Information and Communication Technology Adoption, Administrative Discretion, and Innovative Mindsets in Public Organizations 公共组织中的信息和通信技术应用、行政自由裁量权和创新心态

This article examines how information and communication technology (ICT) adoption and administrative discretion are associated with the innovative mindsets of public employees in South Korea. Employing moderated multiple regression analysis, the authors examined secondary survey data on South Korean public employees’ perceptions collected by the Korea Institute of Public Administration in 2021. The findings support a direct and positive impact of ICT adoption and administrative discretion on the innovative mindsets of public employees. Moreover, the results highlight the moderating influence of (perceptual) administrative discretion on the relationship between ICT adoption and innovative mindsets of public employees. The authors discuss the theoretical and practical implications of the findings and contributions of this study.

Flexible Work in the Public Sector: A Dual Perspective on Cognitive Benefits and Costs in Remote Work Environments 公共部门的灵活工作:远程工作环境中认知收益与成本的双重视角

The COVID-19 pandemic has accelerated the adoption of flexible work arrangements within the Italian public administration. While much of the existing research has focused on the drawbacks of such arrangements, there has been less exploration of their benefits. Cognitive demands related to the structure of work activities, planning of working hours, planning of workplaces, and coordination with others, under flexible working conditions, might be considered as job resources that act as challenging demands within the Job Demand-Resource (JD-R) model. This study aimed to explore how the “cognitive challenge of flexible work” (CCFW) impact job satisfaction through home-based performance, taking into account the role of weekly working hours on home-based performance. Furthermore, the potential moderating role of cognitive and physical job demands between CCFW and home-based performance was explored. Using structural equation modeling on data from 484 public employees, the findings confirmed the positive impact of the structure of work tasks and planning of working times on both job satisfaction and home-based performance. In addition, cognitive demands (i.e., perception of cognitive work overload) played a moderating role in the mediated relationship between coordinating with others on job satisfaction and the structure of working tasks on job satisfaction through home-based performance.

A Taste of Telework: Effects of Remote Work Arrangements During and After the Global Pandemic 远程工作的滋味:全球大流行期间和之后远程工作安排的影响

The COVID-19 pandemic brought unprecedented changes in global work dynamics including mandating telework for most of the U.S. federal workforce to protect employees from health and safety hazards of the communicable virus. Although not ubiquitous, many federal employees had experience with these arrangements because they voluntarily chose telework prior to the pandemic through provisions in the Telework Enhancement Act of 2010. Using the 2020 Federal Employee Viewpoint Survey (FEVS), which focuses on telework perceptions and experiences, this study explores the effect of the involuntary telework mandate on employees’ attitudes toward telework after several months through a prospect theory framework. Findings demonstrate that several factors including previous telework experience and experiential learning may influence employees’ preference for and voluntary selection into telework moving forward. These dynamics suggest an endowment effect for telework among employees who gained telework experience before and during the pandemic. In addition, employees may choose telework as an alternative work arrangement when they are not satisfied with their organizations or jobs but want to maintain employment. These findings suggest that agencies should continue to offer robust telework opportunities to satisfy and retain employees.

This study aims to unravel the intricate interplay among diversity, equity, inclusion, and accessibility (DEIA), along with perceived supervisory support (PSS) and intrinsic work experience (IWE), as pivotal determinants influencing the job satisfaction (JSC) of employees with disabilities. The research sample used comprises civil servants employed in government organizations in Indonesia. Utilizing covariance-based structural equation modeling (CB-SEM), the analysis encompasses confirmatory factor analysis (CFA) and the evaluation of a structural model, coupled with hypothesis testing, to confirm the findings. The study’s findings affirm not only the direct influence of DEIA components and IWE on the JSC of employees with disabilities, but also highlight the indirect mediation of DEIA components and JSC through PSS. This study stands as a pioneering effort in exploring the interplay between DEIA, PSS, and IWE with regard to the JSC of employees with disabilities.

Does Citizen Feedback Influence Public Service Motivation? Evidence From a Survey Experiment in the Context of Urban Service Provisions 公民反馈会影响公共服务动机吗?城市服务供给背景下的调查实验证据

Despite the growing interest of research on public service motivation (PSM), limited studies have considered the interaction between street-level bureaucrats and citizens. This study examined the impact of citizen feedback on PSM among street-level bureaucrats. Anchoring on the social exchange theory, this research posits that citizen feedback plays a pivotal role in influencing PSM. Using a vignette–survey experiment in the context of urban service provisions in Magelang city, Indonesia, this study empirically tested the causal relationship between citizen feedback and PSM. The finding reveals empirical evidence that positive citizen feedback enhances PSM, while, conversely, negative feedback diminishes PSM. These results underscore the importance of citizen feedback as an alternative managerial tool to motivate street-level bureaucrats who directly engage in service delivery. Public managers can also use these findings as a starting point to design a citizen feedback handling system in public service delivery.

Following Your Ideal Leader: Implicit Public Leadership Theories, Leader—Member Exchange, and Work Engagement 追随理想的领导者:隐性公共领导理论、领导者-成员交流和工作投入

Although social comparisons are ubiquitous in leadership, previous scholarship in public administration has not yet studied comparative aspects of how followers perceive and respond to leadership. This study addresses this gap and disentangles the link between leadership and work engagement from a socio-cognitive and relational perspective. It examines how public employees compare their real leaders against ideal leaders and how perceived gaps between both affect their work engagement through leader–member exchange (LMX). Building on leadership and job demands–resources theory, a priming study using the Semantic Misattribution Procedure (SMP) extracts participants’ Implicit Public Leadership Theories. Structural equation modeling reveals that work engagement is substantially higher (lower) when characteristics of the supervisor resonate with positive (negative) prototypes of ideal leaders, with this association being fully mediated by LMX. The study shows how implicit information processing matters for the emergence of leader–follower relationships and, in turn, for important follower outcomes. It thus contributes to, and combines, a socio-cognitive and a relational approach to leadership in the public sector.

The European Union Work-Life Balance Directive aims to promote a better work-care balance by introducing extensive parental leave. However, a change in policy does not necessarily mean behavioral change. Starting from the idea of gendered organizations and gendered policies within local government a conceptual model is developed to investigate under which organizational circumstances male civil servants in Dutch municipalities are willing to take parental leave. With a vignette experiment ( N = 572) among civil servants in the summer of 2021, the organizational characteristics that affect employees’ decisions on the potential use of parental leave are investigated. Adverse career consequences have the largest influence, followed by managerial support and coworker support. Furthermore, the larger the work ambition is, the more negative the effect of career consequences is for using parental leave. That adverse career consequences hardly had an effect among male civil servants with low work ambition shows that the relationship to parental leave uptake is nuanced. The results of this study underscore the importance of contexts in implementing policy goals and achieving greater gender equality in local government.

Dynamic Leadership Tools Supporting Psychological Needs Satisfaction in Public Organizations: Experimental Evidence 支持满足公共组织心理需求的动态领导工具:实验证据

Public leadership is increasingly conducted through digital information technology, and dynamic leadership tools are offered as alternatives to static tools. As a first test of dynamic leadership tools in public leadership, this study focuses on leadership tools for visionary leadership. The study examines whether the positive effect on employee needs satisfaction of dynamic leadership tools based on persuasive information technology is stronger than for static leadership tools. The study involves a field experiment on leadership training combined with leadership tools and shows that dynamic tools indeed have a stronger impact than static tools on satisfying employee needs for meaning and employee perception of prosocial impact. This research contributes to the understanding of how information technology can be harnessed to support public leadership and highlights the potential benefits of dynamic leadership tools in supporting beneficial employee outcomes.

Careers as Social-Symbolic Work: Civilian Criminal Investigators’ Struggle for Legitimacy 作为社会符号工作的职业:民间刑事调查员争取合法性的斗争

The nexus between work and social categories is known to have an impact on how people develop in their careers. The purpose of this study was to examine the conditions for career work undertaken by civilian criminal investigators (CIs) who are currently entering police organizations, complementing police officers in criminal investigations. The empirical study encompassed 71 interviews conducted with both civilian and police CIs in the Swedish police. The conditions for career work were analyzed through a social-symbolic lens, recognizing the impact of both resource distribution and agency in a network of different actors. Furthermore, the contextual nature of career work was examined, highlighting tensions between civilian and police CIs, influenced by gender dynamics and cultural factors. The situatedness and cultural characteristics of the workplace, involving gender and academic and professional background, have divergent outcomes in career work. This research discusses the multifaceted nature of career development among civilian CIs, providing an extended understanding of career as a socially negotiated process and unraveling the mutual influence of organizational dynamics, cultural norms, and resource distribution in shaping individual career trajectories.

Vitality and Coping With Rules: A Qualitative Research Study Among Primary School Teachers 活力与应对规则:小学教师的定性研究

This interview-based study investigates how primary school teachers cope with rules to maintain their vitality. It is important to understand how teachers can keep their vitality high as they play an important role in the development of future generations. This study categorized teachers into four groups based on their experience of rules (few or many) and their vitality (high or low): (a) resilient, (b) affected, (c) untroubled, and (d) decoupled. Then the coping strategies these groups used to cope with rules to maintain vitality were studied. It seems that the resilient group of teachers is able to maintain vitality by using different coping styles. Consequently, if teachers became more aware of the coping strategies they could adopt, for example, through coping training, this could help them to maintain their vitality.
