Community resilience is a central concept within crisis management policymaking, but it has escaped critical analysis. This article responds to this problem by examining a community-led response to a large natural disaster (the Queensland floods of 2010–11). The findings emerge from the application of a novel ethnographic method, uniquely informed by an insider’s view of the disaster, which generated narratives from ‘the ground’. These narratives highlight a darker side to community resilience, which is largely unacknowledged, but needs to be understood so that we can critically appraise the concept more effectively in the future.

This article analyses the use of the Programme for International Student Assessment (PISA) and other evidence in educational policy discourse in the context of direct-democratic votes in Switzerland. The results of a quantitative content analysis show that PISA is used by all actors to support a wide range of policy measures and ideological positions. Other evidence, however, is only used to support single specific policy positions. These findings demonstrate the ubiquity of PISA. The article discusses these results in view of the question of whether the incorporation of evidence into policy debates contributes to informed discourse.

This study offers an empirical test of the effect of decentralisation on political trust. A comparative analysis of citizens in 47 countries suggests indirect and heterogeneous consequences of decentralisation. First, while various dimensions of decentralisation are significantly associated with political trust at the country level, no dimension has a direct effect on political trust at the individual level. Second, not all forms of decentralisation contribute to the promotion of political trust. And, finally, two dimensions of decentralisation (that is, fiscal and administrative) promote political trust through reducing the negative effect of democratic values.

The ‘Scottish approach’ refers to its distinctive way to make and implement policy. Its reputation suggests that it is relatively comfortable with local discretion and variations in policy outcomes. Yet, policymakers are subject to ‘universal’ processes – limited knowledge, attention and coordinative capacity, and high levels of ambiguity, discretion and complexity in policy processes – which already undermine central control and produce variation. If policy is a mix of deliberate and unintended outcomes, a focus on policy styles may exaggerate a government’s ability to do things differently. We demonstrate these issues in two ‘cross cutting’ policies: ‘prevention’ and ‘transition’.

The participation of citizens in public policy-making has become a key aim for national and supranational institutions across Europe, but the relative importance policy-makers actually accord citizen participation arguably varies due to the alternative administrative traditions within different countries. Using data drawn from a large-scale survey of senior public managers in France, Germany, the United Kingdom (UK) and Norway, we find support for the idea that administrative tradition influences the participation of citizens in public policy. We also identify key institutional factors determining the importance of citizen participation. Theoretical and practical implications of the findings are discussed.
