where second-home development is planned and what sustainability measures are adequate, applicable, and available. Nevertheless, all three pillars must be considered even if just one is enhanced.

Contextualities of gender in Eritrean immigrant households: Exploring empowerment through integration in Norwegian society 厄立特里亚移民家庭的性别背景:通过融入挪威社会探索赋权

ABSTRACT The article presents a contextual understanding of immigration and integration in Norwegian society from a gender perspective by capturing the experiences of Eritrean immigrant households when adapting to social change and an unfamiliar gender regime. Theories of empowerment and social integration are used to interpret the gender dimensions, and to examine Eritrean families’ post-migration gender relations and the interaction between conventional and egalitarian norms in expectations regarding the roles and social participation of women and men. A qualitative research design was used, involving in-depth interviews, participant observation, and informal discussions. The findings revealed that Eritrean immigrants’ gender relations in Norwegian society were dynamic, due to the opportunities and constraints they faced in the private and public spheres. Women’s ability to challenge patriarchal power relations was due to their adoption of Norwegian mainstream norms that determined their agency and empowerment in society. Also, social inclusion for Eritrean immigrants wes often dependent on social networks that aided their integration into society and was differentiated by gender. The authors conclude that the realities of women’s empowerment were heterogeneous and subjectively influenced by male gender ideologies, relevant education and language skills, access to desirable social networks, satisfactory paid work, and decisive welfare regulations.

Nature, patterns, and determinants of seasonal outmigration in the north-eastern part of Ethiopia 埃塞俄比亚东北部季节性外迁的性质、模式和决定因素

ABSTRACT The article identifies the nature, patterns, and determinants of seasonal outmigration in Tsagibji District, in the Amhara Region, Ethiopia. In the study on which the article is based, a quantitative research approach was primarily employed, complemented with a qualitative approach to triangulate the findings. Primary data were gathered from rural households using a household survey, key informant interviews, and focus group discussions. Secondary data sources were employed to complement the primary data. Descriptive and inferential statistics were computed. The findings indicate that rural–urban migration is a dominant pattern of seasonal outmigration, as about half of the total sample households migrated to urban areas to avoid the seasonal food shortages and economic shocks caused by environmental factors. The binary logistic model analysis revealed that male-headed households, household size, and participation in productive safety-net programmes were significantly and directly related to seasonal outmigration. Other aspects had a significant and negative association with seasonal outmigration. Additionally, environmental and economic push and pull factors drive households to employ migration as a coping and adaptive livelihood strategy. The authors conclude that addressing rural unemployment, livelihood diversification, and environmental rehabilitation activities is crucial to reduce the volume and scale of seasonal outmigration in Tsagibji District.

ABSTRACT The study objective is to assess stakeholders’ roles and linkages in quality coffee production and the implications for adaptation to climate change in Yirgacheffe District, southern Ethiopia. Stakeholder analysis was performed to identify and characterize stakeholders based on their power and interest criteria and to assess their linkages and roles in quality coffee production. Additionally, a household survey with coffee farmers (stratified into quality coffee farmers and conventional coffee farmers) was conducted to assess coffee farmers’ level of satisfaction of with various forms of support provided to them by the stakeholders. The stakeholders analysis revealed that stakeholders possessed different degrees of power and interest in quality coffee production. While government agencies were more powerful in decisions and actions related to quality coffee production, coffee farmers (key actors) were less powerful. The household survey revealed that quality coffee farmers tended to have stronger linkages with stakeholders than conventional coffee farmers. The authors conclude that quality coffee production was the result of efforts from multiple stakeholders, and they suggest that policy interventions to enhance collaborative quality coffee production through empowering stakeholders in decision-making processes in the coffee value chain are important to make the coffee-based livelihoods sustainable and resilient to climate change.

Does size really matter? The prevalence of NGOs and challenges to development in Northern Ghana 大小真的重要吗?加纳北部非政府组织的盛行和发展面临的挑战

ABSTRACT For decades, non-governmental organizations (NGOs) have helped to fill the development gap in Ghana, often through donor-funded projects targeting the most impoverished households in Northern Ghana. However, after years of sustained concentration of development aid and NGO operations, entrenched poverty remains pervasive in Northern Ghana, with significant implications for rural livelihoods. The authors examine the apparent paradox of concentrated donor-funded interventions and poverty in Northern Ghana by exploring impediments to successful implementation of development projects. In their study, they adopted a qualitative approach and relied on primary data generated from semi-structured interviews with frontline NGO workers. The results of the study established that a lack of adequate coordination and regulation of ‘the NGO industry’, project duplication, and misuse of resources impeded development initiatives in Northern Ghana. Also, they found that NGOs were complementary to, but not a substitute for, the State in the provision of social services. The authors contend that the broad NGO presence and activities in Northern Ghana do not matter, since the concentration of development initiatives has not yielded tangible results. They call for proper intra-NGO coordination, coordination between NGOs and government agencies, and between NGOs and implementing communities in order for the full potential of donor-funded programmes to be achieved.

In her thesis, Aslaug Gotehus traces the decisions, experiences and practices of Filipino nurses in Norway. Despite the growing need for nurses in the country, labour and migration policies in Norway make it very difficult for Filipino nurses to work as registered nurses, with many having to take up work as au pairs or as auxiliary health care workers first, often for many years, before they are accepted as registered nurses. Gotehus focuses on the microdimensions of everyday human lives alongside the macrostructural factors that shape nurses’ migration. She argues that ‘individual and family events and concerns in Filipino nurses lives are entangled with the policies, regulations and labour markets in more than one country’ and that ‘migration needs to be understood as a process across time rather than a single act of mobility at one point in time’. Adopting a transnational approach, the thesis further explores the other side of migration: the case of non-migrant nurses in the Philippines who stay, despite overwhelming pressure in the Philippine context for nurses to go abroad in search of better opportunities and higher salaries. Gotehus traces Norwegian nurses’ networks back to the Philippines in order to further her understanding of the transnational context framing their migration. Drawing on strong qualitative empirical research, Gotehus offers rich insights into the little-known experiences of Filipino nurses in Norway. There is not much on the Norwegian case in the wider literature on Filipino nurses’ migration. The thesis examines the Norwegian context for the integration of internationally educated nurses. There, we learn that because of professional regulations and the challenges encountered in the process of getting authorized as a nurse in Norway, which became stricter in 2017 due to new regulations, many nurses educated in the Philippines end up working as health care workers in Norway. This occupational segmentation between cadres with different status, scope of practice, and compensation is an important feature of migrants’ labour market segmentation experience in Norway. The thesis makes an original contribution to the scholarship on care, migration, agency, and temporality. It allows us to understand the ambivalent experiences of Filipino nurse migrants in Norway, the complex textures of transnational and local care networks, responses to deskilling and waiting, and experiences of staying, all of which shed light on the different ways of moving and not moving in a globalized world. ABSTRACT The article examines the emerging and persistent challenges of water resources governance that contribute to unequitable sharing of water resources amid the different competing users in the Mgeta subcatchment in the Ruvu River Basin, Tanzania. The author used a mixed method research design to examine the challenges of water governance in rural Tanzania, with a focus on households (water users) in the Mgeta subcatchment of the Upper Ruvu Basin. Focus group discussions and key informant interviews were used to garner qualitative data, while a questionnaire was used to collect quantitative data. Both quantitative and qualitative data were analysed. The results indicated that conflicts, inactiveness of members of the Community Based Water Supply Organisation (COBWSO) in Kibaoni village (one of three case villages), overlapping of responsibilities among key actors, as well as ineffective revenue collection were the main challenges facing water resources governance. The author concludes that concerted efforts are needed to address governance challenges hampering equitable access to water resources among different users.

ABSTRACT The purpose of the article is to analyse regions’ varying preconditions for digitalisation of industry and, on that basis, discuss regionally tailored policy strategies to stimulate digitalisation. Building on both regional innovation system and asset modification approaches, the authors suggest a theoretical framework that identifies regions’ potential for digitalisation from their stock of relevant assets at the firm and innovation system level. The analysis identifies four types of regions with different preconditions for supporting digitalisation of industries. This in turn provides the foundation for a discussion of the role of actor-based and system-based policy strategies to support digitalisation in each type of region. From the existing literature, the authors discuss empirical examples of digitalisation within each of the four types of regions but also highlight that individual regions need to tailor the portfolio of policy support within the identified strategy, as each region is structurally and institutionally unique.

Discourses of climate change education: The case of geography textbooks for secondary and higher secondary education in South Africa and Norway 气候变化教育话语:以南非和挪威的中等和高等教育地理教科书为例

ABSTRACT The purpose of the article, which is a comparative study, is to explore climate change discourses in South African and Norwegian geography textbooks by addressing the following questions: What policy discourses of climate change can be identified in the textbooks? How is the climate change content of geography textbooks influenced by predominant discourses in society? The authors assert that problems and solutions to climate change in textbooks are influenced by dominant discourses of climate change in society. Despite expecting to find a strong emphasis on ecological modernization and a win-win discourse in the Norwegian context, and perhaps a stronger focus on civic environmentalism and global injustice in the South African context, their findings reflected that for both countries, textbooks predominantly leaned towards belief in international agreements and green governmentality. Some emphasis was placed on ecological modernization, particularly in South Africa, while civic environmentalism and global injustice perspectives were marginal and lacked context. The overlapping nature of perspectives identified in the textbooks also demonstrated the complexity of identifying problems and solutions connected to climate change. The authors conclude that political ecology can offer a consistent didactical framework to examine the diversity of interests, perspectives and ‘stories’ about climate change at different scales.
