This essay argues for a relational approach to place qualities and their governance. The argument, linked to a pragmatist view of the formation of publics and the articulation of public value, is developed through a discussion of firstly, the meaning of place, its significance to human flourishing and the resultant demands for collective attention to place qualities as a shared resource; secondly the relation of such collective attention to the formation of publics and the quality of the civil sphere of a political community; and thirdly the challenge of developing moral frames among such publics within which complex judgements about conflicting perceptions and values about place qualities can be situated. Promoting public value through caring for place in this way could act as a significant learning arena for renewing practices of democratic engagement.

We address a key puzzle in policy studies: why don’t major differences in political systems and policy produce major differences in policy processes, outputs, and outcomes? We show why key aspects of fracking policy are similar in the UK and Switzerland despite the UK majoritarian government being ‘all out for shale’ and Switzerland’s consensus democracy favouring moratoriums. We use the ‘advocacy coalition framework’ and new survey data to show why differences in UK and Swiss processes are subtle. In both cases, actors cooperate and compete with each other by sharing information within and across coalitions.

This paper reviews governance and public governance related to an emerging area of policy interest – social innovation. The European Commission’s White Paper on European Governance (2001) focused on openness, participation, accountability, effectiveness and coherence in public policy as characteristics of good governance. The EC has prioritised social innovation to address policy problems. Yet, the extant literature and research on social innovation is sparse. The paper questions whether it is a new mode of governance which contributes to good governance or a continuum of neoliberal reforms of the state which alters the relationship between the state, market and civil society.

This paper builds on policy implementation studies, which seek to explain how policies undergo some form of ‘translation’ from general policy guidelines to implementation in practice at the local level. The paper makes two contributions to the policy implementation literature. First, it draws on the concept of ‘local universality’ to suggest that the translation of policy by central actors is not simply transmitted but is iteratively transformed through multiple distributed agencies including local actors, infrastructure, data sets and organisational practices. Second, empirical findings show how structural policy design features influence implementation and (re)shape policy content by incorporating knowledge from practice.
