Corporate Social Responsibility and Wage Inequality 企业社会责任与工资不平等

This paper analyzes how corporate social responsibility (CSR) generates an impact on wage inequality. We find that wage inequality decreases (resp. increases) with the degree of CSR when the substitution elasticity between unskilled labor and capital in the production of the urban sector is sufficiently small (resp. large).

Gender and Educational Variations in the Earnings Premiums of Occupational Credentials 职业证书收入溢价的性别和教育差异

Occupational credentials such as professional licenses and certifications are known to generate significant earnings premiums. Based on this, the federal workforce development policy focuses on industry-recognized occupational credentials for less-educated adults to help them obtain family-supporting jobs without having to invest in a postsecondary degree. This study used data from the 2016–2019 Current Population Survey (CPS) outgoing rotation group samples to examine differences in the earnings premiums associated with occupational credentials by gender and education. Our analyses revealed that the earnings premium of job-required credential holding was greater for women than men. For women, estimates of the earnings premiums do not vary much by education level, while for men, those without a Bachelor's degree tend to have high premiums than those without.

Endogenous Equity Shares in Cournot Competition: Welfare Analysis and Policy 古诺竞争中的内生股权:福利分析与政策

We consider a duopoly in which firms can strategically choose equity shares on their rival’s profits before competing in quantities. We identify equilibrium equity shares, and subsequently compare them against the optimal equity shares that maximize social welfare. Most previous studies assume that equity shares are exogenous, and those allowing for endogenous shares do not evaluate if equilibrium shares are socially excessive or insufficient. Our results also help us identify taxes on equity acquisition that induce firms to produce a socially optimal output without the need to directly tax output levels.

Optimal Disability Insurance with Informal Child Care 非正式儿童保育的最佳残疾保险

The possibility of engaging in household child care may exacerbate the incentives of parents and grandparents to falsely claim disability benefits as households also get to save on formal child care costs. This paper considers a multi-generational family model with persistence in privately observed shocks and presents an efficient implementation case for subsidizing formal child care costs of the disabled. An implementation of the optimal scheme that consists of capped formal day care subsidies, non-linear income taxation and asset-testing is proposed. Simulations based on a parametrization that targets key features of the US labor and child care markets suggest that day care subsidies may lead to sizeable cost savings.

Do Local Institutions Affect Labour Market Participation? The Italian Case 本地制度是否影响劳动力市场参与?意大利案例

Italy features very low labour market participation rates for both men and women, coupled with a sizeable participation gender gap. This work investigates empirically the relation between institutional quality and labour market participation at the local level. Using official records on the Italian provinces over the 2004–2012 timespan and the Institutional Quality Index, we use a Spatial Lag of X model to gauge the direct and indirect impact of local institutions on male and female participation rates, with particular regard to the participation gender gap. The results support the idea that institutional quality has a significant impact on local labour market participation, for both men and women, while it does not affect the participation gap. Moreover, institutions generate spatial spillovers, affecting participation in neighbouring provinces. Finally, the availability of public child care facilities is as a key determinant of female participation.

Do Firms Supported by Credit Guarantee Schemes Report Better Financial Results 2 Years After the End of Intervention 受信贷担保计划支持的公司在干预结束2年后的财务业绩是否更好

The study contributes to underdeveloped knowledge on effects of SME policies in Central and Eastern Europe. We evaluate two Czech credit guarantee schemes funded from EU funds during years 2007–2013. We conduct micro-econometric firm-level impact evaluation based on propensity score matching approach. We estimate average treatment effect on the treated (ATET) for six financial outcome variables (total assets, tangible fixed assets, personnel costs, sales, price-cost-margin and return on assets) measuring firm´s competitiveness. Two years after the programme, no statistically conclusive results were obtained for the most of the outcome variables. We found only a positive change in tangible fixed assets for the programme participants. However, we cannot say, that the supported firms would be better off, compared to those non-supported in a short-term. Our analysis shows that without reliable data gathered by public sector authorities, no rigorous evaluations can be made and thus no evidence driven policies can be formed.

Terrorism and Firm Performance: Empirical Evidence from Pakistan 恐怖主义与企业绩效:来自巴基斯坦的经验证据

A secure business environment for private enterprises is desired by all states and is endorsed as a part of United Nation’s sustainable development goals. However, the risk exposure of private enterprises against terrorism, particularly in developing countries, is not adequately studied. Using Enterprise Surveys (ES) data for more than 2000 firms located across the four provinces of Pakistan, this paper studies the link between the risk of terrorism and firm performance. It finds, after controlling for various firm specific performance determinants as well as provincial and sector specific heterogeneities, that terrorism has a significant negative effect on firms’ performance which is independent of firm size. This effect is robust against different specifications and estimation methods including instrumental variables strategy. Beyond much explored aggregate consequences, terrorism has direct consequences for production processes at micro level.

Do Minimum Wage Increases Affect SNAP Benefits 最低工资上涨会影响SNAP福利吗

The recession of the late 2000s accompanied a steep increase in the number of people on the U.S. federal Supplemental Nutrition Assistance Program (SNAP). The economy recovered, yet the number of people on SNAP remained relatively high. This study investigates whether increases in minimum wages affected the number of SNAP beneficiaries and the per-capita cost of the program. Economic reasoning suggests a minimum wage increase can decrease poverty through higher wages or increase poverty by enacting a barrier to work. Using a panel data set (1997–2015) at the state level, two-way fixed effects estimates demonstrate a nonlinear relationship between minimum wages and SNAP benefits. At low minimum wages, increases in the minimum wage reduce SNAP enrollment and benefits; however, at high minimum wages, increases in the minimum wage increase SNAP enrollment and benefits. Twenty states have already passed the minimum wage turning point. Further increases can lead to more SNAP participants.

The economy recovered, yet the number of people on SNAP remained relatively high. This study investigates whether increases in minimum wages affected the number of SNAP beneficiaries and the per-capita cost of the program. Economic reasoning suggests a minimum wage increase can decrease poverty through higher wages or increase poverty by enacting a barrier to work. Using a panel data set (1997–2015) at the state level, two-way fixed effects estimates demonstrate a nonlinear relationship between minimum wages and SNAP benefits. At low minimum wages, increases in the minimum wage reduce SNAP enrollment and benefits; however, at high minimum wages, increases in the minimum wage increase SNAP enrollment and benefits. Twenty states have already passed the minimum wage turning point. Do Labor Market Regulations Affect the Link between Innovation and Employment?: Evidence from Latin America 劳动力市场监管是否影响创新与就业之间的联系?来自拉丁美洲的证据

The link between innovation and employment is at the center of the policy debate. This paper sheds light on how labor market regulations affect the relationship between different types of innovation and employment in Latin America. We estimate the model developed by Harrison et al. (2014) using Enterprise Surveys for 14 Latin American countries. We find that: (i) product innovations have a positive impact on employment growth; (ii) process innovations do not affect employment growth; (iii) more rigid labor market regulations (minimum wages and severance payments) reduce the effects of innovation.
