Policing and Sense of Place: ‘Shallow’ and ‘Deep’ Security in an English Town 治安与地方感:英国小镇的“浅”与“深”安全

Abstract Much policy discourse concentrates on the contribution police make to keeping people safe. Often, this means minimizing fear of crime. Yet, more expansive accounts stress the extent to which deeper-rooted forms of security and belonging might also be important ‘outcomes’ of police activity. Using data collected from a survey of residents of a mid-sized English town, Macclesfield in Cheshire, we consider the extent to which evaluations of policing are associated with (1) a ‘shallow’ sense of security—roughly speaking, feeling safe—and (2) a ‘deeper’ sense of security—being comfortable in, and with, one’s environment. Focussing more accurately on the forms of safety and security police can hope to ‘produce’ opens up space for consideration of the ends they seek as well as the means they use.

Working Through Desistance: Employment in Women’s Identity and Relational Desistance 通过克制工作:女性身份与关系克制中的就业

Abstract Desistance and re-entry literature has traditionally explored particular types of women’s relationships and social roles (such as maternal identities and familial relationships), while neglecting the potential for employment and work-related roles to support change. Through interviews with 15 (predominantly Indigenous) women with histories of imprisonment in Aotearoa New Zealand, this article contributes to feminist literature on women’s desistance by exploring the role of employment in their change. The article explores how women (particularly Indigenous women) face significant barriers to employment, based on multiple sites of inequality. It also explores how employment (and employers) can support women’s identity and relational desistance. It is argued that policy and practice should recognize and attempt to leverage the beneficial effects of employment on women’s desistance.

Abstract This paper examines new meanings that police–citizen interactions take on when officers make sense of them through the lens of body-worn cameras (BWCs). Drawing on 30 interviews with frontline police officers in a large Canadian city, we analyse the embodied character of BWCs to show how officers reframe their role and the subtleties of their approach in dealing with the public as more robotic. First, the participants believe BWCs curb their ability to build rapport with citizens, and therefore dehumanize interactions. Second, they report a need to operate more mechanically to follow protocol for case-building and use-of-force. Still, 100 per cent of participants remain in favour of BWC use—in an era of high visibility and pressure for accountability, video recording technology offers protection.

Abstract This paper draws on interview data and published court judgment reports to reveal first-hand accounts of illegal transactions involving protected wildlife and how criminals collaborate with one another. This research finds that wildlife supply is controlled by a small number of key suppliers. Further, trust is embedded in the criminals’ relationship based on kinship and friendship ties, while individuals’ ethnicity and reputation also facilitate collaboration. These arrangements shape the criminal networks that exploit protected wildlife. This paper suggests further research into online trading of protected wildlife products, the presence of women in the illegal wildlife trade and the impact of COVID-19 on the criminal networks supplying wildlife.

Abstract This paper provides insights into the predominant styles of political reasoning in England and Wales that inform penal policy reform. It does so in relation to a particular development that constitutes a dramatic, perhaps even unique, wholesale reversal of a previously introduced market-based criminal justice delivery model. This is the ‘unification’ of probation services in England and Wales, which unwound the consequential privatization reforms introduced less than a decade earlier. This paper draws on in-depth interviews with senior policy makers to present a narrative reconstruction of the unification of probation services in England and Wales. Analogies with desistance literature are drawn upon in order to encapsulate the tensions posed for policy makers as they sought to enact this penal policy reform.

Abstract Narrative criminology prioritizes personal narratives for explaining past behaviours and shaping future decisions. Using this perspective, we rely on data from a photo-ethnography with people who use peyote in religious ceremonies to understand how their discourses about peyote shape their experiences with it. We find that participants define peyote as an ‘earth medicine’ that helps with healing (physical, spiritual and psychological) and thus should be respected. This narrative dictates how and when they use it (e.g. with intention and not recreationally), distances from other drugs (which are regarded as harmful) and directs their physiological experiences. Findings suggest that the symbolic meaning associated with specific drugs justifies using it and directs and encourages continued use. Thus, understanding drug use requires examining how discourse about specific drugs are incorporated into personal narratives.

Abstract Desistance research has largely revolved around the concepts of persistence in and desistance from crime, missing what happens between these two poles. The study uses longitudinal interview data from Finnish people in prison (N = 22) before and after release to elucidate the narrative development between the positions of persistence and desistance. Taking a narrative criminological approach, the article explores how the genres of romance, tragedy, irony and comedy are adopted in accounts of desistance. It challenges a static understanding of desistance, arguing that desistance narratives are more diverse than previously understood: rooted in identity, enduring the unforeseen and restricted by unfavourable realities. The findings suggest that different narrative genres give important insights into how individuals attempting to desist from crime perceive their agency.

Abstract Rather than attending to the social harms underpinning youth offending, justice responses tend to amplify and entrench them. While perhaps less noticeable, inequalities further reside in the systematic disparities in criminalized young adults’ opportunities to influence policy and practice and to have control of the choices concerning their present and their future. Resultantly, perhaps, there is a significant disconnect between policy and practice directed towards this group, their lived realities and developmentally specific needs. This article reports on a design-led, participatory study involving 12 criminalized young adults, aged 18–25, oriented to listening to, and learning from, their experiences and visions of social justice in order to influence more socially just responses to offending than we have at present.

East is East? Beyond the Global North and Global South in Criminology 东方就是东方?超越犯罪学中的全球南北

Abstract This paper identifies an absence in currently constituted criminological discourse on the Global North and Global South. This absence is the Global East. The Global East is not a defined region but a relation of betweenness, geographically and geo-politically, within and between the South and North, representing peoples from countries and societies which fit imperfectly into a North/South binary. We focus on the Eastern European and Eurasian regions to demonstrate this point, concentrating specifically on its omission in punishment and society studies. Our paper makes a positive argument for the Global East concept, disrupting the assumed categories of North and South and producing a strategic essentialism to help better represent peoples thus far overlooked in southern criminology.
