: Local government has been part of Zambia’s government structure since independence in 1964. The rationale for its creation is for service provision in areas within its jurisdiction. Several attempts have been made to enhance local government service delivery. For instance, the fourth objective of the 1993 Public Service Reform Programme was aimed at enhancing service delivery through decentralization. Thus, this paper focuses on the efficiency of delivering local government services through the private sector by contracting-out, garbage collection services of Kabwe Municipal Council in the Central Province of Zambia from 2014 to 2018. The study employed a mixed methods approach with a case study research design. A sample of 314 respondents was arrived at using stratified and purposive sampling. Questionnaires were used to collect data from 308 respondents while interview guides were used for the 6 key informants. The data was analyzed through version 23 SPSS for the questionnaires and thematic analysis for the interview guides. The study revealed that contracting-out improved service delivery, quickened service provision, increased customer satisfaction, reduced cost of service delivery and increased use of garbage collection services. The study also revealed some of the challenges in contracting service delivery which include; delay in payment of tipping fees to the council, frequent breakdown of contractor equipment vehicles, lack of compliance by customers to pay for the services. Recommendations were made to KMC which include; enhanced contractor monitoring, provision to contractor incentives, increase community sensitization, and enforcement of existing by-laws.

: Theoretically, according to Max Weber, this shows that it can be interpreted that the clerics and santri are fully aware of and understand the existence of rules regarding the implementation of health protocols in every activity at Islamic boarding schools, but values that are understood by individuals in absolute terms in the form of religious values and norms ultimately override protocol rules. health as a value and norm of government regulations during the Covid 19 pandemic situation. Likewise, community members around Islamic boarding schools when participating in activities at Islamic boarding schools carry out social actions of value rationality prioritizing religious values and norms by overriding health protocol rules when participating in activities at Islamic boarding schools However, when interacting outside the Islamic boarding school environment, they tend to absolutely follow the rules of the health protocol which are generally accepted values and norms in society during the Covid-19 pandemic. The results of this study confirm, reinforce or support Max Weber's theory of social action, especially the three types of social action found in this study, namely: (1) value rationality social action, (2) instrumental rationality social action, and (3) social action traditional. While the type of affective social action according to Max Weber's theory was not found in this study.

, while the flipped classroom advocates the concept of "student-centred, the teacher mainly plays a role in guiding and driving students to learn new knowledge", but it can be a good exercise to enhance students' independent learning and active thinking ability. The concept of "student-centred teaching" advocated by the flipped classroom can well improve students' ability of independent learning and active thinking. Under the flipped classroom teaching model, teachers change their role in the classroom from "leading" to "guiding and serving". This helps students to have more interaction and communication with the teacher during the classroom teaching process, and also helps students to learn independently and fully absorb the knowledge gained in the classroom after the class. Abstract: Introducing the teaching mode of flipped classroom in the course of Securities Investment can improve students' independent learning and active thinking ability while learning the basic knowledge of the course, and realise the goal of teaching according to students' abilities and integrating disciplines. This paper analyses the teaching design ideas of flipped classroom in the course of Securities Investment from three levels: before class, during class and after class, and provides ideas for the development of flipped classroom mode in the professional courses of finance in colleges and universities.

: Women play a fundamental role in traditional political transitions in the Bamenda Grassfields Fonship institutions. Like any other political entity, this institution is subject to political transition, otherwise known as succession. Unlike democratic political transitions within modern states today, political transitions in the area of study are hereditary and founded on patrilineal or matrilineal royal succession. This paper examines the place of soft power that was invisible but very crucial during traditional transitions within the fondoms. Based on a qualitative approach, this paper adopts a historical approach with emphasis on primary and secondary sources. This paper argues that women in the Bamenda Grassfields fonship institutions can be considered what political scientists have conceptualized as deep state actors; that is, they are not visible in the political scene, but the underground role they play in influencing policies and power dynamics within and without fondom is strategic and crucial. Among the several personalities and institutions that facilitate a legitimate political transition in Bamenda Grassfields fonship institutions are women. Historically, the founding myths of most Grassfields Fondoms have generally been linked to women. Far from Western feminist assumptions, women in the Bamenda Grassfields were considered sacred beings, as they were considered the source of prosperity and the perpetuation of the fonship itself. This study refutes the feminist theory that the patriarchal nature of most African societies excludes women from politics.

The period from 1964 to 1988 marked a significant era in the electoral history of the United States, witnessing transformative changes both domestically and globally. The United States went through social and political upheavals, economic changes, and geopolitical events, all of which significantly influenced the results of the elections and presidential campaigns. We can learn a lot about how these events altered the political environment and influenced the strategies of presidential candidates by looking at the Electoral College results and the developments that took place in the U.S. and throughout the world during this time. The goal of this article is to examine the research done on Electoral College results from 1964 to 1988, providing a thorough description of the findings while discussing the interaction between major historical transformations and the electoral process in the United States.
