Abstract Individuals’ personal values have a significant influence on their attitudes and behaviors within organizations, yet we have limited knowledge about whether and how personal values differ across sectors. This study investigates sector differences in personal values, applying Schwartz’s well-established constructs of basic human values. We hypothesize that public employees are more likely to have stronger self-transcendence and conformity values and weaker openness to change values than private employees. Using multi-year data from 20 countries, we find that public employees have stronger self-transcendence and conformity values, consistent across countries, with a few differences across industries. No systematic sector difference in openness to change was found.

Abstract Patrons in authoritarian governance systems are expected to spread the state’s largess selectively, channeling the most rewards within their client networks. This empirical study evaluates whether the congruence between regional leadership and the leadership at the federal level in the Russian Federation influences the distribution of regional borrowing. The findings show that one of the distribution channels of largess to the regions is through budget credits, a form of heavily subsidized long-term loans that the Kremlin controls. Due to a symbiotic nature of the linkage between the central state and regional clients in this patronage system, largess accrues to the regions that offer greater support to the party of power in their regional legislatures. However, this linkage is present only in relatively more contested regions of the federation and not in the regions where the party of power holds a majority of legislative seats. Empirical results remain significant even when regional wealth and fiscal need variables are considered.

Abstract Drawing upon social exchange theory, as well as culpable control and attribution theory, this article investigates the impact of service failure responsibility and prior public service failure on the emotional responses of individuals experiencing a public service failure. Although there are many types of emotional responses, two relevant to government are studied: blame and negative word-of-mouth. In order to examine service failure responsibility, public service failure, and emotional responses, an online survey experiment was conducted. The results are largely consistent with theoretical expectations. Respondents experiencing a public service failure were more likely to blame the agency and state that they would speak negatively about the agency under high service failure responsibility conditions and/or high prior public service failure conditions. Relationships between high/low service failure responsibility and high/low prior public service failures were also found in the study. These findings are thoroughly discussed in the paper.

Abstract China’s fiscal reforms over 1980–1988 steadily increased the degree of its fiscal decentralization (FD) by allowing local governments more fiscal power to tax and spend. The country’s fiscal reform in 1994 continued the rise in FD on the expenditure side (FDE) but reversed its upward trend on the revenue side (FDR). This article aims to ascertain whether this change in the mix of FDE and FDR since 1994 had significantly reduced local governments’ efforts to combat industrial pollution in the context of China’s political and official-promotion systems. We do so by applying the sys-GMM to estimate the effects of FDE and FDR on local governments’ spending to combat industrial pollution, using data covering 29 Chinese provinces over the 1992–2015 period. Our findings strongly indicate that China’s 1994 fiscal reform has exerted a negative impact on local governments’ efforts to fight industrial pollution.

Abstract Building on recent developments in behavioral public administration theory and methods, we conduct an online randomized controlled trial to study how defaults and reminders affect the performance of 5,303 public healthcare professionals on a test about the appropriate use of gloves. When incorrect answers are pre-populated, thus setting incorrect defaults, participants are more likely to err notwithstanding the fact that they are asked to double check the pre-populated answers. Conversely, when correct answers are pre-populated, thus setting correct defaults, subjects are less likely to err and they tend to perform better than their peers taking the non-pre-populated version of the same questions. Participants receiving either a visual or a textual reminder about the appropriate use of gloves right before the test outperform their counterparts in a control group. We also find that visual aids are more effective than textual reminders.

Abstract This study examines the association between accounting capacity and organizational readiness for change to adopt accrual accounting (ORCA) in public sector organizations. Furthermore, it explores the role of leadership quality and digital transformation as moderators of this association. Survey data from 179 public sector organizations in Vietnam, a transition economy, were used to test the research model. The findings indicate that accounting capacity has a positive relationship with ORCA, and this relationship is further strengthened by greater leadership quality and digital transformations. Moreover, the moderating effect of leadership quality on the effects of accounting capacity and ORCA is amplified in organizations with a high level of digital transformation. Additionally, theoretical and practical implications are discussed.

Abstract Promoting coproduction is critical in emergency responses. This study introduces the concept of psychological capital (PsyCap) to the field of coproduction within emergency context and further empirically investigates the association of PsyCap and engagement in coproducing emergency responses. Data collected from 5721 respondents in Chinese communities of 10 provincial regions were analyzed using logistics regression. The results demonstrate that PsyCap is positively associated with engagement in coproducing emergency responses. Familiarity with community epidemic prevention positively moderates the relationship between PsyCap and engagement in coproducing emergency responses. Satisfaction with community emergency response plays a full mediation role while trust in community emergency response plays a partial mediation role in the relationship between PsyCap and engagement in coproducing emergency responses. The higher the PsyCap citizens have, the more satisfaction and trust toward the community epidemic prevention they have, which further increases residents’ engagement in coproducing emergency response to the epidemic. The findings provide empirical evidences that PsyCap is essential for involving citizens in coproducing emergency responses. It also suggests that enhancing citizens’ specific PsyCap dimensions should be incorporated into routine community governance.
