Under the conditions of technological progress, the most significant prerequisite for the competitiveness of the economy in the long term and the best way to resist global challenges is the development of the innovation sector. The relationships between quantitative and qualitative characteristics of innovation and economic status index also provide evidence for that point of view. From these perspectives, it is coming on the agenda to develop and implement innovation development policy. It requires a quantitative assessment of the innovation system, one of the most important components of which is the classification of countries with different levels of development. In the paper, a similar analysis was implemented using the clustering tool, which enables to group countries according to innovation indicators and economic status index, and assess the progress or regression of countries. Based on the results, three groups of countries were distinguished: "leaders", "initiators" and "laggards". The most competitive countries were involved in the "leaders" cluster, which stand out with the best values of the indicators characterizing the innovative system. Meanwhile, the other two clusters include economically vulnerable countries with underdeveloped innovative system that require the development and implementation of effective innovation policy. From the perspective of practical significance, the results of the research are essential in the context of reviewing, adjusting policy priorities, selecting implementation mechanisms and achieving targets.

The paper is devoted to highlighting and evaluating the main results of the ten-year activity of the Amberd Research Center of the Armenian State University of Economics. The study mainly used the institutional and historical research methods. In the course of the study, materials and documents published by the Amberd Center, information and references to the Center in the media, in press releases by legislative and executive authorities, as well as interviews and publications of the representatives of the Armenian State University of Economics and the Amberd Research Center were collected. The Author’s extensive experience in this research institution provided valuable support throughout the study. The research identified the position and role of the Center in the public policy of Armenia at this stage, outlined the nature of the relationship of the Center with the institutions responsible for the development and implementation of policy in the state, highlighted the achievements and areas that require further development. The results and conclusions of the study can be useful for designing a long-term development strategy for the Amberd Research Center.

The mining industry is distinguished by the special fiscal policy applied. The range of taxes applied in the sector is wider, and in addition to traditional taxes, it also includes natural resource levies, royalties, and environmental taxes. By fulfilling tax obligations to the state, the mining industry has expectations from the state itself in terms of fair redistribution of taxes. Studies show that the fiscal policy applied in the RA does not contribute to the sustainable development of mining organizations, as their expectations for state financial support are much higher than what actually happens. Tax organizations seek state financial support for the implementation of new mining technologies, investments in waste management with modern methods, as their implementation is costly and requires external financial support. On the other hand, effective redistribution of taxes is also required by the communities formed around the mining organizations, as they are the ones, who first feel the harmful impact of the sector on environmental protection. Therefore, when developing a tax policy in the mining industry, there is a need to solve not only the problems of tax collection, but also the fair redistribution of taxes. The paper focuses on the issues related to improving the fiscal policy applied in the field of mining industry, proposing potential solutions that can foster sustainable development of the sector. In particular, it is proposed to establish an information feedback mechanism between external and internal stakeholders of the mining industry. This mechanism will provide an opportunity to assess the degree of realization of the goals of the stakeholders of the sector in the context of the interaction between the ongoing fiscal policy and the sustainable development of organizations.

In a transition economy like Armenia, the promotion of small and medium-sized enterprises has a decisive role in increasing the level of competitiveness of production. It also has its place in the development of local and national competitive advantages. Currently, one of the main directions of state policy of developing countries is the implementation of cluster policy, which is aimed at increasing the level of national and regional competitiveness. Among the many existing theories of forming and increasing the competitiveness of the general economy, the most effective application today is the introduction of clusters and the provision of activities in the relevant fields. Clusters, being the most important component of the economy and the main carriers of development, propose highly effective ways to ensure rapid growth. They ensure an increase in the competitiveness of the branch, region or even the country. Clusters are a relatively new field of research, and their formation is also a new phenomenon. Considering the characteristics of the clustering potential for Vayots Dzor region, we can say that the clustering potential in the region is at an average to high level, which implies that there are only two determinants of the competitiveness of cluster structures here: the factor conditions, which implies, first of all, the management of agriculture, tourism and the availability and growing demand for favorable climatic conditions for winemaking. The infrastructures necessary for the formation and operation of clusters are underdeveloped in the region, but they can be created with small investments, which can be confirmed by studying the internal and external conditions of the current operating cluster in the region.
