Kondisi pengelolaan parkir di Kabupaten Sidoarjo cenderung belum terkelola dengan baik. Hal ini ditandai oleh rendahnya capaian penerimaan retribusi parkir setiap tahunnya. Dari kendala yang ada, upaya yang dapat dilakukan terkait pengoptimalan implementasi Perda No 17 Tahun 2019 ini Pemerintah Kabupaten Sidoarjo bersama pihak swasta menyelesaikan permasalahan parkir yang ada di Kabupaten Sidoarjo. Tujuan Penelitian ini adalah untuk menganalisis bagaimana Implementasi kebijakan kerja sama pengelolaan parkir di Kabupaten Sidoarjo. Metode penelitian yang digunakan adalah deskriptif kualitatif. Penelitian ini menganalisis enam faktor yang mempengaruhi proses implementasi kebijakan menurut Van Meter dan Van Horn dantaranya adalah 1) Tujuan kebijakan dan standar yang jelas, 2) Sumber daya, 3) Kualitas hubungan interorganisasional, 4) Karakteristik lembaga/organisasi pelaksana, 5) Lingkungan politik, sosial, dan ekonomi, 6) Disposisi/tanggapan atau sikap para pelaksana. Teknik pengumpulan data dalam penelitian ini menggunakan teori dari observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini adalah Dinas Perhubungan telah mengimplementasikan kebijakan kerja sama parkir di Kabupaten Sidoarjo dengan bermitra bersama PT Indonesia Sarana Servis. Namun dalam pelaksaksanaanya memiliki beberapa hambatan yang menghambat keberhasilan implementasi. Dalam kesimpulannya, implementasi kebijakan kerja sama pengelolaan parkir di Kabupaten Sidoarjo telah membawa dampak positif dalam beberapa aspek, seperti penerapan teknologi elektronik parkir dan peningkatan perputaran ekonomi. Namun terdapat tantangan dalam hal koordinasi, interpretasi tujuan kebijakan, dan hubungan antarinstansi yang perlu diperhatikan dan ditingkatkan untuk mencapai hasil yang lebih optimal.

Kebijakan pengelolaan sampah memberikan konsekuensi bagi pemerintah daerah dalam menyelenggarakan pengelolaan sampah yang salah satunya yaitu melalui penyediaan dan pengoperasian tempat pemrosesan akhir (TPA). Kabupaten Gresik dihadapkan pada permasalahan utama dalam pengelolaan sampah yakni keterbatasan TPA sehingga turut mempengaruhi kemampuan pemerintah daerah dalam penyelenggaraan pengelolaan sampah. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan pengelolaan sampah di TPA Ngipik Kabupaten Gresik. Metode penelitian yang digunakan dalam penelitian ini yaitu kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik analisis yang digunakan yaitu model interaktif menurut Miles dan Huberman. Hasil penelitian menunjukkan bahwa implementasi kebijakan pengelolaan sampah di TPA Ngipik Kabupaten Gresik ditinjau berdasarkan model implementasi Edward III yang meliputi empat fokus yakni komunikasi, sumber daya, disposisi dan struktur birokrasi dapat dikatakan sudah terimplementasikan namun belum optimal. 1) pada fokus komunikasi telah terlaksana secara efektif diantara implementor; 2) pada fokus sumber daya belum optimal, hal ini dikarenakan pada sumber daya staff secara kuantitas dan kualitas belum mencukupi kebutuhan, selain itu sumber daya fasilitas yang terbatas berdampak pada ketidakefektifan implementasi kebijakan. Meskipun demikian, sumber daya informasi telah mencukupi dan kewenangan telah terdistribusikan dengan baik sehingga tidak ada tumpang tindih atas pelaksanaan wewenang dalam mengimplementasikan kebijakan; 3) pada dokus disposisi menunjukkan adanya komitmen implementor dalam mewujudkan kebijakan; 4) pada fokus struktur birokrasi didukung dengan adanya Standar Operasional Prosedur (SOP) dan UPT TPA yang bertujuan untuk mengorganisir penyelenggaraan pengelolaan sampah di TPA sesuai dengan kebijakan.

The development of biological compost fertilizer management is an effort by a group of farmers to reduce the use of expensive chemical fertilizers and pesticides while minimizing environmental pollution. Additionally, the use of biological fertilizers results in high-quality and healthy crops for consumption. The objective of this research is to analyze the activities of the Center for Development of Biological Agents (CDBA) based on local farmer knowledge through the concept of the Smart Economy, which aims to harness local resources from goat livestock waste to produce biological compost fertilizer using natural decomposer material innovations. The innovation is developed through the propagation of mycorrhiza spores using goat livestock waste as a growing medium through the fermentation process. The fermented fertilizer produced is highly nutritious and aids in plant growth while providing protection against diseases and drought conditions. The research methodology used is qualitative descriptive with data collection techniques involving interviews, observations, and documentation. The theory employed in this research is the SWOT analysis theory, using the Local Economic Resources Development (LERD) approach as an alternative for locally informed development, encompassing six main focal points: (1) Governance, (2) Management Processes, (3) Target Groups, (4) Location Factors, (5) Policy Focus, and (6) Sustainable Development. These main focal points are analyzed using SWOT analysis theory, including Strengths, Opportunities, Weaknesses, and Threats that may arise. The results of this research demonstrate that the development of biological fertilizers through CDBA is successful and has created business opportunities for local farmers, leading to increased income for the farmers. The research focus has been achieved and is in line with the SWOT analysis theory using the Local Economic Resources Development (LERD) approach. This research examines the implementation of the CDPOB regional expansion policy in South Garut Regency, focusing on policy implementation in accordance with Undang-Undang Nomor 23 Tahun 2014 on Regional Government and the bottom-up method. This research uses a descriptive qualitative approach involving interviews with stakeholders at the Provincial level and documentation studies, to analyze the success of the policy.
