An Analysis of the Channels for Accessing Economic Benefits in the Commons Governance Regime of Space Resources 空间资源公域治理机制下经济利益获取渠道分析

On September 22, 2022, the world’s first transaction on space resources took place, highlighting the need for an international space mining regime. Although outer space is often considered global commons, there is a concern that the commons governance regime may hinder the commercial use of space resources. The current research does not provide an in-depth analysis of the incentive mechanism under the global commons governance regime, let alone the economic incentive mechanism. This paper explores how to construct the channels for accessing economic benefits in the commons governance regime of space resources. The channels will constitute a critical incentive mechanism for the regime, and they should conform to two principles closely related to the commons and incentives: the common benefit principle contained in international law and the 2B principle proposed by Ostrom. This paper summarizes the basic types of channels and their combinations and finds that the channels and their combinations in previous studies and the latest international instruments do not fully meet the requirements of the two principles. Based on the principles, this paper puts forward a new proposal, which integrates four existing channels and one new channel. Compared with previous research, the proposal suggested in this article has advantages in the following aspects: promoting the realization of the two principles, incentivizing diverse countries to accept commons governance of space resources, and encouraging space cooperation between spacefaring nations and non-spacefaring nations.

Becoming a Care-Tizen: Contributing to Democracy Through Forest Commoning 成为一个关心市民:通过森林共同为民主做出贡献

This paper aims to expand current understandings on the relationship between forest commoning, citizenship and democracy. For doing so, it presents a case study of a community forest in the periphery of Vigo city (Galicia, Spain). Using interviews and historical records of the city and the neighborhood, the paper tells the story of the emergence of a forest commons in relation to citizenship claims and struggles. Through time, communal practices of care for forest forge care-tizens, a self-organized form of citizenship performed through mutual care and care for the commons. This care-tizenship was enabled by commoners’ affective relations to forests and more-than-human subjectivities. The conclusion underlines the mutually reinforcing relationship between commoning forests and citizenship, suggesting the importance of community forests as arenas to nurture alternative, expanded more direct, and ecological forms of democracy

Imaginaries and the Commons: Insights From Irrigation Modernization in Valencia, Spain 想象与公地:来自西班牙瓦伦西亚灌溉现代化的见解

In this article we introduce the notion of imaginaries as a conceptual entry to study and better understand how and why commons re-create and transform. We do so by first exploring imaginaries as assemblages, and second by analytically dividing imaginaries in dominant and alternative imaginaries. While the former refer to how people imagine and live their social existence around built expectations and their underlying notions, the latter refers to imaginaries that critique instituted society and through it create ‘germs’ that can lead to transformation. Through this lens we analyze contestations that have emerged around the introduction of drip irrigation in two irrigation communities in the Valencia Region of Spain. These two case studies (Carcaixent and Potries) show how, among the commons, alternative imaginaries are challenging the dominant imaginaries of drip irrigation. We show how these alternative imaginaries result from a different way of assembling irrigation and the social, cultural, material, and economic relations around it. These insights, we argue, open up avenues that allow us to better understand the imaginary creations that reproduce a specific existing order, as well as the germ(s) that can lead to transformations and change.

Westphalian Sovereignty and the Free-Rider Conundrum in the Atmospheric Commons: Examining Global Governance Regimes for Addressing Climate Change Adaptation 威斯特伐利亚主权和大气公地的搭便车难题:探讨应对气候变化适应的全球治理机制

While key actors at the international level have made strides in attempts to address climate change through collective action, their efforts are often limited by the Westphalian construct of the modern state which prioritizes territorial sovereignty over global governance. Thus, even though it is commonly known that the atmosphere transcends sovereign territory, creating effective institutional and policy mechanisms for collective state action to govern it remains a major challenge. Indeed, despite the crafting of various international climate change governing frameworks after the Rio Earth Conference of 1992, greenhouse gas emissions have continued to increase, with the negative impacts of climate change already being experienced in various parts of the world. In this paper, we review published literature, secondary data and international policies to gauge the performance of the Kyoto Protocol and the Paris Agreement of 2015 in regulating national and global greenhouse gas emissions. Our assessment established that enforcing commitments made by various nation states at the international level is very difficult, mainly because the pursuit of national economic growth is accorded precedence over the imperative for reducing greenhouse gas emissions. This inevitably results in governance failures. It is also clear that the socioeconomic development imperatives of less developed economies are particularly compromised as they have the highest incentive to cooperate with global governance due to their vulnerability to climate change impacts, and yet they have the least capacity to emit greenhouse gasses because of the nature of their economies

Outer Space as a Global Commons: An Empirical Study of Space Arrangements 作为全球公域的外层空间:空间安排的实证研究

The designation of outer space as a global commons is a contentious issue. Some argue that officially recognizing it as such could discourage private investment, while others claim that it would not sufficiently promote sustainability. To address these debates, this article examines how space actors use a global commons framework in their institutional arrangements. Based on a collection of 1042 space arrangements, we characterize a subset of arrangements that explicitly reference concepts related to the notion of global commons. We observe that this framework is seldom used in bilateral arrangements and is mostly absent from recent agreements made by influential players. Furthermore, we find that employing principles related to global commons in arrangements does not result in significantly different operational rules. Some argue that officially recognizing it as such could discourage private investment, while others claim that it would not sufficiently promote sustainability. To address these debates, this article examines how space actors use a global commons framework in their institutional arrangements. Based on a collection of 1042 space arrangements, we characterize a subset of arrangements that explicitly reference concepts related to the notion of global commons. We observe that this framework is seldom used in bilateral arrangements and is mostly absent from recent agreements made by influential players. Furthermore, we find that employing principles related to global commons in arrangements does not result in significantly different operational rules.
